SYNOPSIS AS INTRODUCED:
 
20 ILCS 1705/15.3   from Ch. 91 1/2, par. 100-15.3

    Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that "community mental health services and programs", for purposes of meeting minimum standards, includes peer support, residential support services, assertive community treatment, skill development, vocational training, residential supports for children and adults, and transportation. Effective July 1, 2005.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Mental Health and Developmental
5 Disabilities Administrative Act is amended by changing Section
6 15.3 as follows:
 
7     (20 ILCS 1705/15.3)  (from Ch. 91 1/2, par. 100-15.3)
8     Sec. 15.3. Quality assurance for community mental health
9 services. Whenever the Department of Public Aid or the
10 Department of Human Services pays the cost, directly or
11 indirectly, in whole or part, for community mental health
12 services and programs provided under the Medicaid Clinic Option
13 authorized by Title XIX of the Social Security Act, the
14 provider of such services shall meet minimum standards
15 established by the Department.
16     The Department shall annually certify that providers of
17 community mental health services under the Medicaid Clinic
18 Option meet minimum standards. The Department may suspend,
19 refuse to renew or deny certification to any provider who fails
20 to meet any or all such standards, as provided by rule.
21     For purposes of this Section, "community mental health
22 services and programs" means services designed to help persons
23 with mental illness develop skills for living, including but
24 not limited to the following:
25     (1) Mental health assessment;
26     (2) Psychological evaluation;
27     (3) Interdisciplinary treatment planning;
28     (4) Medication monitoring and training;
29     (5) Individual therapy;
30     (6) Group therapy;
31     (7) Family therapy;
32     (8) Crisis intervention;

1     (9) Case management;
2     (10) Intensive stabilization; and
3     (11) Extended treatment and rehabilitation; .
4     (12) Peer support;
5     (13) Residential support services;
6     (14) Assertive community treatment;
7     (15) Skill development;
8     (16) Vocational training;
9     (17) Residential supports for children and adults; and
10     (18) Transportation.

12     Section 99. Effective date. This Act takes effect July 1,
13 2005.
