      20 ILCS 505/35.3
          Amends the Children and Family Services Act in provisions
      restricting  disclosure  of  information  concerning   foster
      parents.   Provides  that  no  person  may  disclose a foster
      parent's  name,  address,  or  telephone  number  except   as
      authorized  by the Department by rule.  Provides that it is a
      Class A misdemeanor to make  an  unauthorized  disclosure  of
      this  information  or  to  permit,  assist,  or encourage the
      unauthorized  disclosure  of  this  information.    Effective
      immediately.

 1        AN ACT to amend the Children and Family Services  Act  by
 2    changing Section 35.3.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The  Children  and  Family  Services  Act  is
 6    amended by changing Section 35.3 as follows:
 7        (20 ILCS 505/35.3)
 8        Sec.  35.3   Confidentiality of foster parent identifying
 9    information.
10        (a)  Because foster parents accept placements into  their
11    residences,  it  is  the  policy  of the State of Illinois to
12    protect foster parents' addresses and telephone numbers  from
13    disclosure.   The  Department shall adopt rules to effectuate
14    this policy  and  provide  sufficient  prior  notice  of  any
15    authorized  disclosure for foster parents to seek an order of
16    protection under Section 2-25 of the Juvenile  Court  Act  of
17    1987.
18        (b)  A  person  to  whom  disclosure of a foster parent's
19    name, address, or telephone number is made under this Section
20    shall not redisclose that information except as  provided  in
21    this  Act  or the Juvenile Court Act of 1987.  Any person who
22    knowingly and willfully rediscloses a foster  parent's  name,
23    address,  or telephone number in violation of this Section is
24    guilty of a Class A misdemeanor.
25        (c)  The Department shall provide written notice  of  the
26    provisions  of  subsection  (b),  including the penalty for a
27    Class  A  misdemeanor,  to  anyone  to  whom  the  Department
28    discloses a  foster  parent's  name,  address,  or  telephone
29    number.

 1        Section  99.  Effective date.  This Act takes effect upon
 2    becoming law.
