2    AMENDMENT NO. ______. Amend House Bill 3622 on page 1, by 
3replacing lines 16 through 20 with the following:


4"review under the Administrative Review Law. This paragraph 
5does not prohibit actions allowed under law or equity that seek 
6review of final decisions or actions of the Department of
