 1        AN ACT to amend the Property Tax Code by changing Section
 2    16-195.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section 5.  The Property Tax Code is amended by  changing
 6    Section 16-195 as follows:

 7        (35 ILCS 200/16-195)
 8        Sec.  16-195.  Review of decisions.  Final administrative
 9    decisions of the Property Tax Appeal  Board  are  subject  to
10    review under the provisions of the Administrative Review Law,
11    except  that  in  every  case  where  a  change  in  assessed
12    valuation  of  $300,000 or more was sought, that review shall
13    be afforded directly in the Appellate Court for the  district
14    in  which  the  property  involved in the Board's decision is
15    situated, and not in the  circuit  court.  The  Property  Tax
16    Appeal Board shall certify the record of its proceedings only
17    if  the  taxpayer  or  other  entity seeking review under the
18    Administrative Review Law pays to it for each page  of  legal
19    size  or smaller, the sum of 75¢ per page for testimony taken
20    before the Board and 25¢ per  page  for  all  other   matters
21    contained  in  the record, and for any page larger than legal
22    size the sum of $1, except that these charges may  be  waived
23    when  the Board is satisfied that the aggrieved  party cannot
24    afford to pay such charges. There shall be no charge  to  the
25    taxpayer  or  other  entity for certification by the Property
26    Tax Appeal Board of any pages of the record  that  which  are
27    furnished  for  inclusion  in  the  record by the taxpayer or
28    other entity seeking review.  If payment for  the  record  is
29    not made by the taxpayer or other entity within 30 days after
30    notice  from  the  Board  or the Attorney General of the cost
31    thereof, the court in which the  proceeding  is  pending,  on

 1    motion of the Board, shall dismiss the complaint.
