    Amends the Personnel Code. Makes changes concerning the membership of the Interagency Committee on Employees with Disabilities. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Personnel Code is amended by changing
5Section 19a as follows:
 
6    (20 ILCS 415/19a)  (from Ch. 127, par. 63b119a)
7    Sec. 19a. Interagency Committee on Employees with
8Disabilities. There is created an Interagency Committee on
9Employees with Disabilities composed of 17 9 members as
10follows: the Chairperson of the Civil Service Commission, the
11Director of the Department of Veterans Affairs, the Director of
12Central Management Services, the Secretary of Human Services,
13the Director of the Department of Human Rights, the Director of
14the Illinois Council on Developmental Disabilities, the
15Attorney General, the Secretary of State, the State
16Comptroller, the State Treasurer, and 7 4 State employees with
17disabilities, appointed by and serving at the pleasure of the
18Governor.
19    The Director of the Department of Human Rights and the
20Secretary of Human Services shall serve as co-chairpersons of
21the Committee. The Committee shall meet as often as it deems
22necessary, but in no case less than 6 times annually at the
23call of the co-chairpersons. Notice shall be given to the

1members in writing in advance of a scheduled meeting.
2    The purposes and functions of the Committee are: (a) to
3provide a forum where problems of general concern to State
4employees with disabilities can be raised and methods of their
5resolution can be suggested to the appropriate State agencies;
6(b) to provide a clearinghouse of information for State
7employees with disabilities by working with those agencies to
8develop and retain such information; (c) to promote affirmative
9action efforts pertaining to the employment of persons with
10disabilities by State agencies; and (d) to recommend, where
11appropriate, means of strengthening the affirmative action
12programs for employees with disabilities in State agencies.
13    The Interagency Committee on Employees with Disabilities
14shall annually make a complete report to the General Assembly
15on the Committee's achievements and accomplishments. Such
16report may also include an evaluation by the committee of the
17effectiveness of the hiring and advancement practices in State
18government.
19    The changes made to this Section by this amendatory Act of
201995 are made for the purpose of changing the name of the
21Committee, and are not intended to create a new Committee or to
22change its existing membership or to otherwise disqualify any
23current member of the Committee from continued membership
24thereon in accordance with the terms of this Section or the
25member's appointment.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
