AMENDMENT TO SENATE BILL 100

2    AMENDMENT NO. ______. Amend Senate Bill 100 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Illinois Complete Count Commission Act.
 
6    Section 5. Commission; members; meetings.
7    (a) The Illinois Complete Count Commission is created,
8which shall consist of the following members:
9        (1) the President of the Senate or his or her designee;
10        (2) the Speaker of the House of Representatives or his
11    or her designee;
12        (3) the Minority Leader of the Senate or his or her
13    designee;
14        (4) the Minority Leader of the House of Representatives
15    or his or her designee;
16        (5) the Mayor of Chicago or his or her designee;

1        (6) the Governor or his or her designee;
2        (7) the Secretary of State or his or her designee;
3        (8) the President of the Cook County Board or his or
4    her designee;
5        (9) three individuals representing units of local
6    government outside of the City of Chicago, reflecting the
7    geographic diversity of the State, appointed by the
8    Secretary of State;
9        (10) four individuals representing units of local
10    government outside of the City of Chicago, reflecting the
11    geographic diversity of the State, appointed by the
12    Governor;
13        (11) one representative each from four different
14    organizations representing the interests of minorities in
15    the State appointed by the Secretary of State; and
16        (12) one representative each from three different
17    organizations representing the interests of business in
18    the State, including one organization representing
19    minority business interests appointed by the Governor.
20    (b) Members shall serve at the pleasure of their respective
21appointing official and vacancies shall be filled in the same
22manner as the initial appointment.
23    (c) The Secretary of State shall serve as chairperson of
24the Commission. The Commission shall meet at the call of the
25chair or upon request of any 10 members of the Commission.

1    Section 10. Expenses; Director; Assistant Director.
2    (a) Members of the Commission shall receive no
3compensation, but may be reimbursed for expenses incurred in
4the course of their service to the Commission out of any moneys
5available for that purpose.
6    (b) The Commission may employ a Director and Assistant
7Director upon a two-thirds vote of the full membership of the
8Commission. The Director and Assistant Director may be
9compensated from moneys appropriated or available for that
10purpose.
 
11    Section 15. Duties.
12    (a) The Commission shall develop, recommend, and assist in
13the administration of a census outreach strategy to encourage
14full participation in the 2020 federal decennial census of
15population required by Section 141 of Title 13 of the United
16States Code.
17    (b) The census outreach strategy shall include, but not be
18limited to, State agency initiatives to encourage
19participation in the 2020 Census, the establishment and support
20of school-based outreach programs, partnerships with
21non-profit community-based organizations, and a multi-lingual,
22multi-media campaign designed to ensure an accurate and
23complete count of Illinois' population.
24    (c) To assist in carrying out its duties, the Commission
25may create and appoint subcommittees as it deems appropriate

1and shall solicit participation from relevant experts and
2practitioners involved in census issues.
 
3    Section 20. Coordination; support.
4    (a) The Illinois Complete Count Commission outreach
5strategy shall be coordinated through the Office of the
6Secretary of State which shall provide administrative support
7to the Commission and coordinate with all State agencies and
8constitutional officers, as well as units of local government,
9to identify effective methods of outreach to Illinoisans and to
10provide resources to ensure the outreach program is successful
11and that all Illinoisans are counted.
12    (b) All State agencies shall inform the Office of the
13Secretary of State of their designated census coordinator and
14cooperate with the Commission and provide support to the
15Commission. For the purposes of this Section, "State agencies"
16means any executive agency or department directly responsible
17to the Governor. Other entities of State government, including
18other constitutional officers, the offices of the legislative
19and judicial branches, and units of local government shall
20cooperate and provide all reasonable assistance to the
21Commission.
 
22    Section 25. Reports.
23    The Commission shall submit an interim report to the
24General Assembly by November 30, 2018, containing its

1recommended outreach strategy to encourage full participation
2and to avoid an undercount in the 2020 Census; thereafter, the
3Commission shall submit its final report to the General
4Assembly no later than June 30, 2019, specifying its
5recommended outreach strategy for implementation for the 2020
6Census.
 
7    Section 30. Repeal. This Act is repealed on June 30, 2021.
 
8    Section 99. Effective date. This Act takes effect upon
9becoming law.".
