1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Illinois Complete Count Commission Act.
 
6    Section 5. Commission; members; meetings.
7    (a) The Illinois Complete Count Commission is created,
8which shall consist of the following members:
9        (1) the President of the Senate or his or her designee;
10        (2) the Speaker of the House of Representatives or his
11    or her designee;
12        (3) the Minority Leader of the Senate or his or her
13    designee;
14        (4) the Minority Leader of the House of Representatives
15    or his or her designee;
16        (5) the Mayor of Chicago or his or her designee;
17        (6) the Governor or his or her designee;
18        (7) the Secretary of State or his or her designee;
19        (8) the President of the Cook County Board or his or
20    her designee;
21        (9) seven individuals residing outside of the City of
22    Chicago, reflecting the geographic diversity of the State,
23    appointed by the Governor;

1        (10) a representative of the Chicago Urban League
2    jointly appointed by the Senate President and the Speaker
3    of the House of Representatives;
4        (11) a representative of the Mexican American Legal
5    Defense and Education Fund jointly appointed by the Senate
6    President and the Speaker of the House of Representatives;
7        (12) a representative of the Hispanic Chamber of
8    Commerce jointly appointed by the Senate President and the
9    Speaker of the House of Representatives;
10        (13) a representative of the Illinois Chamber of
11    Commerce appointed by the Governor;
12        (14) a representative of the Chicagoland Chamber of
13    Commerce jointly appointed by the Senate President and the
14    Speaker of the House of Representatives;
15        (15) a representative of the Black Chamber of Commerce
16    jointly appointed by the Senate President and the Speaker
17    of the House of Representatives;
18        (16) a representative of Asian Americans Advancing
19    Justice jointly appointed by the Senate President and the
20    Speaker of the House of Representatives; and
21        (17) one representative each appointed by the
22    President of the Senate or his or her designee, the Speaker
23    of the House of Representatives or his or her designee, the
24    Minority Leader of the Senate or his or her designee, and
25    the Minority Leader of the House of Representatives or his
26    or her designee.

1    (b) Members shall serve at the pleasure of their respective
2appointing official and vacancies shall be filled in the same
3manner as the initial appointment.
4    (c) The Governor and Mayor of Chicago shall serve as
5co-chairpersons of the Commission. The Commission shall meet at
6the call of the co-chairs or upon request of any 10 members of
7the Commission.
 
8    Section 10. Expenses; Director; Assistant Director.
9    (a) Members of the Commission shall receive no
10compensation, but may be reimbursed for expenses incurred in
11the course of their service to the Commission out of any moneys
12available for that purpose.
13    (b) The Commission may employ a Director and Assistant
14Director upon a two-thirds vote of the full membership of the
15Commission. The Director and Assistant Director may be
16compensated from moneys appropriated or available for that
17purpose.
 
18    Section 15. Duties.
19    (a) The Commission shall develop, recommend, and assist in
20the administration of a census outreach strategy to encourage
21full participation in the 2020 federal decennial census of
22population required by Section 141 of Title 13 of the United
23States Code.
24    (b) The census outreach strategy shall include, but not be

1limited to, State agency initiatives to encourage
2participation in the 2020 Census, the establishment and support
3of school-based outreach programs, partnerships with
4non-profit community-based organizations, and a multi-lingual,
5multi-media campaign designed to ensure an accurate and
6complete count of Illinois' population.
7    (c) To assist in carrying out its duties, the Commission
8may create and appoint subcommittees as it deems appropriate
9and shall solicit participation from relevant experts and
10practitioners involved in census issues.
 
11    Section 20. Coordination; support.
12    (a) The Illinois Complete Count Commission outreach
13strategy shall be coordinated from the Office of the Governor
14and the Office of the Mayor of Chicago, which shall enlist all
15State and City of Chicago agencies and departments directly
16responsible to the Governor or the Mayor of Chicago, as the
17case may be, to identify effective methods of outreach to
18Illinoisans and to provide resources to ensure the outreach
19program is successful and that all Illinoisans are counted.
20Each agency and department shall inform the Office of the
21Governor or Office of the Mayor of Chicago, as the case may be,
22of their designated census coordinator for purposes of this
23effort.
24    (b) All State agencies and departments shall cooperate with
25the Commission and provide support to the Commission. Other

1entities of State government not directly responsible to the
2Governor, including other constitutional officers, the offices
3of the legislative and judicial branches, and units of local
4government shall cooperate and provide all reasonable
5assistance to the Commission.
 
6    Section 25. Reports.
7    The Commission shall submit an interim report to the
8General Assembly by November 30, 2018, containing its
9recommended outreach strategy to encourage full participation
10and to avoid an undercount in the 2020 Census; thereafter, the
11Commission shall submit its final report to the General
12Assembly no later than June 30, 2019, specifying its
13recommended outreach strategy for implementation for the 2020
14Census.
 
15    Section 30. Repeal. This Act is repealed on June 30, 2021.
 
16    Section 99. Effective date. This Act takes effect upon
17becoming law.
