 1                    AMENDMENT TO HOUSE BILL 3726

 2        AMENDMENT NO.     .  Amend House Bill 3726,  by  deleting
 3    everything  after  the  enacting clause and inserting in lieu
 4    thereof the following:

 5                             "ARTICLE 1

 6        Section 5.  The  following  named  amounts,  or  so  much
 7    thereof  as  may  be necessary, respectively, for the objects
 8    and purposes hereinafter named,  are  appropriated  from  the
 9    General Revenue Fund to the Board of Higher Education to meet
10    ordinary  and  contingent expenses for the fiscal year ending
11    June 30, 2004:

 1        Section 10.  The sum of $14,753,800, or so  much  thereof
 2    as may be necessary, is appropriated from the General Revenue
 3    Fund  to  the  Board of Higher Education for payment into the
 4    Health Insurance Reserve Fund.

 5        Section 15.  The sum of $2,000,000, or so much thereof as
 6    may be necessary, is appropriated from the Tobacco Settlement
 7    Recovery Fund to the Board of Higher Education for a grant to
 8    the Board of  Trustees  of  the  University  of  Illinois  to
 9    support veterinary medicine research.

10        Section  20.  The  following  named  amounts,  or so much
11    thereof as  may  be  necessary,  are  appropriated  from  the
12    General  Revenue  Fund  to  the Board of Higher Education for
13    distribution as grants authorized  by  the  Higher  Education
14    Cooperation Act:

16    Quad-Cities Graduate Study Center...............      220,000

18        Section  25.  The  following  named  amount,  or  so much
19    thereof as may be necessary, is appropriated from the General
20    Revenue  Fund  to  the  Board   of   Higher   Education   for
21    distribution  as  grants  authorized  by the Higher Education
22    Cooperation Act:

27        Section 30.  The  following  named  amount,  or  so  much
28    thereof as may be necessary, is appropriated from the Tobacco

 2    Fermi National Accelerator Laboratory

 5        Section 35.  The sum of $1,000,000, or so much thereof as
 6    may be necessary, is appropriated from  the  General  Revenue
 7    Fund  to  the  Board  of  Higher Education for a grant to the
 8    Board of Trustees of the University Center of Lake County for
 9    the ordinary and contingent expenses of the Center.

10        Section 40.  The sum of $9,500,000, or so much thereof as
11    may be necessary, is appropriated from  the  General  Revenue
12    Fund  to  the  Board  of Higher Education for distribution as
13    incentive grants to Illinois higher education institutions in
14    the competition for external grants and contracts.

15        Section 45.  The sum of $17,000,000, or so  much  thereof
16    as may be necessary, is appropriated from the General Revenue
17    Fund  to  the  Board  of Higher Education for distribution as
18    grants authorized by the  Health  Services  Education  Grants
19    Act.

20        Section 50.  The sum of $1,831,000, or so much thereof as
21    may  be  necessary,  is appropriated from the General Revenue
22    Fund to the Board of Higher  Education  for  distribution  as
23    engineering  equipment  grants  authorized by Section 9.13 of
24    the Board of Higher Education Act.

25        Section 55.  The sum of $4,700,000, or so much thereof as
26    may be necessary, is appropriated from the BHE Federal Grants
27    Fund to the Board of Higher Education for grants  from  funds
28    provided   under   the  Eisenhower  Professional  Development
29    Program.

 1        Section 60.  The sum of $2,750,000, or so much thereof as
 2    may be necessary, is appropriated from  the  General  Revenue
 3    Fund  to  the Department of Public Health for distribution of
 4    medical  education  scholarships  authorized  by  an  Act  to
 5    provide grants for family  practice  residency  programs  and
 6    medical  student scholarships through the Illinois Department
 7    of Public Health.

 8        Section 65.  The sum of $2,000,000, or so much thereof as
 9    may be necessary, is appropriated from  the  General  Revenue
10    Fund  to  the  Board  of Higher Education for distribution as
11    grants authorized by the Illinois Consortium for  Educational
12    Opportunity Act.

13        Section  70.  The  sum of $10,110,000, or so much thereof
14    as may be necessary, is appropriated  from  the  BHE  Federal
15    Grants  Fund  to the Board of Higher Education to be expended
16    under the terms and conditions associated  with  the  federal
17    contracts and grants moneys received.

18        Section 75.  The sum of $2,100,000, or so much thereof as
19    may  be  necessary,  is appropriated from the General Revenue
20    Fund to the Board of Higher  Education  for  distribution  as
21    grants for Cooperative Work Study Programs to institutions of
22    higher education.

23        Section  80.  The  sum of $100,000, or so much thereof as
24    may be necessary, is appropriated from  the  General  Revenue
25    Fund   to  the  Board  of  Higher  Education  for  graduation
26    incentives grants.

27        Section 85.  The sum of $250,000, or so much  thereof  as
28    may  be  necessary,  is appropriated from the General Revenue
29    Fund to the Board of Higher Education  for  a  grant  to  the

 1    Mid-America Chinese Training Center.

 2        Section 90.  The sum of $1,427,000, or so much thereof as
 3    may  be  necessary,  is appropriated from the General Revenue
 4    Fund to the Board of Higher  Education  for  grants  for  the
 5    Career  Academies,  including  the Public Policy High School,
 6    the Economic and Finance High School, and  the  International
 7    High School.

 8        Section  95.  In  addition  to  any amounts previously or
 9    elsewhere appropriated, the sum of  $1,100,000,  or  so  much
10    thereof as may be necessary, is appropriated from the General
11    Revenue  Fund to the Board of Higher Education for a grant to
12    the State  Geological  Survey  for  ordinary  and  contingent
13    expenses,  in  addition to amounts appropriated elsewhere for
14    this purpose.

15        Section 100.  The following named  amounts,  or  so  much
16    thereof  as  may  be necessary, respectively, for the objects
17    and purposes hereinafter named,  are  appropriated  from  the
18    General  Revenue Fund to the Illinois Mathematics and Science
19    Academy to meet ordinary  and  contingent  expenses  for  the
20    fiscal year ending June 30, 2004:

24        Section 115.  Effective date.  This Act takes  effect  on
25    July 1, 2003."
