HOUSE JOINT RESOLUTION

 
2     WHEREAS, All-Terrain Vehicles (ATVs) have become popular
3 for work and recreation on many farms and ranches; and
 
4     WHEREAS, Reported cases of serious injury have increased
5 along with their increased use; and
 
6     WHEREAS, Most of these injuries and deaths can be
7 attributed to improper use of ATVs; and
 
8     WHEREAS, Approximately 6,500 ATV related deaths have been
9 reported since 1982; and
 
10     WHEREAS, According to the U.S. Consumer Product Safety
11 Commission, an estimated 44,700 children age 16 and under
12 sustained ATV related injuries in 2004 alone; and
 
13     WHEREAS, Approximately 155 children age 16 and under died
14 from ATV related injuries in 2004, according to the Consumer
15 Product Safety Commission; and
 
16     WHEREAS, Nearly 38% of all St. Louis Children's Hospital
17 ATV injuries involve a rider not wearing an approved helmet;

1     WHEREAS, Nearly 95% of children involved in ATV accidents
2 were riding on an ATV that was larger than recommended for
3 their age; and
 
4     WHEREAS, Education should be promoted for children and
5 their parents about the proper use of ATVs; therefore, be it
 
6     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
8 SENATE CONCURRING HEREIN, that the month of October 2007 and
9 the October of each succeeding year shall be known as ATV
10 Safety Month, to promote the safe operation of ATVs in Illinois
11 and to promote education on ATV safety; and be it further
 
12     RESOLVED, That suitable copies of this resolution be
13 delivered to the Governor, the Director of Natural Resources,
14 the Secretary of State, and the Secretary of Transportation.
