Short description: 
FOSTER PARENTS-CONFIDENTIALTY                                              

Synopsis of Bill as introduced:
        Amends  the  Children  and  Family  Services  Act  in  provisions      
   restricting  disclosure  of  information  concerning  foster  parents.      
   Provides that no person may disclose a foster parent's name,  address,      
   or  telephone  number  except as authorized by the Department by rule.      
   Provides that it is a Class A  misdemeanor  to  make  an  unauthorized      
   disclosure  of this information or to permit, assist, or encourage the      
   unauthorized disclosure of this information.  Effective immediately.        
          FISCAL NOTE (DCFS)                                                   
          HB2326 causes no fiscal impact.                                      
          JUDICIAL NOTE                                                        
          There may be an increase in judicial workloads; impact on the        
          need to increase the number of judges cannot be determined.          
        HOUSE AMENDMENT NO. 1.                                                 
        Deletes everything.  Amends the Children and Family Services  Act      
   in  provisions restricting disclosure of information concerning foster      
   parents.  Provides that a  person  to  whom  disclosure  of  a  foster      
   parent's  name,  address,  or  telephone  number  is  made  under  the      
   disclosure  provisions shall not redisclose that information except as      
   provided in this Act or the Juvenile Court Act of 1987.  Provides that      
   any person who knowingly and willfully rediscloses a  foster  parent's      
   name,  address,  or  telephone  number  in violation of the disclosure      
   provisions is guilty of a Class A misdemeanor.  Effective immediately.      
          JUDICIAL NOTE, H-AM 1                                                
          The bill would neither decrease nor increase the need for the        
          number of judges in the state.                                       
        HOUSE AMENDMENT NO. 2.                                                 
        Provides that the Department shall provide written notice of  the      
   provisions  regarding redisclosure of a foster parent's name, address,      
   or telephone number, including the penalty for a Class  A  misdemeanor      
   to  anyone  to  whom  the Department discloses a foster parent's name,      
   address, or telephone number.

          Any cost could easily be absorbed within current approps.
