SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.719 new
110 ILCS 805/3-29.4 new
625 ILCS 5/3-684 new

    Amends the State Finance Act, the Public Community College Act, and the Illinois Vehicle Code. Requires the Board of Trustees of Community College District No. 509 to establish a 3-year vocational partnership pilot program, beginning with the 2010-2011 academic year. Provides that under the program, the Board shall enter into partnerships with trade unions to introduce various apprenticeship courses in needed disciplines at the community college. Provides that the courses offered under the program shall be funded through grants from the Illinois Community College Board from money appropriated from the Community College Vocational Partnership Fund, a special fund created in the State treasury. Provides that the Secretary of State may issue special registration plates designated as Trade Union license plates. Provides for the fees for the plates to be deposited into the Community College Vocational Partnership Fund and the Secretary of State Special License Plate Fund.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.719 as follows:
 
6     (30 ILCS 105/5.719 new)
7     Sec. 5.719. The Community College Vocational Partnership
8 Fund.
 
9     Section 10. The Public Community College Act is amended by
10 adding Section 3-29.4 as follows:
 
11     (110 ILCS 805/3-29.4 new)
12     Sec. 3-29.4. Community college vocational partnership
13 program; Elgin Community College.
14     (a) To encourage partnerships between trade unions and
15 community colleges in offering apprenticeship courses, the
16 Board of Trustees of Community College District No. 509 shall
17 establish a 3-year vocational partnership pilot program,
18 beginning with the 2010-2011 academic year. Under the program,
19 the Board shall enter into partnerships with trade unions to
20 introduce various apprenticeship courses in needed disciplines
21 at the community college.

1     (b) The courses offered under the program established under
2 this Section shall be funded through grants from the State
3 Board from money appropriated from the Community College
4 Vocational Partnership Fund.
5     (c) At the end of the 3-year pilot program, the Board of
6 Trustees of Community College District No. 509 shall file a
7 report with the State Board and the General Assembly on the
8 success of the program.
 
9     Section 15. The Illinois Vehicle Code is amended by adding
10 Section 3-684 as follows:
 
11     (625 ILCS 5/3-684 new)
12     Sec. 3-684. Trade Union license plates.
13     (a) The Secretary, upon receipt of all applicable fees and
14 applications made in the form prescribed by the Secretary, may
15 issue special registration plates designated as Trade Union
16 license plates. The special plates issued under this Section
17 shall be affixed only to passenger vehicles of the first
18 division or motor vehicles of the second division weighing not
19 more than 8,000 pounds. Plates issued under this Section shall
20 expire according to the multi-year procedure established by
21 Section 3-414.1 of this Code.
22     (b) The design and color of the special plates shall be
23 wholly within the discretion of the Secretary. Appropriate
24 documentation, as determined by the Secretary, shall accompany

1 each application. The Secretary may allow the plates to be
2 issued as vanity plates or personalized plates under Section
3 3-405.1 of this Code. The Secretary shall prescribe stickers or
4 decals as provided under Section 3-412 of this Code.
5     (c) An applicant for the special plate shall be charged a
6 $25 fee for original issuance in addition to the appropriate
7 registration fee. Of this fee, $10 shall be deposited into the
8 Community College Vocational Partnership Fund and $15 shall be
9 deposited into the Secretary of State Special License Plate
10 Fund, to be used by the Secretary to help defray the
11 administrative processing costs.
12     For each registration renewal period, a $25 fee, in
13 addition to the appropriate registration fee, shall be charged.
14 Of this fee, $23 shall be deposited into the Community College
15 Vocational Partnership Fund and $2 shall be deposited into the
16 Secretary of State Special License Plate Fund.
17     (d) The Community College Vocational Partnership Fund is
18 created as a special fund in the State treasury. All money in
19 the Community College Vocational Partnership Fund shall be
20 used, subject to appropriation, by the Illinois Community
21 College Board to award grants to community college vocational
22 partnership programs established under Section 3-29.4 of the
23 Public Community College Act.
