 1        AN ACT concerning special license plates.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  State Finance Act is amended by adding
 5    Section 5.541 as follows:

 6        (30 ILCS 105/5.541 new)
 7        Sec. 5.541.  The Organ Donor Awareness Fund.

 8        Section 10.  The Illinois  Vehicle  Code  is  amended  by
 9    adding Sections 3-645, 3-646, and 3-647 as follows:

10        (625 ILCS 5/3-645 new)
11        Sec. 3-645.  Vietnam Veteran License Plates.
12        (a)  In  addition to any other special license plate, the
13    Secretary,  upon  receipt  of   all   applicable   fees   and
14    applications  made in the form prescribed by the Secretary of
15    State, may issue Vietnam Veteran license plates to  residents
16    of  Illinois  who meet eligibility requirements prescribed by
17    the Secretary of State.  The special  Vietnam  Veteran  plate
18    issued  under this Section shall be affixed only to passenger
19    vehicles of the first division  and  motor  vehicles  of  the
20    second  division  weighing not more than 8,000 pounds. Plates
21    issued under this  Section  shall  expire  according  to  the
22    staggered multi-year procedure established by Section 3-414.1
23    of this Code.
24        (b)  The design, color, and format of the plates shall be
25    wholly  within the discretion of the Secretary of State.  The
26    Secretary may, in his or her discretion, allow the plates  to
27    be issued as vanity plates or personalized in accordance with
28    Section 3-405.1 of this Code.  The plates are not required to
29    designate  "Land Of Lincoln", as prescribed in subsection (b)

 1    of Section 3-412 of this Code.  The Secretary shall prescribe
 2    the eligibility requirements and, in his or  her  discretion,
 3    shall  approve  and  prescribe stickers or decals as provided
 4    under Section 3-412.
 5        (c)  An applicant shall be charged a $15 fee for original
 6    issuance in addition  to  the  applicable  registration  fee.
 7    This  additional fee shall be deposited into the Secretary of
 8    State Special  License  Plate  Fund.  For  each  registration
 9    renewal  period,  a  $2  fee,  in addition to the appropriate
10    registration fee, shall be charged  and  shall  be  deposited
11    into the Secretary of State Special License Plate Fund.

13        Sec. 3-646.  Organ Donor Awareness license plates.
14        (a)  The  Secretary,  upon receipt of an application made
15    in the form prescribed by the Secretary,  may  issue  special
16    registration  plates  designated  as  Organ  Donor  Awareness
17    license plates.  The special plates issued under this Section
18    shall  be  affixed  only  to  passenger vehicles of the first
19    division and motor vehicles of the second  division  weighing
20    not more than 8,000 pounds.  Plates issued under this Section
21    shall   expire   according   to   the   multi-year  procedure
22    established by Section 3-414.1 of this Code.
23        (b)  The design and color of the plates is wholly  within
24    the  discretion  of the Secretary, except that the phrase "Be
25    An Organ Donor" shall be on the plates, and the design of the
26    plates shall incorporate a reference  to  the  Chicago  Bears
27    organization  and Walter Payton.  The Secretary may allow the
28    plates to be issued as vanity plates  or  personalized  under
29    Section  3-405.1  of the Code.  The Secretary shall prescribe
30    stickers or decals as provided under Section  3-412  of  this
31    Code.
32        (c)  An  applicant for the special plate shall be charged
33    a  $25  fee  for  original  issuance  in  addition   to   the

 1    appropriate  registration  fee.   Of this additional fee, $10
 2    shall be deposited into the Organ Donor  Awareness  Fund  and
 3    $15  shall  be  deposited into the Secretary of State Special
 4    License Plate Fund, to be  used  by  the  Secretary  to  help
 5    defray the administrative processing costs.
 6        For  each  registration  renewal  period,  a  $25 fee, in
 7    addition  to  the  appropriate  registration  fee,  shall  be
 8    charged.  Of this additional fee, $23 shall be deposited into
 9    the Organ Donor Awareness Fund and $2 shall be deposited into
10    the Secretary of State Special License Plate Fund.
11        (d)  The Organ Donor  Awareness  Fund  is  created  as  a
12    special fund in the State treasury.  Subject to appropriation
13    by the General Assembly and approval by the Secretary, 50% of
14    the moneys in the Organ Donor Awareness Fund shall be paid as
15    grants  to  the  Regional  Organ  Bank  of  Illinois, and the
16    remaining 50% of the moneys in that fund  shall  be  paid  as
17    grants to Mid-America Transplant Services.

19        Sec. 3-647.  World War II Veteran License Plates.
20        (a)  In  addition to any other special license plate, the
21    Secretary,  upon  receipt  of   all   applicable   fees   and
22    applications  made in the form prescribed by the Secretary of
23    State, may issue World  War  II  Veteran  license  plates  to
24    residents  of  Illinois  who  meet  eligibility  requirements
25    prescribed  by the Secretary of State.  The special World War
26    II Veteran plate issued under this Section shall  be  affixed
27    only  to  passenger  vehicles of the first division and motor
28    vehicles of the second division weighing not more than  8,000
29    pounds.   Plates  issued  under  this  Section  shall  expire
30    according to the staggered multi-year  procedure  established
31    by Section 3-414.1 of this Code.
