 1        AN ACT making appropriations.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:


 4                              ARTICLE 1

 5        Section  5.  The  following  named  amounts,  or  so much
 6    thereof as may be necessary, respectively,  for  the  objects
 7    and  purposes  hereinafter  named,  are appropriated from the
 8    General Revenue Fund to the Board of Higher Education to meet
 9    ordinary and contingent expenses for the fiscal  year  ending
10    June 30, 2004:
11    For Personal Services........................... $  2,201,000

22        Section  15.  The  sum of $14,753,800, or so much thereof
23    as may be necessary, is appropriated from the General Revenue
24    Fund to the Board of Higher Education for  payment  into  the
25    Health Insurance Reserve Fund.

26        Section 20.  The sum of $2,000,000, or so much thereof as
27    may be necessary, is appropriated from the Tobacco Settlement
28    Recovery Fund to the Board of Higher Education for a grant to

 1    the  Board  of  Trustees  of  the  University  of Illinois to
 2    support veterinary medicine research.

 3        Section 25.  The following  named  amounts,  or  so  much
 4    thereof  as  may  be  necessary,  are  appropriated  from the
 5    General Revenue Fund to the Board  of  Higher  Education  for
 6    distribution  as  grants  authorized  by the Higher Education
 7    Cooperation Act:

11        Section 30.  The  following  named  amount,  or  so  much
12    thereof as may be necessary, is appropriated from the General

14    distribution as grants authorized  by  the  Higher  Education

18        Section  32.  The  following  named  amounts,  or so much

28        Section  35.  The  following  named  amount,  or  so much

 6        Section 40.  The sum of $1,000,000, or so much thereof as
 7    may  be  necessary,  is appropriated from the General Revenue
 8    Fund to the Board of Higher Education  for  a  grant  to  the
 9    Board of Trustees of the University Center of Lake County for
10    the ordinary and contingent expenses of the Center.

11        Section 45.  The sum of $9,500,000, or so much thereof as
12    may  be  necessary,  is appropriated from the General Revenue
13    Fund to the Board of Higher  Education  for  distribution  as
14    incentive grants to Illinois higher education institutions in
15    the competition for external grants and contracts.

16        Section  60.  The  sum of $17,000,000, or so much thereof
17    as may be necessary, is appropriated from the General Revenue
18    Fund to the Board of Higher  Education  for  distribution  as
19    grants  authorized  by  the  Health Services Education Grants
20    Act.

21        Section 70.  The sum of $1,831,000, or so much thereof as
22    may be necessary, is appropriated from  the  General  Revenue
23    Fund  to  the  Board  of Higher Education for distribution as
24    engineering equipment grants authorized by  Section  9.13  of
25    the Board of Higher Education Act.

26        Section 75.  The sum of $4,700,000, or so much thereof as
27    may be necessary, is appropriated from the BHE Federal Grants
28    Fund  to  the Board of Higher Education for grants from funds
29    provided  under  the  Eisenhower   Professional   Development
30    Program.

 1        Section 80.  The sum of $2,750,000, or so much thereof as
 2    may  be  necessary,  is appropriated from the General Revenue
 3    Fund to the Department of Public Health for  distribution  of
 4    medical  education  scholarships  authorized  by  an  Act  to
 5    provide  grants  for  family  practice residency programs and
 6    medical student scholarships through the Illinois  Department
 7    of Public Health.

 8        Section 85.  The sum of $2,000,000, or so much thereof as
 9    may  be  necessary,  is appropriated from the General Revenue
10    Fund to the Board of Higher  Education  for  distribution  as
11    grants  authorized by the Illinois Consortium for Educational
12    Opportunity Act.

13        Section 95.  The sum of $10,110,000, or so  much  thereof
14    as  may  be  necessary,  is appropriated from the BHE Federal
15    Grants Fund to the Board of Higher Education to  be  expended
16    under  the  terms  and conditions associated with the federal
17    contracts and grants moneys received.

18        Section 100.  The sum of $2,100,000, or so  much  thereof
19    as may be necessary, is appropriated from the General Revenue
20    Fund  to  the  Board  of Higher Education for distribution as
21    grants for Cooperative Work Study Programs to institutions of
22    higher education.

23        Section 110.  The sum of $100,000, or so much thereof  as
24    may  be  necessary,  is appropriated from the General Revenue
25    Fund  to  the  Board  of  Higher  Education  for   graduation
26    incentives grants.

27        Section  115.  The  sum of $1,427,000, or so much thereof
28    as may be necessary, is appropriated from the General Revenue
29    Fund to the Board of Higher  Education  for  grants  for  the

 1    Career  Academies,  including  the Public Policy High School,
 2    the Economic and Finance High School, and  the  International
 3    High School.

 4        Section  130.  In  addition  to any amounts previously or
 5    elsewhere appropriated, the sum of  $1,100,000,  or  so  much
 6    thereof as may be necessary, is appropriated from the General
 7    Revenue  Fund to the Board of Higher Education for a grant to
 8    the State  Geological  Survey  for  ordinary  and  contingent
 9    expenses,  in  addition to amounts appropriated elsewhere for
10    this purpose.

11        Section 135.  The following named  amounts,  or  so  much
12    thereof  as  may  be necessary, respectively, for the objects
13    and purposes hereinafter named,  are  appropriated  from  the
14    General  Revenue Fund to the Illinois Mathematics and Science
15    Academy to meet ordinary  and  contingent  expenses  for  the

15        Section  15.  The  sum  of $10,000, or so much thereof as
16    may be necessary, is appropriated  to  the  Illinois  Student
17    Assistance  Commission  from  the Higher EdNet Fund for costs
18    associated with administration of the Illinois Higher  EdNet,
19    a  clearinghouse  for  post-secondary education financial aid
20    information.

21        Section 20.  The following  named  amounts,  or  so  much
22    thereof  as  may be necessary, respectively, are appropriated
23    to the  Illinois  Student  Assistance Commission   from   the
24    Student  Loan  Operating Fund for its ordinary and contingent
25    expenses:

17    payment  of grant awards to students eligible to receive such
18    awards, as provided by law, including up  to  $7,000,000  for
19    transfer into the Monetary Award Program Reserve Fund.

20        Section  30.  The  following  named  amount,  or  so much
21    thereof as may be necessary,  respectively,  is  appropriated
22    from  the Monetary Award Program Reserve Fund to the Illinois
23    Student Assistance Commission for the following purpose:

23    Commission for the following purpose:

25        Section 60.  The  following  named  amount,  or  so  much

27    Optometric  Licensing  and  Disciplinary  Board  Fund  to the
28    Illinois Student  Assistance  Commission  for  the  following

 5    be  necessary,  is  appropriated  from  the  Federal  Student
 6    Incentive  Trust  Fund for the Federal Leveraging Educational
 7    Assistance and Supplemental Leveraging Educational Assistance
 8    Programs to the Illinois Student Assistance   Commission  for
 9    the following purpose:

11    For  payment  of  Monetary Award Program grant
12      awards  to  full  and   part-time   students
13      eligible   to   receive   such   awards,  as
14      provided by law.............................   $3,700,000

15        Section 70.  The sum of $150,000, or so much  thereof  as
16    may  be  necessary,  is  appropriated to the Illinois Student
17    Assistance Commission  from  the  General  Revenue  Fund  for
18    support   of   new   initiatives  to  increase  awareness  of
19    educational and financial aid opportunities among underserved
20    or underrepresented populations.

21        Section 75.  The sum of $220,000,000, or so much  thereof
22    as may be necessary, is appropriated from the Federal Student
23    Loan  Fund  to the Illinois Student Assistance Commission for
24    distribution when necessary as a result of the following: for
25    guarantees of loans that are  uncollectable,  for  collection
26    payments to the Student Loan Operating Fund as required under
27    agreements with the United States Secretary of Education, for
28    payment  to  the  Student  Loan  Operating  Fund  for Default
29    Aversion Fees, and for other distributions as  necessary  and
30    provided for under the Federal Higher Education Act.

 1        Section  80.  The  sum of $24,000,000, or so much thereof
 2    as may be  necessary,    is   appropriated  to  the  Illinois
 3    Student Assistance Commission from the Student Loan Operating
 4    Fund  for  distribution  as  necessary for the following: for
 5    payment of collection agency fees associated with  collection
 6    activities  for  Federal  Family Education Loans, for Default
 7    Aversion Fee reversals, and for  distributions  as  necessary
 8    and provided for under the Federal Higher Education Act.

 9        Section 85.  The sum of $5,000,000, or so much thereof as
10    may  be  necessary,  is  appropriated to the Illinois Student
11    Assistance Commission from the Student  Loan  Operating  Fund
12    for costs associated with Federal Loan System Development and
13    Maintenance.

14        Section  90.  The  sum of $13,000,000, or so much thereof
15    as may be necessary, is appropriated to the Illinois  Student
16    Assistance  Commission  from  the Student Loan Operating Fund
17    for  transfer  to  the  Federal   Student   Loan   Fund   for
18    reimbursement   of   sums  transferred  for  working  capital
19    purposes as permitted by federal law.

20        Section 95.  The sum of $1,300,000, or so much thereof as
21    may be necessary, is appropriated from  the  Federal  Reserve
22    Recall Fund to the Illinois Student Assistance Commission for
23    default  prevention  activities  and transfers to the Student
24    Loan Operating Fund.

25        Section 100.  The sum of $300,000, or  so  much  of  that
26    amount as may be necessary, is appropriated from the Accounts
27    Receivable Fund to the Illinois Student Assistance Commission
28    for  costs  associated  with  the  collection  of  delinquent
29    scholarship awards pursuant to the Illinois State  Collection
30    Act of 1986.

 1        Section  105.  The  following  named  amount,  or so much
 2    thereof as may be necessary, is appropriated from the Federal
 3    Student Assistance Scholarship Fund to the  Illinois  Student
 4    Assistance Commission for the following purpose:
 5      For payment of Robert C. Byrd
 6       Honors Scholarships........................   $1,800,000

 7        Section  110.  The  sum of $70,000, or so much thereof as
 8    may be  necessary,  is appropriated to the  Illinois  Student
 9    Assistance  Commission  from  the  University  Grant Fund for
10    payment of  grants  for  the  Higher Education License  Plate
11    Program, as provided by law.

12        Section  115.  The  following  named  amount,  or so much
13    thereof as may be necessary, is appropriated from the Federal
14    Reserve  Recall  Fund  to  the  Illinois  Student  Assistance
15    Commission for the following purpose:
16    For student loan reserve recalled by the
17      Secretary of Education, United States
18      Department of Education, for transfer to
19      the Federal Student Loan Fund .................$  4,000,000

20        Section 120.  The following  named  amount,  or  so  much
21    thereof as may be necessary, is appropriated from the Federal
22    Student  Assistance  Scholarship Fund to the Illinois Student
23    Assistance Commission for the following purpose:
24    For transferring repayment funds collected
25      under the Paul Douglas Teacher Scholarship
26      Program to the U.S. Treasury ....................$  400,000

27        Section 125.  The following named  amounts,  or  so  much
28    thereof  as  may  be  necessary,  are  appropriated  from the
29    Student  Loan  Operating  Fund  to   the   Illinois   Student
30    Assistance Commission for the following purposes:

 1    Enhance Outreach and Awareness ......................$162,500
 2    E-Learning Initiative ..............................  250,000

 5        Section  5.  The  sum  of $143,525, or so much thereof as
 6    may be necessary and  remains  unexpended  at  the  close  of
 7    business  on  June  30, 2003, from a reappropriation made for
 8    such purpose in Article 14, Section 5 of Public  Act  92-538,
 9    is  reappropriated  from  the Capital Development Fund to the
10    Illinois Community College Board for distribution  as  grants
11    to   community   colleges   for   technology   infrastructure
12    improvements. No contract shall be entered into or obligation
13    incurred  for any expenditures from the appropriation made in
14    this Section until after the purposes and amounts  have  been
15    approved in writing by the Governor.

16        Section  10.  The  sum  of $73,396, or so much thereof as
17    may be necessary and  remains  unexpended  at  the  close  of
18    business  on  June  30, 2003, from a reappropriation made for
19    such purpose in Article 14, Section 10 of Public Act  92-538,
20    is  reappropriated  from  the Capital Development Fund to the
21    Illinois Community College Board for distribution  as  grants
22    to   community   colleges   for   technology   infrastructure
23    improvements. No contract shall be entered into or obligation
24    incurred  for any expenditures from the appropriation made in
25    this Section until after the purposes and amounts  have  been
26    approved in writing by the Governor.

27        Section  15.  The  following  named  amounts,  or so much
28    thereof as may be necessary, respectively,  for  the  objects
29    and  purposes  hereinafter  named,  are appropriated from the
30    General Revenue Fund to the Illinois Community College  Board

16        Section  30.  The  sum of $25,000,000, or so much thereof

19    Illinois Community College Board to  be  expended  under  the
20    terms   and  conditions  associated  with  the  moneys  being
21    received.

22        Section 35.  The sum of $1,500,000, or so much thereof as
23    may  be  necessary,  is  appropriated  from  the  ICCB  Adult
24    Education Fund to the Illinois Community  College  Board  for
25    operational  expenses associated with administration of adult
26    education and literacy activities.

27        Section 45.  The following  named  amounts,  or  so  much
28    thereof  as  may be necessary, respectively, are appropriated
29    from the General  Revenue  Fund  to  the  Illinois  Community
30    College Board for distribution to qualifying public community

26    reappropriated from the Capital Development Fund to the Board
27    of  Trustees  of  the  University  of  Illinois  to  plan and
28    construct a Classroom and Office Building at the  Springfield
29    Campus  and related utility systems, including planning, land
30    acquisition,    demolition,     construction,     remodeling,

27    purchase equipment for the renovation and expansion of  Booth
