SYNOPSIS AS INTRODUCED:

Amends the State Finance Act, the Public Community College Act, and the Illinois Vehicle Code. Requires the Board of Trustees of Community College District No. 509 to establish a 3-year vocational partnership pilot program, beginning with the 2010-2011 academic year. Provides that under the program, the Board shall enter into partnerships with trade unions to introduce various apprenticeship courses in needed disciplines at the community college. Provides that the courses offered under the program shall be funded through grants from the Illinois Community College Board from money appropriated from the Community College Vocational Partnership Fund, a special fund created in the State treasury. Provides that the Secretary of State may issue special registration plates designated as Trade Union license plates. Provides for the fees for the plates to be deposited into the Community College Vocational Partnership Fund and the Secretary of State Special License Plate Fund.

AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The State Finance Act is amended by adding Section 5.719 as follows:

Sec. 5.719. The Community College Vocational Partnership Fund.

Section 10. The Public Community College Act is amended by adding Section 3-29.4 as follows:

Sec. 3-29.4. Community college vocational partnership program; Elgin Community College.

(a) To encourage partnerships between trade unions and community colleges in offering apprenticeship courses, the Board of Trustees of Community College District No. 509 shall establish a 3-year vocational partnership pilot program, beginning with the 2010-2011 academic year. Under the program, the Board shall enter into partnerships with trade unions to introduce various apprenticeship courses in needed disciplines at the community college.

(b) The courses offered under the program established under this Section shall be funded through grants from the State Board from money appropriated from the Community College Vocational Partnership Fund.

(c) At the end of the 3-year pilot program, the Board of Trustees of Community College District No. 509 shall file a report with the State Board and the General Assembly on the success of the program.

Section 15. The Illinois Vehicle Code is amended by adding Section 3-684 as follows:

Sec. 3-684. Trade Union license plates.

(a) The Secretary, upon receipt of all applicable fees and applications made in the form prescribed by the Secretary, may issue special registration plates designated as Trade Union license plates. The special plates issued under this Section shall be affixed only to passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 pounds. Plates issued under this Section shall expire according to the multi-year procedure established by Section 3-414.1 of this Code.

(b) The design and color of the special plates shall be wholly within the discretion of the Secretary. Appropriate documentation, as determined by the Secretary, shall accompany each application. The Secretary may allow the plates to be issued as vanity plates or personalized plates under Section 3-405.1 of this Code. The Secretary shall prescribe stickers or decals as provided under Section 3-412 of this Code.

(c) An applicant for the special plate shall be charged a $25 fee for original issuance in addition to the appropriate registration fee. Of this fee, $10 shall be deposited into the Community College Vocational Partnership Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund, to be used by the Secretary to help defray the administrative processing costs.

For each registration renewal period, a $25 fee, in addition to the appropriate registration fee, shall be charged. Of this fee, $23 shall be deposited into the Community College Vocational Partnership Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund.

(d) The Community College Vocational Partnership Fund is created as a special fund in the State treasury. All money in the Community College Vocational Partnership Fund shall be used, subject to appropriation, by the Illinois Community College Board to award grants to community college vocational partnership programs established under Section 3-29.4 of the Public Community College Act.
