 1                          HOUSE RESOLUTION

 2        WHEREAS,   There   is   a   great   need   for   economic
 3    revitalization in many communities throughout this State;

 4        WHEREAS, Each community has  valuable  resources  at  its
 5    fingertips that can be tapped in the revitalization process;

 6        WHEREAS,  With  adequate  support and assistance from the
 7    State and other resources, each community can participate  in
 8    and shepherd its own economic renewal;

 9        WHEREAS,  Successful  redevelopment  plans  are  based on
10    policy that is responsive to  the  existing  composition  and
11    character  of  the economically-distressed community and that
12    allows and  compels  the  community  to  participate  in  the
13    redevelopment planning process;

14        WHEREAS,  A  successful  redevelopment initiative creates
15    and maintains a capable and adaptable workforce,  has  access
16    to   capital,   has   a   sound  fiscal  base,  has  adequate
17    infrastructure, has well-managed natural resources,  and  has
18    an attractive quality of life; therefore, be it

19        RESOLVED,  BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-
20    THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that  there
21    is  created  the  Community  Self-Revitalization  Task Force,
22    which shall consist of 12 members appointed by  the  Governor
23    as  follows:  (1)  one  member  representing  households  and
24    families;    (2)    one    member    representing   religious
25    organizations;  (3)  one  member   representing   educational
26    institutions;  (4)  one  member representing daycare centers,
27    care centers for the handicapped, and care  centers  for  the
28    disadvantaged;  (5)  one  member representing community based
29    organizations such as neighborhood improvement  associations;
30    (6)  one  member  representing  federal  and State employment
31    service  systems,  skill  training  centers,  and   placement

 1    referrals; (7) one member representing Masonic organizations,
 2    fraternities,  sororities,  and  social clubs; (8) one member
 3    representing  hospitals,  nursing  homes,  senior   citizens,
 4    public  health  agencies,  and  funeral homes; (9) one member
 5    representing organized sports, parks, parties, and  games  of
 6    chance;  (10)  one  member  representing  political  parties,
 7    clubs,   and   affiliations,  and  election  related  matters
 8    concerning voter education and participation; (11) one member
 9    representing the cultural aspects of the community, including
10    cultural events, lifestyles,  languages,  music,  visual  and
11    performing   arts,   and  literature;  and  (12)  one  member
12    representing police and fire  protection  agencies,  prisons,
13    weapons  systems, and the military industrial complex, all of
14    whom shall serve without compensation but shall be reimbursed
15    for   their   reasonable   and   necessary   expenses    from
16    appropriations available for that purpose; and be it further

17        RESOLVED,  That  the  Task Force shall study the need for
18    economic revitalization in the State and recommend a plan for
19    the revitalization of Illinois communities operating from the
20    basic premise that the family unit is  the  primary  unit  of
21    community  and  that  the  demand for goods and services from
22    this residential sector is the main source  of  recovery  and
23    growth  for  the  redevelopment  of  a  community;  and be it
24    further

25        RESOLVED, That the Department of Commerce  and  Community
26    Affairs  shall  provide staff assistance to the Task Force as
27    is reasonably required to permit the  Commission  to  fulfill
28    its functions; and be it further

29        RESOLVED,  That  the Task Force shall report its findings
30    and recommended plan for revitalization to the  Governor  and
31    to  the General Assembly on or before May 15, 2004; and be it

 1        RESOLVED, That a suitable  copy  of  this  resolution  be
 2    delivered to the Governor and to the Director of Commerce and
 3    Community Affairs.
