AMENDMENT TO HOUSE BILL 4015

2     AMENDMENT NO. ______. Amend House Bill 4015 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Community-Integrated Living Arrangements
5 Licensure and Certification Act is amended by adding Section 12
6 as follows:
 
7     (210 ILCS 135/12 new)
8     Sec. 12. Pilot Project; CILAs for adolescents diagnosed
9 with autism.
10     (a) The Department shall implement a pilot project for the
11 operation of 2 community-integrated living arrangement homes
12 for adolescents who have been diagnosed with autism and who are
13 at least 13 years of age and not more than 18 years of age. The
14 homes shall be located in Will County or southern Cook County.
15 The homes shall operate 7 days per week and shall be staffed 24
16 hours per day. The homes shall feature maximum family
17 involvement based on a service and support agreement signed by
18 the adolescent's family and the provider. The duration of the
19 pilot project shall be 3 years.
20     (b) Each home must include on its staff a behavior
21 therapist. The provider shall ensure that the staff at each
22 home receives appropriate training in matters that include, but
23 need not be limited to, the following: behavior analysis, skill
24 training, and other methodologies of teaching such as discreet

1 trial and picture exchange communication system.
2     (c) The homes shall provide therapeutic and other support
3 services to the adolescents being served there. The therapeutic
4 curriculum shall be based on the principles of applied behavior
5 analysis.
6     (d) The Department shall adopt rules as necessary to
7 implement this Section.
 
8     Section 10. The Developmental Disability and Mental
9 Disability Services Act is amended by adding Section 2-4.5 as
10 follows:
 
11     (405 ILCS 80/2-4.5 new)
12     Sec. 2-4.5. Autism; community-based residential services;
13 pilot program.
14     (a) Subject to appropriation, the Department of Human
15 Services shall create a pilot program to provide
16 community-based residential services to individuals with
17 severe autism who are 21 years of age or older. The Department
18 shall contract with one service provider located in the Chicago
19 metropolitan area and one provider located in a county other
20 than Cook, Lake, McHenry, Kane, DuPage, or Will to provide
21 alternative residential services to persons with severe autism
22 who would otherwise be served in an institutional setting.
23     (b) The Department shall be responsible for, but not
24 limited to, providing the following:
25         (1) Screening of individuals with severe autism who are
26 21 years of age or older to determine whether these
27 individuals could be served in a residential setting at a
28 cost that does not exceed the cost of caring for them in an
29 institutional setting.
30         (2) Training and supports for both adults with severe
31 autism and the staff working with those individuals.
32         (3) Vocational agricultural opportunities for those

1 individuals placed at the designated community-based
2 setting.
3     (c) The Department shall adopt rules to implement this
4 Section.
 
5     Section 99. Effective date. This Act takes effect upon
6 becoming law.".
