AN ACT concerning human rights.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The State Finance Act is amended by adding Section 5.625 as follows:

(30 ILCS 105/5.625 new)

Sec. 5.625. The Department of Human Rights Training and Development Fund.

Section 10. The Illinois Human Rights Act is amended by adding Section 7-112.5 as follows:

Sec. 7-112.5. Training fee. The Department is authorized to charge fees to private companies for training offered by the Department's Institute for Training and Development. The fees shall be paid into the Department of Human Rights Training and Development Fund, a special fund that is created in the State treasury. Moneys in the Fund shall be used to: (i) enhance the quality of the Department's training services; (ii) make training available at no cost to agency employees, other State agencies and instrumentalities of the State, community organizations, colleges and universities, and other groups and organizations in Illinois; and (iii) make training available to private companies for a fee.

Section 99. Effective date. This Act takes effect January 1, 2005.
