 1                    AMENDMENT TO HOUSE BILL 3080

 2        AMENDMENT NO.     .  Amend House Bill  3080  on  page  1,
 3    line 1, by deleting "assessor's"; and

 4    on  page  2,  immediately  below  line  24,  by inserting the
 5    following:

 6        "Section 10.  The Counties Code is  amended  by  changing
 7    Section 4-6001 as follows:

 8        (55 ILCS 5/4-6001) (from Ch. 34, par. 4-6001)
 9        Sec.   4-6001.  Officers   in   counties   of  less  than
10    2,000,000.
11        (a) In all counties of less than  2,000,000  inhabitants,
12    the  compensation  of  Coroners,  County  Treasurers,  County
13    Clerks, Recorders and Auditors shall be determined under this
14    Section.   The  County  Board in those counties shall fix the
15    amount of the necessary  clerk  hire,  stationery,  fuel  and
16    other  expenses of those officers.  The compensation of those
17    officers shall be separate from  the  necessary  clerk  hire,
18    stationery,  fuel  and  other expenses, and such compensation
19    (except  for  coroners  in  those  counties  with  less  than
20    2,000,000 population in which the coroner's  compensation  is
21    set  in accordance with Section 4-6002) shall be fixed within

 1    the following limits:
 2        To each such officer in  counties  containing  less  than
 3    14,000 inhabitants, not less than $13,500 per annum.
 4        To  each  such  officer  in counties containing 14,000 or
 5    more inhabitants, but less than 30,000 inhabitants, not  less
 6    than $14,500 per annum.
 7        To  each  such  officer  in counties containing 30,000 or
 8    more inhabitants but less than 60,000 inhabitants,  not  less
 9    than $15,000 per annum.
10        To  each  such  officer  in counties containing 60,000 or
11    more inhabitants but less than 100,000 inhabitants, not  less
12    than $15,000 per annum.
13        To  each  such  officer in counties containing 100,000 or
14    more inhabitants but less than 200,000 inhabitants, not  less
15    than $16,500 per annum.
16        To  each  such  officer in counties containing 200,000 or
17    more inhabitants but less than 300,000 inhabitants, not  less
18    than $18,000 per annum.
19        To  each  such  officer in counties containing 300,000 or
20    more inhabitants but less  than  2,000,000  inhabitants,  not
21    less than $20,000 per annum.
22        (b)  Those  officers  beginning  a  term of office before
23    December 1, 1990 shall be compensated at the  rate  of  their
24    base salary.  "Base salary" is the compensation paid for each
25    of those offices, respectively, before July 1, 1989.
26        (c)  Those  officers  beginning  a  term  of office on or
27    after December 1, 1990 shall be compensated as follows:
28             (1)  Beginning December 1, 1990, base salary plus at
29        least 3% of base salary.
30             (2)  Beginning December 1, 1991, base salary plus at
31        least 6% of base salary.
32             (3)  Beginning December 1, 1992, base salary plus at
33        least 9% of base salary.
34             (4)  Beginning December 1, 1993, base salary plus at

 1        least 12% of base salary.
 2        (d) In addition  to  but  separate  and  apart  from  the
 3    compensation  provided  in  this Section, the county clerk of
 4    each county, the recorder of each county, and the chief clerk
 5    of each county board of election commissioners shall  receive
 6    an award  as follows:
 7             (1)  $4,500 per year after January 1, 1998;
 8             (2)  $5,500 per year after January 1, 1999; and
 9             (3)  $6,500 per year after January 1, 2000.
10    The  total amount required for such awards each year shall be
11    appropriated by the General Assembly to the  State  Board  of
12    Elections  which  shall  distribute the awards in annual lump
13    sum payments to the several  county  clerks,  recorders,  and
14    chief  election  clerks.  Beginning  December  1,  1990, this
15    annual award, and any other award  or  stipend  paid  out  of
16    State  funds  to  county officers, shall not affect any other
17    compensation provided by law to be paid to county officers.
18        (d-5) In addition to but  separate  and  apart  from  the
19    compensation  provided in this Section, the county auditor of
20    each county shall receive an award of $6,500 per  year  after
21    January  1,  2005.  The total amount required for such awards
22    each year shall be appropriated by the  General  Assembly  to
23    the  State  Board  of  Elections  which  shall distribute the
24    awards in annual lump sum  payments  to  the  several  county
25    auditors.  This  annual award, and any other award or stipend
26    paid out of State funds to county officers, shall not  affect
27    any  other  compensation provided by law to be paid to county
28    officers.
29        (e)  Beginning December 1,  1990,  no  county  board  may
30    reduce  or  otherwise  impair  the  compensation payable from
31    county  funds  to  a  county  officer  if  the  reduction  or
32    impairment is the result of the county officer  receiving  an
33    award or stipend payable from State funds.
34        (f)  The  compensation, necessary clerk hire, stationery,

 1    fuel and other expenses of the county auditor,  as  fixed  by
 2    the county board, shall be paid by the county.
 3        (g)  The  population  of  all counties for the purpose of
 4    fixing compensation, as herein provided, shall be based  upon
 5    the  last Federal census immediately previous to the election
 6    of the officer in question in each county.

 8        Section 99.  Effective date.  This Section and Section 10
 9    take effect upon becoming law.".
