AMENDMENT TO HOUSE BILL 5827

2    AMENDMENT NO. ______. Amend House Bill 5827 as follows:
3on page 1, line 5, before "2-3.7,", by inserting "1C-4,"; and
 
4on page 1, immediately below line 6, by inserting the
5following:
 
6    "(105 ILCS 5/1C-4)
7    Sec. 1C-4. Report Reports. The State Superintendent of
8Education, in cooperation with the school districts
9participating under this Article, shall annually report to the
10leadership of the General Assembly on the progress made in
11implementing this Article. By February 1, 1997, the State Board
12of Education shall submit to the Governor and General Assembly
13a comprehensive plan for Illinois school districts, including
14the school district that has been organized under Article 34
15and is under the jurisdiction of the Chicago Board of
16Education, to establish and implement a block grant funding

1system for educational programs that are currently funded
2through single-program grants. Before submitting its plan to
3establish and implement a block grant funding system to the
4Governor and General Assembly as required by this Section, the
5State Board of Education shall give appropriate notice of and
6hold statewide public hearings on the subject of funding
7educational programs through block grants. The plan shall be
8designed to relieve school districts of the administrative
9burdens that impede efficiency and accompany single-program
10funding. A school district that receives an Early Childhood
11Education Block Grant shall report to the State Board of
12Education on its use of the block grant in such form and detail
13as the State Board of Education may specify. In addition, the
14report must include the following description for the district,
15which must also be reported to the General Assembly: block
16grant allocation and expenditures by program; population and
17service levels by program; and administrative expenditures by
18program. The State Board of Education shall ensure that the
19reporting requirements for a district organized under Article
2034 of this Code are the same as for all other school districts
21in this State.

7on page 27, by deleting line 2; and
 
8on page 27, by replacing line 6 with the following:
 
9    "(105 ILCS 5/2-3.60 rep.)"; and
 
10on page 27, line 12, by deleting "1C-4,"; and
 
11on page 27, line 12, by replacing "2-3.112" with "2-3.60".
