 1        AN ACT concerning speech-language pathology.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  School  Code  is  amended  by changing
 5    Section 14-1.09b as follows:

 6        (105 ILCS 5/14-1.09b)
 7        Sec. 14-1.09b.  Speech-language pathologist.
 8        (a)  For purposes of  supervision  of  a  speech-language
 9    pathology  assistant,  "speech-language  pathologist" means a
10    person who has received a license pursuant  to  the  Illinois
11    Speech-Language  Pathology  and  Audiology  Practice  Act  to
12    engage in the practice of speech-language pathology.
13        (b)  The  School  Service  Personnel  Certificate  with a
14    speech-language   endorsement   shall   be   issued   to    a
15    speech-language  pathologist  who  meets all of the following
16    requirements:
17             (1)  Holds   (A)   a   regular    license    as    a
18        speech-language  pathologist  pursuant  to  the  Illinois
19        Speech-Language Pathology and Audiology Practice Act, (B)
20        a  Certificate  of Clinical Competence in speech-language
21        pathology  from  the   American   Speech-Language-Hearing
22        Association,  or (C) a regular license or certificate  in
23        speech-language pathology from another state or territory
24        or the District of Columbia.
25             (2) Holds a master's  or  doctoral  degree  from  an
26        institution  whose  program was accredited by the Council
27        on    Academic    Accreditation    in    Audiology    and
28        Speech-Language     Pathology     of     the     American
29        Speech-Language-Hearing Association.
30             (3)  Has completed a program of study that  includes
31        course work and supervised clinical experience sufficient

 1        in  breadth and depth to demonstrate knowledge and skills
 2        related to the specific problems, methods and  procedures
 3        applicable  to  students  with  disabilities  in a school
 4        setting serving ages 3 through 21.
 5             (4)  Has   successfully   completed   the   required
 6        Illinois certification test.
 7             (5)  Has  paid  the  application  fee  required  for
 8        certification.
 9        The provisions of this subsection (b) do not preclude the
10    issuance of  a  teaching  certificate  to  a  speech-language
11    pathologist who qualifies for such a certificate.

13        Section  10.   The Illinois Speech-Language Pathology and
14    Audiology Practice Act is amended by changing Section  7  and
15    adding Section 8.1 as follows:

17        (Section scheduled to be repealed on January 1, 2008)
18        Sec. 7. Licensure requirement.
19        (a)  On  or  after June 1, 1989, no person shall practice
20    speech-language pathology or audiology without first applying
21    for and  obtaining  a  license  for  such  purpose  from  the
22    Department.  Except  as provided in this Section, on or after
23    January 1, 2002, no person shall perform  the  functions  and
24    duties of a speech-language pathology assistant without first
25    applying  for  and  obtaining a license for that purpose from
26    the Department.
27        (b)  A person who has made application to the  Department
28    for  a  license  to  practice  speech-language  pathology  or
29    audiology may practice speech-language pathology or audiology
30    without   a   license  pending  disposition  of  the  license
31    application by the Department if the person holds a  master's
32    or  doctoral  degree  from  an  institution whose program was

 1    accredited  by  the  Council  on  Academic  Accreditation  in
 2    Audiology  and  Speech-Language  Pathology  of  the  American
 3    Speech-Language-Hearing Association, and holds either  (i)  a
 4    Certificate   of   Clinical   Competence  from  the  American
 5    Speech-Language-Hearing   Association   in    speech-language
 6    pathology  or audiology or (ii) a regular license to practice
 7    speech-language pathology or  audiology  under  the  laws  of
 8    another  state,  a  territory  of  the  United States, or the
 9    District of Columbia.

13        Sec. 8.1. Temporary license.  On  and  after  January  1,
14    2004,   a   person  who  undertakes  supervised  professional
15    experience as a speech-language pathologist, as  required  by
16    subsection  (f)  of  Section  8  and the rules adopted by the
17    Department,  must  obtain  a  temporary  license   from   the
18    Department.   A  temporary  license  may  be  issued  by  the
19    Department only to  an  applicant  pursuing  licensure  as  a
20    speech-language  pathologist.  A  temporary  license shall be
21    issued to an applicant upon receipt of documentation on forms
22    prescribed by the Department demonstrating  that  a  licensed
23    speech-language  pathologist  has  agreed  to  supervise  the
24    professional   experience  of  the  applicant  for  temporary
25    licensure. A temporary license shall be issued for  a  period
26    of  12  months  and  may  be renewed only once for good cause
27    shown.

28        Section 99. Effective date.  This Act takes  effect  upon
29    becoming law.
