    Amends the Jury Act and the Jury Commission Act. Provides that lists of claimants for unemployment insurance shall be added to the other lists (Illinois driver's license, Identification Card, Disabled Person Identification Card, and registered voters lists) now used to create jury lists. Provides that the Director of the Department of Employment Security shall annually compile a list of persons who in the last 12 months filed a claim for unemployment insurance and shall send the list to the Secretary of State to be combined with lists of Illinois driver's license, Illinois Identification Card, and Illinois Disabled Person Identification Card holders to constitute the master list for jury lists.

1    AN ACT concerning courts.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Jury Act is amended by changing Sections 1,
51a, and 1b as follows:
 
6    (705 ILCS 305/1)  (from Ch. 78, par. 1)
7    Sec. 1. The county board of each county, except those
8counties which have a jury administrator or jury commissioners
9as provided in the Jury Commission Act, shall, at or before the
10time of its meeting, in September, in each year, or at any time
11thereafter, when necessary for the purpose of this Act, make a
12list of the legal voters and the Illinois driver's license,
13Illinois Identification Card, and Illinois Disabled Person
14Identification Card holders, and the claimants for
15unemployment insurance of the county, giving the place of
16residence of each name on the list, to be known as a jury list.
17The list shall be made by choosing every tenth name, or other
18whole number rate necessary to obtain the number required, from
19the latest voter registration and drivers license, Illinois
20Identification Card, and Illinois Disabled Person
21Identification Card holders and claimants for unemployment
22insurance lists of the county. In compiling the jury list,
23duplication of names shall be avoided to the extent

1practicable.
2    As used in this Act, "jury administrator" is defined as
3under Section 0.05 of the Jury Commission Act.

6    Sec. 1a. Driver's license, Illinois Identification Card,
7and Illinois Disabled Person Identification Card, and
8claimants for unemployment insurance lists. The Director of
9the Illinois Department of Employment Security shall annually
10compile a list of persons who, in the prior 12 months, filed a
11claim for unemployment insurance. The list shall then be sent
12to the Secretary of State to be combined with an up-to-date
13list of Illinois driver's license, Illinois Identification
14Card, and Illinois Disabled Person Identification Card
15holders. This master list, to be Driver's license, Illinois
16Identification Card, and Illinois Disabled Person
17Identification Card holder's lists used for the preparation of
18jury lists, as provided in Section 1 of this Act, shall be
19furnished to either the Administrative Office of the Illinois
20Courts, or the county board of each county, except those
21counties which have jury commissioners as provided in the Jury
22Commission Act, by the Secretary of State from records in his
23office. The lists shall contain a list of the persons in that
24county holding valid driver's licenses, Illinois
25Identification Cards, or Illinois Disabled Person

1Identification Cards and claimants for unemployment insurance
2who are 18 years of age or older and shall be arranged
3alphabetically, by county, and shall contain the name, age and
4address of each driver's license, Illinois Identification
5Card, or Illinois Disabled Person Identification Card holder
6and each claimant for unemployment insurance on the list, and
7the date of issuance of each license.

10    Sec. 1b. The combination of the lists of registered voters,
11and driver's license, Illinois Identification Card, or
12Illinois Disabled Person Identification Card holders, and
13claimants for unemployment insurance and the preparation of
14jury lists under this Act shall, when requested by the Chief
15Judge or his designee, be accomplished through the services of
16the Administrative Office of the Illinois Courts.

18    Section 10. The Jury Commission Act is amended by changing
19Sections 2 and 2a as follows:

21    Sec. 2. In a county with a population of at least 3,000,000
22in which a jury administrator or jury commissioners have been
23appointed, the jury administrator or commissioners, upon

1entering upon the duties of their office, and every 4 years
2thereafter, shall prepare a list of all legal voters and all
3Illinois driver's license, Illinois Identification Card, and
4Illinois Disabled Person Identification Card holders, and
5claimants for unemployment insurance of each town or precinct
6of the county possessing the necessary legal qualifications for
7jury duty, to be known as the jury list. In a county with a
8population of less than 3,000,000 in which a jury administrator
9or jury commissioners have been appointed, the jury
10administrator or jury commissioners upon entering upon the
11duties of their office, and each year thereafter, shall prepare
12a list of all Illinois driver's license, Illinois
13Identification Card, and Illinois Disabled Person
14Identification Card holders, all claimants for unemployment
15insurance, and all registered voters of the county to be known
16as the jury list.
17    The jury list may be revised and amended annually in the
18discretion of the commissioners or jury administrator. Any
19record kept by the jury commissioners or jury administrator for
20over 4 years may be destroyed at their discretion. The name of
21each person on the list shall be entered in a book or books to
22be kept for that purpose, and opposite the name shall be
23entered his or her age and place of residence, giving street
24and number, if any.
25    The Director of the Department of Employment Security shall
26annually compile a list of persons who, in the prior 12 months,

1filed a claim for unemployment insurance. The list shall then
2be sent to the Secretary of State to be combined with an
3up-to-date list of Illinois driver's license, Illinois
4Identification Card, and Illinois Disabled Person
5Identification Card holders as provided in Section 1a of the
6Jury Act. The jury administrator, jury commissioners, or the
7Administrative Office of the Illinois Courts shall receive an
8up-to-date list of Illinois driver's license, Illinois
9Identification Card, and Illinois Disabled Person
10Identification Card holders from the Secretary of State as
11provided in Section 1a of the Jury Act. In compiling the jury
12list, duplication of names shall be avoided to the extent
13practicable.
14    Whenever the name of a registered voter or an Illinois
15driver's license, Illinois Identification Card, or Illinois
16Disabled Person Identification Card holder, or a claimant for
17unemployment insurance appearing upon this jury list is
18transferred to the active jury list in the manner prescribed by
19Section 8 of this Act, the following additional information
20shall be recorded after the name of the voter: the age of the
21voter, his or her occupation, if any, whether or not he or she
22is a resident residing with his or her family and whether or
23not he or she is an owner or life tenant of real estate in the
24county.
