SYNOPSIS AS INTRODUCED:

775 ILCS 5/7-112.5 new

    Amends the Illinois Human Rights Act. Authorizes the Department of Human Rights to charge fees to private companies for training offered by the Department's Institute for Training and Development. Provides that the fees shall be paid into the Department of Human Rights Training and Development Fund, a new special fund in the State treasury (and amends the State Finance Act to list the new fund as a special fund). Provides that moneys in the Fund shall be used to enhance the quality of the Department's training services, make training available at no cost to agency employees, other State agencies and instrumentalities of the State, community organizations, colleges and universities, and other groups and organizations in Illinois, and make training available to private companies for a fee. Effective January 1, 2005.

1     AN ACT concerning human rights.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.625 as follows:
 
6     (30 ILCS 105/5.625 new)
7     Sec. 5.625. The Department of Human Rights Training and
8 Development Fund.
 
9     Section 10. The Illinois Human Rights Act is amended by
10 adding Section 7-112.5 as follows:
 
11     (775 ILCS 5/7-112.5 new)
12     Sec. 7-112.5. Training fee. The Department is authorized to
13 charge fees to private companies for training offered by the
14 Department's Institute for Training and Development. The fees
15 shall be paid into the Department of Human Rights Training and
16 Development Fund, a special fund that is created in the State
17 treasury. Moneys in the Fund shall be used to: (i) enhance the
18 quality of the Department's training services; (ii) make
19 training available at no cost to agency employees, other State
20 agencies and instrumentalities of the State, community
21 organizations, colleges and universities, and other groups and
22 organizations in Illinois; and (iii) make training available to
23 private companies for a fee.
 
24     Section 99. Effective date. This Act takes effect January
25 1, 2005.
