HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of James L. "Jim" Crates, who passed away on December 12, 2011; and

WHEREAS, James Crates was born on November 24, 1940, in McComb, Ohio; his parents were Henry and Florence (Byal) Crates; he married Carole Lingrel on Aug. 28, 1965, in Kenton, Ohio; and

WHEREAS, James Crates was a 1958 graduate of Kenton High School; he earned his bachelor of arts from Ohio Northern University (ONU) in 1962 and his Juris Doctorate from the ONU Petit College of Law in 1965; he also served on the Advisory Board of ONU's College of Arts and Science; and

WHEREAS, James Crates served as an Army JAG with the Military District of Washington, D.C., and the 8th Army in Seoul, Korea from 1966 to 1970; he entered the service as a first lieutenant and was subsequently promoted to captain; he received the Army Commendation Medal for his meritorious service; and

WHEREAS, James Crates practiced law in Kenton, Ohio with Paul McKinley Sr. and Paul McKinley Jr. since 1970; he was admitted to practice before the United States Supreme Court in 1968 and served as Hardin County Prosecuting Attorney from 1972 to 1976; he was also a member of the Hardin County Bar Association, executive chairman of the Hardin County Republican Party, and a Pleasant Township committeeman; and

WHEREAS, James Crates was a board member of Mount Victory State Bank, the Veterans Memorial Park District, and the Hardin County Board of Elections; he was also a member of Kenton Elks 157 (past exalted ruler from 1978-1979 and board of trustees), the Indian Lake Moose Lodge, the Lions Club, Latham Masonic Lodge No. 157 at Kenton, the Aladdin Shrine, the Hardin County Shrine Club, American Legion Post 198, Amvets Post 20, and a 35-year-member of Wolf Creek Grange; and

WHEREAS, James Crates enjoyed his cottage, boating and entertaining his friends at Long Island, Indian Lake, and the activities his grandchildren were involved in; and

WHEREAS, James Crates was preceded in death by his brother, Daniel Crates and his father-in-law, LaMoyne Lingrel; and

WHEREAS, James Crates is survived by his wife; his son, Britton (Nancy) Crates; his daughter, Ashley (Scott) Borgemenke; his granddaughters, Kate and Jane Borgemenke and Taylor and Peyton Crates; his brothers, Roger (Ruth) Crates and Randy Crates; his sister-in-law, Dorma Crates; and his mother-in-law, Alice Lingrel; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with his family and friends, the passing of James L. "Jim" Crates; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of James Crates as an expression of our sympathy.
