SYNOPSIS AS INTRODUCED:
 
405 ILCS 80/2-4.5 new

    Amends the Developmental Disability and Mental Disability Services Act. Subject to appropriation, requires the Department of Human Services to create a pilot program to provide community-based residential services to individuals with severe autism who are 21 years of age or older. Requires establishment of the program in the Chicago metropolitan area and in a county outside Cook and the collar counties with a population in excess of 250,000. Sets forth the Department's responsibilities concerning screening, training and supports, and vocational opportunities. Effective immediately.

1     AN ACT in relation to health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Developmental Disability and Mental
5 Disability Services Act is amended by adding Section 2-4.5 as
6 follows:
 
7     (405 ILCS 80/2-4.5 new)
8     Sec. 2-4.5. Autism; community-based residential services;
9 pilot program.
10     (a) Subject to appropriation, the Department of Human
11 Services shall create a pilot program to provide
12 community-based residential services to individuals with
13 severe autism who are 21 years of age or older. The Department
14 shall contract with one service provider located in the Chicago
15 metropolitan area and one provider located in a county with a
16 population in excess of 250,000 other than Cook, Lake, McHenry,
17 Kane, DuPage, or Will to provide alternative residential
18 services to persons with severe autism who would otherwise be
19 served in an institutional setting.
20     (b) The Department shall be responsible for, but not
21 limited to, providing the following:
22         (1) Screening of individuals with severe autism who are
23     21 years of age or older to determine whether these
24     individuals could be served in a residential setting at a
25     cost that does not exceed the cost of caring for them in an
26     institutional setting.
27         (2) Training and supports for both adults with severe
28     autism and the staff working with those individuals.
29         (3) Vocational opportunities for those individuals
30     placed at the designated community-based setting.
31     (c) The Department shall adopt rules to implement this
32 Section.

2 becoming law.
