Provides that no person shall operate a second division vehicle having a gross vehicle weight rating of 8,000 pounds or more loaded with dirt or garbage unless the material is in a cargo container. Provides that the tailgate on the vehicle must be in good repair to prevent material from escaping. Provides that a police officer may stop a vehicle if a dangerous condition exists where the material may escape from the vehicle.
