1 AMENDMENT TO HOUSE BILL 509
2     AMENDMENT NO. ______. Amend House Bill 509 by replacing
3 everything after the enacting clause with the following:

4     "Section 5. The University of Illinois Act is amended by
5 adding Section 85 as follows:

6     (110 ILCS 305/85 new)
7     Sec. 85. Free or reduced tuition prohibition; family
8 members of employees.
9     (a) The University is prohibited from offering its
10 employees tuition waivers, grants, scholarships, or any other
11 form of free or reduced tuition for the children, spouses, or
12 other family members of the employees.
13     (b) Nothing in this Section prevents or diminishes the
14 right of a child, spouse, or other family member of an employee
15 to borrow money for higher education expenses or apply for and
16 be awarded a tuition waiver, grant, scholarship, or other award

1 for higher education expenses, provided that there is no
2 conflict of interest and no preference is given on account of
3 the person being the child, spouse, or other family member of
4 an employee.

5     Section 10. The Southern Illinois University Management
6 Act is amended by adding Section 70 as follows:

7     (110 ILCS 520/70 new)
8     Sec. 70. Free or reduced tuition prohibition; family
9 members of employees.
10     (a) The University is prohibited from offering its
11 employees tuition waivers, grants, scholarships, or any other
12 form of free or reduced tuition for the children, spouses, or
13 other family members of the employees.
14     (b) Nothing in this Section prevents or diminishes the
15 right of a child, spouse, or other family member of an employee
16 to borrow money for higher education expenses or apply for and
17 be awarded a tuition waiver, grant, scholarship, or other award
18 for higher education expenses, provided that there is no
19 conflict of interest and no preference is given on account of
20 the person being the child, spouse, or other family member of
21 an employee.

22     Section 15. The Chicago State University Law is amended by
23 adding Section 5-180 as follows:

4     (a) The University is prohibited from offering its

16     Section 20. The Eastern Illinois University Law is amended
17 by adding Section 10-180 as follows:

19     Sec. 10-180. Free or reduced tuition prohibition; family
20 members of employees.
21     (a) The University is prohibited from offering its
22 employees tuition waivers, grants, scholarships, or any other
23 form of free or reduced tuition for the children, spouses, or

1 other family members of the employees.
2     (b) Nothing in this Section prevents or diminishes the
3 right of a child, spouse, or other family member of an employee
4 to borrow money for higher education expenses or apply for and

7 conflict of interest and no preference is given on account of

10     Section 25. The Governors State University Law is amended
11 by adding Section 15-180 as follows:

13     Sec. 15-180. Free or reduced tuition prohibition; family
14 members of employees.
15     (a) The University is prohibited from offering its
16 employees tuition waivers, grants, scholarships, or any other
17 form of free or reduced tuition for the children, spouses, or
18 other family members of the employees.
19     (b) Nothing in this Section prevents or diminishes the
20 right of a child, spouse, or other family member of an employee
21 to borrow money for higher education expenses or apply for and
22 be awarded a tuition waiver, grant, scholarship, or other award
23 for higher education expenses, provided that there is no
24 conflict of interest and no preference is given on account of

2 an employee.

3     Section 30. The Illinois State University Law is amended by
4 adding Section 20-185 as follows:

5     (110 ILCS 675/20-185 new)
6     Sec. 20-185. Free or reduced tuition prohibition; family
7 members of employees.
8     (a) The University is prohibited from offering its
9 employees tuition waivers, grants, scholarships, or any other
10 form of free or reduced tuition for the children, spouses, or
11 other family members of the employees.
12     (b) Nothing in this Section prevents or diminishes the
13 right of a child, spouse, or other family member of an employee
14 to borrow money for higher education expenses or apply for and
15 be awarded a tuition waiver, grant, scholarship, or other award
16 for higher education expenses, provided that there is no
17 conflict of interest and no preference is given on account of
18 the person being the child, spouse, or other family member of
19 an employee.

20     Section 35. The Northeastern Illinois University Law is
21 amended by adding Section 25-180 as follows:

15     Section 40. The Northern Illinois University Law is amended
16 by adding Section 30-190 as follows:

18     Sec. 30-190. Free or reduced tuition prohibition; family
19 members of employees.
20     (a) The University is prohibited from offering its
21 employees tuition waivers, grants, scholarships, or any other
22 form of free or reduced tuition for the children, spouses, or
23 other family members of the employees.
24     (b) Nothing in this Section prevents or diminishes the

8     Section 45. The Western Illinois University Law is amended
9 by adding Section 35-185 as follows:

11     Sec. 35-185. Free or reduced tuition prohibition; family
12 members of employees.
13     (a) The University is prohibited from offering its
14 employees tuition waivers, grants, scholarships, or any other
15 form of free or reduced tuition for the children, spouses, or
16 other family members of the employees.
17     (b) Nothing in this Section prevents or diminishes the
18 right of a child, spouse, or other family member of an employee
19 to borrow money for higher education expenses or apply for and
20 be awarded a tuition waiver, grant, scholarship, or other award
21 for higher education expenses, provided that there is no
22 conflict of interest and no preference is given on account of
23 the person being the child, spouse, or other family member of
24 an employee.

3 repealing Section 7f.

9 repealing Section 5-90.

11     Section 65. The Eastern Illinois University Law is amended
12 by repealing Section 10-90.

7     Section 90. The Western Illinois University Law is amended
8 by repealing Section 35-90.

9     Section 99. Effective date. This Act takes effect upon
10 becoming law.".
