 1        AN ACT making appropriations.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4                              ARTICLE 1

 5        Section  5.  The  following  named  amounts,  or  so much
 6    thereof as may be necessary, respectively,  for  the  objects
 7    and  purposes  hereinafter  named,  are appropriated from the
 8    General Revenue Fund to the Board of Higher Education to meet
 9    ordinary and contingent expenses for the fiscal  year  ending
10    June 30, 2004:
11    For Personal Services........................... $  2,201,000
12    For State Contributions to Social
13      Security, for Medicare........................       23,400
14    For Contractual Services........................      485,000
15    For Travel......................................       53,000
16    For Commodities.................................       12,000
17    For Printing....................................       11,000
18    For Equipment...................................       19,000
19    For Telecommunications..........................       43,000
20    For Operation of Automotive Equipment...........        3,200
21        Total                                          $2,850,600

22        Section  15.  The  sum of $14,753,800, or so much thereof
23    as may be necessary, is appropriated from the General Revenue
24    Fund to the Board of Higher Education for  payment  into  the
25    Health Insurance Reserve Fund.

26        Section 20.  The sum of $2,000,000, or so much thereof as
27    may be necessary, is appropriated from the Tobacco Settlement
28    Recovery Fund to the Board of Higher Education for a grant to
29    the  Board  of  Trustees  of  the  University  of Illinois to

 1    support veterinary medicine research.

 2        Section 25.  The following  named  amounts,  or  so  much
 3    thereof  as  may  be  necessary,  are  appropriated  from the
 4    General Revenue Fund to the Board  of  Higher  Education  for
 5    distribution  as  grants  authorized  by the Higher Education
 6    Cooperation Act:
 7    Access and Diversity............................    2,881,200
 8    Quad-Cities Graduate Study Center...............      220,000
 9        Total                                          $3,101,200

10        Section 30.  The  following  named  amount,  or  so  much
11    thereof as may be necessary, is appropriated from the General
12    Revenue   Fund   to   the   Board  of  Higher  Education  for
13    distribution as grants authorized  by  the  Higher  Education
14    Cooperation Act:
15    Access and Diversity............................ $  2,406,100
16        Total                                          $2,406,100

17        Section  35.  The  following  named  amount,  or  so much
18    thereof as may be necessary, is appropriated from the Tobacco
19    Settlement Recovery Fund to the Board of Higher Education for
20    distribution as grants authorized  by  the  Higher  Education
21    Cooperation Act:
22    Fermi National Accelerator Laboratory
23      Accelerator Research.......................... $  2,500,000
24        Total                                          $2,500,000

25        Section 40.  The sum of $1,000,000, or so much thereof as
26    may  be  necessary,  is appropriated from the General Revenue
27    Fund to the Board of Higher Education  for  a  grant  to  the
28    Board of Trustees of the University Center of Lake County for
29    the ordinary and contingent expenses of the Center.

 1        Section 45.  The sum of $9,500,000, or so much thereof as
 2    may  be  necessary,  is appropriated from the General Revenue
 3    Fund to the Board of Higher  Education  for  distribution  as
 4    incentive grants to Illinois higher education institutions in
 5    the competition for external grants and contracts.

 6        Section  60.  The  sum of $17,000,000, or so much thereof
 7    as may be necessary, is appropriated from the General Revenue
 8    Fund to the Board of Higher  Education  for  distribution  as
 9    grants  authorized  by  the  Health Services Education Grants
10    Act.

11        Section 70.  The sum of $1,831,000, or so much thereof as
12    may be necessary, is appropriated from  the  General  Revenue
13    Fund  to  the  Board  of Higher Education for distribution as
14    engineering equipment grants authorized by  Section  9.13  of
15    the Board of Higher Education Act.

16        Section 75.  The sum of $4,700,000, or so much thereof as
17    may be necessary, is appropriated from the BHE Federal Grants
18    Fund  to  the Board of Higher Education for grants from funds
19    provided  under  the  Eisenhower   Professional   Development
20    Program.

21        Section 80.  The sum of $2,750,000, or so much thereof as
22    may  be  necessary,  is appropriated from the General Revenue
23    Fund to the Department of Public Health for  distribution  of
24    medical  education  scholarships  authorized  by  an  Act  to
25    provide  grants  for  family  practice residency programs and
26    medical student scholarships through the Illinois  Department
27    of Public Health.

28        Section 85.  The sum of $2,000,000, or so much thereof as
29    may  be  necessary,  is appropriated from the General Revenue
30    Fund to the Board of Higher  Education  for  distribution  as

 1    grants  authorized by the Illinois Consortium for Educational
 2    Opportunity Act.

 3        Section 95.  The sum of $10,110,000, or so  much  thereof
 4    as  may  be  necessary,  is appropriated from the BHE Federal
 5    Grants Fund to the Board of Higher Education to  be  expended
 6    under  the  terms  and conditions associated with the federal
 7    contracts and grants moneys received.

 8        Section 100.  The sum of $2,100,000, or so  much  thereof
 9    as may be necessary, is appropriated from the General Revenue
10    Fund  to  the  Board  of Higher Education for distribution as
11    grants for Cooperative Work Study Programs to institutions of
12    higher education.

13        Section 110.  The sum of $100,000, or so much thereof  as
14    may  be  necessary,  is appropriated from the General Revenue
15    Fund  to  the  Board  of  Higher  Education  for   graduation
16    incentives grants.

17        Section  115.  The  sum of $1,427,000, or so much thereof
18    as may be necessary, is appropriated from the General Revenue
19    Fund to the Board of Higher  Education  for  grants  for  the
20    Career  Academies,  including  the Public Policy High School,
21    the Economic and Finance High School, and  the  International
22    High School.

23        Section  130.  In  addition  to any amounts previously or
24    elsewhere appropriated, the sum of  $1,100,000,  or  so  much
25    thereof as may be necessary, is appropriated from the General
26    Revenue  Fund to the Board of Higher Education for a grant to
27    the State  Geological  Survey  for  ordinary  and  contingent
28    expenses,  in  addition to amounts appropriated elsewhere for
29    this purpose.

 1        Section 135.  The following named  amounts,  or  so  much
 2    thereof  as  may  be necessary, respectively, for the objects
 3    and purposes hereinafter named,  are  appropriated  from  the
 4    General  Revenue Fund to the Illinois Mathematics and Science
 5    Academy to meet ordinary  and  contingent  expenses  for  the
 6    fiscal year ending June 30, 2004:
 7    For Personal Services........................... $  9,058,400
 8    For State Contributions to Social
 9      Security, for Medicare........................      156,900
10    For Contractual Services........................    3,504,000
11    For Travel......................................      126,400
12    For Commodities.................................      381,100
13    For Equipment...................................      430,900

18        Section  145.  The  following  named  amounts, or so much
19    thereof as may be necessary, respectively,  for  the  objects
20    and  purposes  hereinafter  named,  are appropriated from the
21    Illinois Mathematics and Science Academy Income Fund  to  the
22    Illinois Mathematics and Science Academy to meet ordinary and
23    contingent expenses for the fiscal year ending June 30, 2004:
24    For Personal Services........................... $  1,165,500
25    For State Contributions to Social
26      Security, for Medicare........................       21,200
27    For Contractual Services........................      514,500
28    For Travel......................................       51,500
29    For Commodities.................................      203,500
30    For Equipment...................................        5,000

 4        Section  150.  The sum of $300,000, or so much thereof as
 5    may be necessary, is appropriated from  the  General  Revenue
 6    Fund  to the Illinois Mathematics and Science Academy for the
 7    Excellence 2000 Program in Mathematics and Science.


 8        Section 99.  Effective date.  This Act  takes  effect  on
 9    July 1, 2003.
