SYNOPSIS AS INTRODUCED:

30 ILCS 105/5.812 new
30 ILCS 105/6z-93 new
30 ILCS 105/6z-94 new

    Amends the State Finance Act. Creates the FY12 Medicaid Bill Reduction Fund and the FY12 Bill Reduction Fund as special funds in the State treasury. Provides that, subject to appropriation, moneys in those funds shall be used by the Comptroller for the payment of unpaid State Medicaid obligations and unpaid State obligations, respectively, and for no other purpose. Provides that, as soon as practical, the Comptroller shall order transferred and the Treasurer shall transfer an amount equal to $1 from the General Revenue Fund into the FY12 Medicaid Bill Reduction Fund and an amount equal to $1 from the General Revenue Fund to the FY12 Bill Reduction Fund. Effective immediately.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Sections 5.811, 5.812, 6z-93, and 6z-94 as follows:
 
6    (30 ILCS 105/5.811 new)
7    Sec. 5.811. FY12 Medicaid Bill Reduction Fund.
 
8    (30 ILCS 105/5.812 new)
9    Sec. 5.812. FY12 Bill Reduction Fund.
 
10    (30 ILCS 105/6z-93 new)
11    Sec. 6z-93. FY12 Medicaid Bill Reduction Fund; creation.
12The FY12 Medicaid Bill Reduction Fund is created as a special
13fund in the State treasury. Subject to appropriation, moneys in
14the Fund shall be used by the Comptroller for the payment of
15unpaid Medicaid obligations of the State and for no other
16purpose. As soon as practical after the effective date of this
17amendatory Act of the 97th General Assembly, the Comptroller
18shall order transferred and the Treasurer shall transfer an
19amount equal to $1 from the General Revenue Fund into the FY12
20Medicaid Bill Reduction Fund.

3Bill Reduction Fund is created as a special fund in the State

6obligations of the State and for no other purpose. As soon as
7practical after the effective date of this amendatory Act of
8the 97th General Assembly, the Comptroller shall order
9transferred and the Treasurer shall transfer an amount equal to
10$1 from the General Revenue Fund into the FY12 Bill Reduction
11Fund.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.
