1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Large
5Event Facilities Act.
 
6    Section 5. Definition of event facility. In this Act,
7"event facility" means a permanent structure for holding
8public meetings or public events, including, but not limited
9to, baseball games, football games, hockey games, automobile
10races, or other musical, dramatic, artistic, social, or
11athletic events. "Event facility" includes a convention
12center. "Event facility" does not include a school stadium, a
13county fair, or a hotel.
 
14    Section 10. Recycling and composting requirements.
15    (a) On and after January 1, 2025, an owner or operator of
16an event facility that has a maximum legal capacity or
17occupancy of at least 3,500 persons shall offer the following:
18        (1) the recycling of items that are generated at a
19    public meeting or public event held at the event facility,
20    including, but not limited to, glass, aluminum cans,
21    cardboard, paper, and plastic beverage cups or bottles;
22        (2) the transfer of these recyclable materials to a

1    recycling center for processing; the recyclable materials
2    may be transferred to a recycling center in the same
3    manner in which they were collected within the event
4    facility; and
5        (3) the composting of organic waste, which shall be
6    collected separately from the collection of recyclable
7    materials, in counties with composting facilities.
8    (b) An owner or operator of an event facility shall be in
9compliance with this Section if the owner or operator offers
10the disposal of recyclable materials and organic waste in
11separate containers clearly labeled and distributed throughout
12the event facility.
 
13    Section 15. Penalties.
14    (a) An owner or operator of an event facility that commits
15a violation of this Act is guilty of a business offense and
16shall be fined not less than $750 and not more than $1,500 for
17the first offense. An owner or operator of an event facility
18that commits a second or subsequent violation of this Act is
19guilty of a business offense and shall be fined not less than
20$1,500 and not more than $2,500 for each subsequent offense.
21    (b) A State's Attorney or municipal attorney may prosecute
22under this Section an owner or operator of an event facility
23who violates this Act.
