AMENDMENT TO HOUSE BILL 2214

2     AMENDMENT NO. ______. Amend House Bill 2214 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The School Code is amended by changing Section
5 30-9 as follows:
 
6     (105 ILCS 5/30-9)  (from Ch. 122, par. 30-9)
7     Sec. 30-9. General Assembly scholarship; conditions of
8 admission; award by competitive examination.
9     Each member of the General Assembly may nominate annually 2
10 persons of school age and otherwise eligible, from his or her
11 district; each shall receive a certificate of scholarship in
12 any State supported university designated by the member. Any
13 member of the General Assembly in making nominations under this
14 Section may designate that his nominee be granted a 4 year
15 scholarship or may instead designate 2 or 4 nominees for that
16 particular scholarship, each to receive a 2 year or a one year

1 scholarship, respectively. The nominee, if a graduate of a
2 school accredited by the University to which nominated, shall
3 be admitted to the university on the same conditions as to
4 educational qualifications as are other graduates of
5 accredited schools. If the nominee is not a graduate of a
6 school accredited by the university to which nominated, he or
7 she must, before being entitled to the benefits of the
8 scholarship, pass an examination given by the superintendent of
9 schools of the county where he or she resides at the time
10 stated in Section 30-7 (now repealed) for the competitive
11 examination. The president of each university shall prescribe
12 the rules governing the examination for scholarship to his or
13 her university.
14     A member of the General Assembly may award the scholarship
15 by competitive examination conducted under like rules as
16 prescribed in Section 30-7 (now repealed) even though one or
17 more of the applicants are graduates of schools accredited by
18 the university.
19     The Illinois Student Assistance Commission must develop a
20 standard General Assembly scholarship application and shall be
21 responsible for the administration of the application process.
22 An application must be submitted by all scholarship candidates
23 and received by the Commission. The Commission shall adopt
24 rules to govern the application process. A member of the
25 General Assembly may delegate to the Illinois Student
26 Assistance Commission the authority to nominate persons for

1 General Assembly scholarships which that member would
2 otherwise be entitled to award, or may direct the Commission to
3 evaluate and make recommendations to the member concerning
4 candidates for such scholarships. In the event a member
5 delegates his or her nominating authority or directs the
6 Commission to evaluate and make recommendations concerning
7 candidates for General Assembly scholarships, the member shall
8 inform the Commission in writing of the criteria which he or
9 she wishes the Commission to apply in nominating or
10 recommending candidates. Those criteria may include some or all
11 of the criteria provided in Section 25 of the Higher Education
12 Student Assistance Act. A delegation of authority under this
13 paragraph may be revoked at any time by the member.
14     Failure of a member of the General Assembly to make a
15 nomination in any year shall not cause that scholarship to
16 lapse, but the member may make a nomination for such
17 scholarship at any time thereafter before the expiration of his
18 or her term, and the person so nominated shall be entitled to
19 the same benefits as holders of other scholarships provided
20 herein. Any such scholarship for which a member has made no
21 nomination prior to the expiration of the term for which he or
22 she was elected shall lapse upon the expiration of that term.
