HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of James L.
4"Jim" Crates, who passed away on December 12, 2011; and
 
5    WHEREAS, James Crates was born on November 24, 1940, in
6McComb, Ohio; his parents were Henry and Florence (Byal)
7Crates; he married Carole Lingrel on Aug. 28, 1965, in Kenton,
8Ohio; and
 
9    WHEREAS, James Crates was a 1958 graduate of Kenton High
10School; he earned his bachelor of arts from Ohio Northern
11University (ONU) in 1962 and his Juris Doctorate from the ONU
12Petit College of Law in 1965; he also served on the Advisory
13Board of ONU's College of Arts and Science; and
 
14    WHEREAS, James Crates served as an Army JAG with the
15Military District of Washington, D.C., and the 8th Army in
16Seoul, Korea from 1966 to 1970; he entered the service as a
17first lieutenant and was subsequently promoted to captain; he
18received the Army Commendation Medal for his meritorious
19service; and
 
20    WHEREAS, James Crates practiced law in Kenton, Ohio with
21Paul McKinley Sr. and Paul McKinley Jr. since 1970; he was

1admitted to practice before the United States Supreme Court in
21968 and served as Hardin County Prosecuting Attorney from 1972
3to 1976; he was also a member of the Hardin County Bar
4Association, executive chairman of the Hardin County
5Republican Party, and a Pleasant Township committeeman; and
 
6    WHEREAS, James Crates was a board member of Mount Victory
7State Bank, the Veterans Memorial Park District, and the Hardin
8County Board of Elections; he was also a member of Kenton Elks
9157 (past exalted ruler from 1978-1979 and board of trustees),
10the Indian Lake Moose Lodge, the Lions Club, Latham Masonic
11Lodge No. 157 at Kenton, the Aladdin Shrine, the Hardin County
12Shrine Club, American Legion Post 198, Amvets Post 20, and a
1335-year-member of Wolf Creek Grange; and
 
14    WHEREAS, James Crates enjoyed his cottage, boating and
15entertaining his friends at Long Island, Indian Lake, and the
16activities his grandchildren were involved in; and
 
17    WHEREAS, James Crates was preceded in death by his brother,
18Daniel Crates and his father-in-law, LaMoyne Lingrel; and
 
19    WHEREAS, James Crates is survived by his wife; his son,
20Britton (Nancy) Crates; his daughter, Ashley (Scott)
21Borgemenke; his granddaughters, Kate and Jane Borgemenke and
22Taylor and Peyton Crates; his brothers, Roger (Ruth) Crates and

1Randy Crates; his sister-in-law, Dorma Crates; and his
2mother-in-law, Alice Lingrel; therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we mourn, along with his family and friends, the passing of
6James L. "Jim" Crates; and be it further
 
7    RESOLVED, That a suitable copy of this resolution be
8presented to the family of James Crates as an expression of our
9sympathy.
