SYNOPSIS AS INTRODUCED:

105 ILCS 5/27-23.17 new

    Amends the Courses of Study Article of the School Code. Provides that each school board may provide instruction in anti-litter education in all grades and include that instruction in the courses of study regularly taught in those grades. Provides that by January 1, 2025, the State Board of Education shall post on its Internet website instructional materials relating to teaching anti-litter education. Creates the Anti-Litter Education Fund as a special fund in the State treasury. Provides that, subject to appropriation, the State Superintendent of Education may provide a grant to a school district to support the school district's anti-litter programming, including implementation of litterbug programs within the schools of the district. Provides that grants may be awarded from the Anti-Litter Education Fund. Provides for rulemaking. Amends the State Finance Act to make a conforming change. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.1015 as follows:
 
6    (30 ILCS 105/5.1015 new)
7    Sec. 5.1015. The Anti-Litter Education Fund.
 
8    Section 10. The School Code is amended by adding Section
927-23.17 as follows:
 
10    (105 ILCS 5/27-23.17 new)
11    Sec. 27-23.17. Anti-litter education.
12    (a) The General Assembly finds that:
13        (1) litter is detrimental to the welfare of the people
14    of this State; and
15        (2) there is a need to educate the youth of this State
16    about the problem of litter.
17    (b) In this Section:
18    "Litter" has the meaning ascribed to that term in the
19Litter Control Act.
20    "Litterbug program" means a program intended to teach
21students the responsibility of not littering and picking up

1litter, which may be separate from regular classroom
2instruction on anti-litter education and may be a student-led
3organization with an emphasis on anti-litter education.
4    (c) Each school board may provide instruction in
5anti-litter education in all grades and include that
6instruction in the courses of study regularly taught in those
7grades.
8    (d) By January 1, 2025, the State Board of Education shall
9post on its Internet website instructional materials relating
10to teaching anti-litter education under this Section.
11    (e) The Anti-Litter Education Fund is created as a special
12fund in the State treasury. Any appropriated moneys deposited
13into the Fund may be used, subject to appropriation, by the
14State Board of Education for the purposes of subsection (f).
15    (f) Subject to appropriation, the State Superintendent of
16Education may provide a grant to a school district to support
17the school district's anti-litter programming, including
18implementation of litterbug programs within the schools of the
19district. Grants may be awarded from the Anti-Litter Education
20Fund.
21    (g) The State Board of Education may adopt rules to
22implement this Section.
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.
