SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Frederick J. "Fred" Roberts Ph.D., who passed away on February 26, 2019; and

WHEREAS, Dr. Roberts was born in Philadelphia to Charles J. and Minnie E. Burdan Roberts on December 21, 1937; his early years were spent in Philadelphia and then northeastern Pennsylvania, where he graduated as valedictorian of both Dallas Senior High School and Wilkes University; he was awarded a Woodrow Wilson Fellowship to attend Princeton University, where he earned both his master's and doctoral degrees in political science; while working on his doctoral thesis, he served as an intern for the Brookings Institution, doing research in metropolitan governance in New York City; he married Carlene Krueger in Normal on February 14, 1970; and

WHEREAS, From the fall of 1964 to the spring of 1968, Dr. Roberts was a full-time faculty member in the political science department at the University of Delaware in Newark; he taught introductory-level courses, allowing him to meet a broad spectrum of aspiring students, including future Vice President Joe Biden; and

WHEREAS, In the fall of 1968, Dr. Roberts joined the politics and government department at Illinois State University; he developed a new course on collective decision-making which he taught until his retirement in 2000; he was director of the internship program, sponsored the Model Illinois Government program, and served as graduate director; and

WHEREAS, Dr. Roberts was an avid reader and enjoyed bicycling, hiking, photography, and sports cars; he and Carlene enjoyed traveling and exploring new places, but especially Santa Fe, New Mexico; and

WHEREAS, Dr. Roberts was preceded in death by his wife of 45 years, Carlene Krueger Roberts; and

WHEREAS, Dr. Roberts is survived by his sister, Charlotte Roberts (Madison Mooney); his brother, David A. (Ruth) Roberts; his brother-in-law, Richard (Lynne) Krueger; his nieces and nephews, Keith Mooney, Melanie (John) Kinder, Charles (Ranelle) Mooney, Susan (Philip) Abrams, William (Jennifer) Roberts, Todd (Candee) Krueger, Victoria Krueger, and Jaime (Kyle) Wheelwright; and many great-nieces and great-nephews; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Frederick J. "Fred" Roberts Ph.D. and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Dr. Roberts as an expression of our deepest sympathy.
