AMENDMENT TO HOUSE BILL 3279

AMENDMENT NO. ______. Amend House Bill 3279 by replacing everything after the enacting clause with the following:

"Section 5. The University of Illinois Act is amended by adding Section 40 as follows:

(110 ILCS 305/40 new)

Sec. 40. Parking during final exams. On days when students are taking final examinations, if parking meters on the campus have a time limit that is less than the time that any examination on the campus is given, then the University may not impose a fine for exceeding the parking meter limit. If, at any time after December 31, 1999 and before the effective date of this amendatory Act of the 95th General Assembly, the University fined a person for exceeding a campus parking meter limit on a day when students were taking final examinations and the parking meter had a time limit that was less than the time that any examination on the campus was given, then the University may not withhold any paperwork usually given to students and former students, including without limitation a transcript or diploma, because the person has not paid the fine.

Section 10. The Southern Illinois University Management Act is amended by adding Section 25 as follows:

(110 ILCS 520/25 new)

Sec. 25. Parking during final exams. On days when students are taking final examinations, if parking meters on the campus have a time limit that is less than the time that any examination on the campus is given, then the University may not impose a fine for exceeding the parking meter limit. If, at any time after December 31, 1999 and before the effective date of this amendatory Act of the 95th General Assembly, the University fined a person for exceeding a campus parking meter limit on a day when students were taking final examinations and the parking meter had a time limit that was less than the time that any examination on the campus was given, then the University may not withhold any paperwork usually given to students and former students, including without limitation a transcript or diploma, because the person has not paid the fine.

Section 15. The Chicago State University Law is amended by adding Section 5-135 as follows:

Sec. 5-135. Parking during final exams. On days when students are taking final examinations, if parking meters on the campus have a time limit that is less than the time that any examination on the campus is given, then the University may not impose a fine for exceeding the parking meter limit. If, at any time after December 31, 1999 and before the effective date of this amendatory Act of the 95th General Assembly, the University fined a person for exceeding a campus parking meter limit on a day when students were taking final examinations and the parking meter had a time limit that was less than the time that any examination on the campus was given, then the University may not withhold any paperwork usually given to students and former students, including without limitation a transcript or diploma, because the person has not paid the fine.

Section 20. The Eastern Illinois University Law is amended by adding Section 10-135 as follows:

Sec. 10-135. Parking during final exams. On days when students are taking final examinations, if parking meters on the campus have a time limit that is less than the time that any examination on the campus is given, then the University may not impose a fine for exceeding the parking meter limit. If, at any time after December 31, 1999 and before the effective date of this amendatory Act of the 95th General Assembly, the University fined a person for exceeding a campus parking meter limit on a day when students were taking final examinations and the parking meter had a time limit that was less than the time that any examination on the campus was given, then the University may not withhold any paperwork usually given to students and former students, including without limitation a transcript or diploma, because the person has not paid the fine.

Sec. 15-135. Parking during final exams. On days when students are taking final examinations, if parking meters on the campus have a time limit that is less than the time that any examination on the campus is given, then the University may not impose a fine for exceeding the parking meter limit. If, at any time after December 31, 1999 and before the effective date of this amendatory Act of the 95th General Assembly, the University fined a person for exceeding a campus parking meter limit on a day when students were taking final examinations and the parking meter had a time limit that was less than the time that any examination on the campus was given, then the University may not withhold any paperwork usually given to students and former students, including without limitation a transcript or diploma, because the person has not paid the fine.

Section 30. The Illinois State University Law is amended by adding Section 20-140 as follows:

If, at any time after December 31, 1999 and before the effective date of this amendatory Act of the 95th General Assembly, the University fined a person for exceeding a campus parking meter limit on a day when students were taking final examinations and the parking meter had a time limit that was less than the time that any examination on the campus was given, then the University may not withhold any paperwork usually given to students and former students, including without limitation a transcript or diploma, because the person has not paid the fine.

Section 35. The Northeastern Illinois University Law is amended by adding Section 25-135 as follows:

Section 45. The Western Illinois University Law is amended by adding Section 35-140 as follows:

Sec. 35-140. Parking during final exams. On days when students are taking final examinations, if parking meters on the campus have a time limit that is less than the time that any examination on the campus is given, then the University may not impose a fine for exceeding the parking meter limit. If, at any time after December 31, 1999 and before the effective date of this amendatory Act of the 95th General Assembly, the University fined a person for exceeding a campus parking meter limit on a day when students were taking final examinations and the parking meter had a time limit that was less than the time that any examination on the campus was given, then the University may not withhold any paperwork usually given to students and former students, including without limitation a transcript or diploma, because the person has not paid the fine.

Section 50. The Public Community College Act is amended by adding Section 3-29.3 as follows:

(110 ILCS 805/3-29.3 new)

Sec. 3-29.3. Parking during final exams. On days when students are taking final examinations, if parking meters on the campus have a time limit that is less than the time that any examination on the campus is given, then a community college district may not impose a fine for exceeding the parking meter limit. If, at any time after December 31, 1999 and before the effective date of this amendatory Act of the 95th General Assembly, a community college district fined a person for exceeding a campus parking meter limit on a day when students were taking final examinations and the parking meter had a time limit that was less than the time that any examination on the campus was given, then the community college district may not withhold any paperwork usually given to students and former students, including without limitation a transcript or diploma, because the person has not paid the fine.

Section 90. The State Mandates Act is amended by adding Section 8.31 as follows:

(30 ILCS 805/8.31 new)

Sec. 8.31. Exempt mandate. Notwithstanding Sections 6 and 8 of this Act, no reimbursement by the State is required for the implementation of any mandate created by this amendatory Act of the 95th General Assembly.

Section 99. Effective date. This Act takes effect upon becoming law.".
