          Amends the Illinois Vehicle Code and  the  State  Finance
      Act.  Amends  the  Vehicle  Code  to  provide  that community
      colleges are included as one of the  institutions  for  which
      the  Secretary  of State may issue special collegiate license
      plates.  Provides  that  the  fees  for  plates  issued   for
      community  colleges  shall  be  deposited  into the Community
      College Scholarship License Plate Fund, to be distributed  to
      community  colleges  for  scholarship  grant  awards, and the
      Secretary of State Special License  Plate  Fund.  Amends  the
      State Finance Act to create the Community College Scholarship
      License Plate Fund.

 1        AN ACT concerning license plates, amending named Acts.
 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:
 4        Section 5. The State Finance Act  is  amended  by  adding
 5    Section 5.449 as follows:
 6        (30 ILCS 105/5.449 new)
 7        Sec.  5.449.  The  Community  College Scholarship License
 8    Plate Fund.
 9        Section 10. The  Illinois  Vehicle  Code  is  amended  by
10    changing Section 3-629 as follows:

12        Sec. 3-629.  Collegiate license plates; scholarship fund.
13        (a)  In  addition to any other special license plate, the
14    Secretary,  upon  receipt  of   all   applicable   fees   and
15    applications  made in the form prescribed by the Secretary of
16    State, may issue collegiate license  plates.  The  collegiate
17    plates  issued  under  this  Section shall be affixed only to
18    passenger vehicles of the first division and  motor  vehicles
19    of  the  second  division weighing not more than 8,000 pounds
20    and subject to the  staggered  registration  system.   Plates
21    issued  under  this  Section  shall  expire  according to the
22    staggered  multi-year  procedure  established  under  Section
23    3-414.1 of this Code.
24        (b)  The design, color, and format of the plates shall be
25    wholly within the discretion of the Secretary of State.   The
26    Secretary  of  State may, at his or her discretion, issue the
27    plates for  any  public  or  degree-granting,  not-for-profit
28    private  college or university, including community colleges,
29    located in this State. The  Secretary  may,  in  his  or  her

 1    discretion, allow the plates to be issued as vanity plates or
 2    personalized in accordance with Section 3-405.1 of this Code.
 3    The  plates  are not required to designate "Land Of Lincoln",
 4    as prescribed in subsection (b)  of  Section  3-412  of  this
 5    Code.    The   Secretary   shall  prescribe  the  eligibility
 6    requirements including a minimum level of specialized license
 7    plates requests and, in his or her discretion, shall  approve
 8    and  prescribe  stickers  or decals as provided under Section
 9    3-412.
10        (c)  An applicant shall be charged a $40 fee for original
11    issuance in addition to the applicable registration fee.   Of
12    the  original issuance fee in the case of a public university
13    or college, not including community colleges,  $25  shall  be
14    deposited  into  the  State College and University Trust Fund
15    and $15 shall  be  deposited  into  the  Secretary  of  State
16    Special  License  Plate  Fund  to be used by the Secretary of
17    State,  subject  to  appropriation,  to   help   defray   the
18    administrative  costs  of issuing the plate.  Of the original
19    issuance fee in the case of a degree-granting, not-for-profit
20    private college or university, $25 shall  be  deposited  into
21    the University Grant Fund and $15 shall be deposited into the
22    Secretary  of  State Special License Plate Fund to be used by
23    the Secretary of State, subject  to  appropriation,  to  help
24    defray  the  administrative cost of issuing the plate. Of the
25    original issuance fee in the case of a community college, $25
26    shall be deposited into  the  Community  College  Scholarship
27    License  Plate  Fund  and  $15  shall  be  deposited into the
28    Secretary of State Special License Plate Fund to be  used  by
29    the  Secretary  of  State,  subject to appropriation, to help
30    defray the administrative costs  of  issuing  the  plate.  In
31    addition  to  the  regular renewal fee, an applicant shall be
32    charged $27 for the renewal of each  set  of  license  plates
33    issued  under  this  Section; $25 shall be deposited into the
34    State College and University Trust Fund  in  the  case  of  a

 1    public  university  or  college, or into the University Grant
 2    Fund in the case of a degree-granting, not-for-profit private
 3    college  or  university,  or  into  the   Community   College
 4    Scholarship  License  Plate  Fund  in the case of a community
 5    college,  and $2 shall be deposited  into  the  Secretary  of
 6    State  Special  License  Plate Fund plates for all collegiate
 7    plates.
 8        (d)  The State  College  and  University  Trust  Fund  is
 9    created  as a special fund in the State treasury.  All moneys
10    in the State College  and  University  Trust  Fund  shall  be
11    distributed  on  January  1  of  each  year  to  each  public
12    university  or  college in proportion to the number of plates
13    sold in regard to that university  or  college  according  to
14    subsection  (c)  for  administration  of the Higher Education
15    License Plate Grant program. Moneys deposited into the  State
16    College and University Trust Fund shall be distributed to the
17    public   university  or  college  for  the  sole  purpose  of
18    scholarship grant awards.
19        (e)  The University Grant Fund is created  as  a  special
20    fund  in  the  State  treasury.  All moneys in the University
21    Grant Fund shall be  appropriated  to  the  Illinois  Student
22    Assistance   Commission  to  make  grants  under  the  Higher
23    Education License Plate Grant Program.
24        (f)  The Community College Scholarship License Plate Fund
25    is created as a special  fund  in  the  State  treasury.  All
26    moneys  in  the  Community  College Scholarship License Plate
27    Fund shall be distributed on January 1 of each year  to  each
28    community  college in proportion to the number of plates sold
29    in regard to that community college according  to  subsection
30    (c) for the sole purpose of scholarship grant awards.
