SYNOPSIS AS INTRODUCED:

520 ILCS 5/2.24	from Ch. 61, par. 2.24
520 ILCS 5/3.41 new

Amends the Wildlife Code. Provides that it is unlawful for a person to take deer except antlerless deer and antlered deer with at least one antler having at least 4 antler points. Provides that the antler point restriction applies to all deer hunting zones, seasons, and permittees, except during the special 3-day, youth-only deer hunting season. Requires the Department of Natural Resources to adopt rules to implement and administer the antler point restriction. Defines "antler point". Makes other changes. Effective immediately.

A BILL FOR

AN ACT concerning wildlife.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Wildlife Code is amended by changing Section 2.24 and by adding Section 3.41 as follows:

Sec. 2.24. It shall be unlawful to take or possess deer in this State, except in compliance with the provisions of Sections 2.25, 2.26, and 3.23, and 3.41 and subsections (a), (g), (n), (r), (t), (w), and (y) of Section 2.33, and the administrative rules issued under the provisions of those Sections. It is unlawful for any person to knowingly take any all-white whitetail deer (Odocoileus virginianus) in this State at any time.

Sec. 3.41. Antler point restriction.

(a) In this Section, "antler point" means an antler point or tine that is at least one inch long from base to tip, including a broken point or tine that is at least one inch long. "Antler point" includes the end of the main beam of an antler.

(b) It is unlawful for a person to take deer except antlerless deer and antlered deer with at least one antler having at least 4 antler points. No other antlered deer may be taken.

(c) This antler point restriction applies to all deer hunting zones, seasons, and permittees, except during the special 3-day, youth-only deer hunting season.

(d) The Department shall adopt rules to implement and administer this Section.

Section 99. Effective date. This Act takes effect upon becoming law.
