SYNOPSIS AS INTRODUCED:
 
520 ILCS 5/2.24  from Ch. 61, par. 2.24
520 ILCS 5/3.41 new

    Amends the Wildlife Code. Provides that it is unlawful for a person to take deer except antlerless deer and antlered deer with at least one antler having at least 4 antler points. Provides that the antler point restriction applies to all deer hunting zones, seasons, and permittees, except during the special 3-day, youth-only deer hunting season. Requires the Department of Natural Resources to adopt rules to implement and administer the antler point restriction. Defines "antler point". Makes other changes. Effective immediately.

1    AN ACT concerning wildlife.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Wildlife Code is amended by changing Section
52.24 and by adding Section 3.41 as follows:
 
6    (520 ILCS 5/2.24)  (from Ch. 61, par. 2.24)
7    Sec. 2.24. It shall be unlawful to take or possess deer in
8this State, except in compliance with the provisions of
9Sections 2.25, 2.26, and 3.23, and 3.41 and subsections (a),
10(g), (n), (r), (t), (w), and (y) of Section 2.33, and the
11administrative rules issued under the provisions of those
12Sections. It is unlawful for any person to knowingly take any
13all-white whitetail deer (Odocoileus virginianus) in this
14State at any time.

17    Sec. 3.41. Antler point restriction.
18    (a) In this Section, "antler point" means an antler point
19or tine that is at least one inch long from base to tip,
20including a broken point or tine that is at least one inch
21long. "Antler point" includes the end of the main beam of an
22antler.

1    (b) It is unlawful for a person to take deer except
2antlerless deer and antlered deer with at least one antler
3having at least 4 antler points. No other antlered deer may be
4taken.
5    (c) This antler point restriction applies to all deer
6hunting zones, seasons, and permittees, except during the
7special 3-day, youth-only deer hunting season.
8    (d) The Department shall adopt rules to implement and
9administer this Section.
 
10    Section 99. Effective date. This Act takes effect upon
11becoming law.
