HOUSE JOINT RESOLUTION

WHEREAS, All-Terrain Vehicles (ATVs) have become popular for work and recreation on many farms and ranches; and

WHEREAS, Reported cases of serious injury have increased along with their increased use; and

WHEREAS, Most of these injuries and deaths can be attributed to improper use of ATVs; and

WHEREAS, Approximately 6,500 ATV related deaths have been reported since 1982; and

WHEREAS, According to the U.S. Consumer Product Safety Commission, an estimated 44,700 children age 16 and under sustained ATV related injuries in 2004 alone; and

WHEREAS, Approximately 155 children age 16 and under died from ATV related injuries in 2004, according to the Consumer Product Safety Commission; and

WHEREAS, Nearly 38% of all St. Louis Children's Hospital ATV injuries involve a rider not wearing an approved helmet; and

WHEREAS, Nearly 95% of children involved in ATV accidents were riding on an ATV that was larger than recommended for their age; and

WHEREAS, Education should be promoted for children and their parents about the proper use of ATVs; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that the month of October 2007 and the October of each succeeding year shall be known as ATV Safety Month, to promote the safe operation of ATVs in Illinois and to promote education on ATV safety; and be it further

RESOLVED, That suitable copies of this resolution be delivered to the Governor, the Director of Natural Resources, the Secretary of State, and the Secretary of Transportation.
