HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Joe Kilbride on his 17th year of volunteer service to The Lincoln Foundation for Performance Excellence; and

WHEREAS, The Lincoln Foundation for Performance Excellence, founded in 1994, leads for-profit and non-profit organizations to performance excellence; and

WHEREAS, In order to foster a competitive market and provide the foundation for a vital and stable Illinois economy, it is paramount that the values and ideas surrounding the concept of "continuous quality improvement" be heralded as an important priority for Illinois' sectors of business, education, government, healthcare, and non-profit organizations; and

WHEREAS, The key to providing the highest quality products and services is a continuous process of self-evaluation; all organizations, large and small, must strive for and make a commitment to a "continuous improvement process" so as to improve Illinois' quality of life, to make it a State where organizations want to operate and where its citizens wish to live; and

WHEREAS, The Lincoln Foundation deploys a three-level process, allowing organizations to measure themselves against The Lincoln Foundation's criteria framework for organization excellence, modeled after The Malcolm Baldrige National Quality Award, including: Leadership, Strategic Planning, Customer Focus, Measurement, Analysis and Knowledge Management, Workforce Focus, Operations Focus, and Results; and

WHEREAS, The Lincoln Foundation depends on volunteer examiners to carry out its evaluation process, bringing knowledge of the criteria, experience with quality systems, communication, leadership, and assessment skills in order to provide a feedback report to help Illinois organizations become world class; and

WHEREAS, Examiners receive extensive preparation and support in learning about the Criteria for Performance Excellence and commit a significant amount of time, effort, and dedication in order to help organizations learn how to excel; and

WHEREAS, Joe Kilbride has contributed his expertise and more than 3,500 hours of his personal time during the past seventeen years to serving as a Senior Examiner for The Lincoln Foundation for Performance Excellence; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Joe Kilbride on his volunteer work with The Lincoln Foundation for Performance Excellence and thank him for his time and commitment to help Illinois organizations excel; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Joe Kilbride as a symbol of our respect and esteem.
