1 AN ACT in relation to transportation.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Illinois Highway Code is amended by
5 changing Section 9-117 as follows:
6 (605 ILCS 5/9-117) (from Ch. 121, par. 9-117)
7 Sec. 9-117. If any person injures or obstructs a public
8 highway by felling a tree or trees in, upon or across the
9 same, or by placing or leaving any other obstruction thereon,
10 or encroaching upon the same with any fence, or by plowing or
11 digging any ditch or other opening thereon, or by turning a
12 current of water so as to saturate, wash or damage the same,
13 or by plowing in or across or on the slopes of the side
14 gutters or ditches, or by placing any material in such
15 ditches, or in any way interfering with the free flow of
16 water therein, or leaves the cuttings of any hedge thereon
17 for more than 10 days, without the permission of the highway
18 authority having jurisdiction over such highway, he shall be
19 guilty of a petty offense and fined for every such offense
20 not less than $50$10 nor more than $500$100; and in case of
21 placing any obstruction on the highway, an additional sum of
22 not exceeding $50$10 per day for every day he allows such
23 obstruction to remain after he has been ordered to remove it
24 by the highway authority having jurisdiction over such
25 highway. Any person feeling himself aggrieved or any such
26 highway authority may make a complaint under this Section.
27 The highway authority having jurisdiction over such
28 highway, after having given 10 days' notice to the owners of
29 the obstruction or person so obstructing, or plowing, or
30 digging ditches upon such highway or interfering with the
31 free flow of water in the side gutters or ditches, of the

1 obstruction, plowing or digging of ditches, interfering with
2 drainage, or of the encroachment of any fence, may remove any
3 such fence or other obstruction, fill up any ditch or
4 excavation except ditches necessary to the drainage of an
5 adjoining farm emptying into a ditch upon the highway, or
6 regrade such side gutters or ditches, and recover the
7 necessary cost of such removal or filling of any such ditch
8 or excavation, or regrading of such side gutters or ditches
9 from such owner or other person obstructing or damaging such
10 highway aforesaid, to be collected by the highway authority
11 having jurisdiction of the highway whereon such offense was
12 committed. Any such cost recovered shall be deposited in the
13 road fund of the political division having jurisdiction over
14 the highway adjudged to have been obstructed or injured, and
15 shall be used only for maintenance or construction of public
16 highways under the jurisdiction of that division.
17 The 10 day notice requirement of this Section is not
18 required for any obstruction to traffic flow including
19 non-adherence to the provisions of a permit issued by the
20 highway authority having jurisdiction under Section 4-209,
21 5-413, or 9-113 of this Code.
22 However, this section shall not apply to any person who
23 shall lawfully fell any tree for use and shall immediately
24 remove the same out of the highway, nor to any person through
25 or along whose land a public highway may pass, who shall
26 desire to drain his land, and who shall give due notice to
27 the proper highway authority of such intention, and who shall
28 first secure from such highway authority written permission
29 for any work, ditching or excavating he proposes to do within
30 the limits of the highway.

10 Sec. 11-302. Authority to designate through highway and
11 stop and yield intersections.
12 (a) The Department with reference to State highways
13 under its jurisdiction, and local authorities and road
14 district highway commissioners with reference to other
15 highways under their jurisdiction, may designate through
16 highways and erect stop signs or yield signs at specified
17 entrances thereto, or may designate any intersection as a
18 stop intersection or as a yield intersection and erect stop
19 signs or yield signs at one or more entrances to such
20 intersection. Designation of through highways and stop or
21 yield intersections and the erection of stop signs or yield
22 signs on township or road district roads are subject to the
23 written approval of the county engineer or superintendent of
24 highways.
25 (b) Every stop sign and yield sign shall conform to the
26 State Manual and Specifications and shall be located as near
27 as practicable to the nearest line of the crosswalk on the
28 near side of the intersection or, if there is no crosswalk,
29 then as close as practicable to the nearest line of the
30 intersecting roadway.
31 (c) The Department may in its discretion and when
32 traffic conditions warrant such action give preference to

1 traffic upon any of the State highways under its jurisdiction
2 over traffic crossing or entering such highway by erecting
3 appropriate traffic control devices.

6 Sec. 11-304. Local traffic-control devices; tourist
7 oriented businesses signs.
8 Local authorities and road district highway commissioners
9 in their respective maintenance jurisdiction shall place and
10 maintain such traffic-control devices upon highways under
11 their maintenance jurisdiction as are required to indicate
12 and carry out the provisions of this Chapter, and local
13 traffic ordinances or to regulate, warn, or guide traffic.
14 All such traffic control devices shall conform to the State
15 Manual and Specifications and shall be justified by traffic
16 warrants stated in the Manual. Placement of traffic-control
17 devices on township or road district roads also shall be
18 subject to the written approval of the county engineer or
19 superintendent of highways.
20 Local authorities and road district highway commissioners
21 in their respective maintenance jurisdictions shall have the
22 authority to install signs, in conformance with the State
23 Manual and specifications, alerting motorists of the tourist
24 oriented businesses available on roads under local
25 jurisdiction in rural areas as may be required to guide
26 motorists to the businesses. The local authorities and road
27 district highway commissioners shall also have the authority
28 to sell or lease space on these signs to the owners or
29 operators of the businesses.

32 Sec. 15-102. Width of Vehicles.

1 (a) On Class III and non-designated State and local
2 highways, the total outside width of any vehicle or load
3 thereon shall not exceed 8 feet.
4 (b) Except during those times when, due to insufficient
5 light or unfavorable atmospheric conditions, persons and
6 vehicles on the highway are not clearly discernible at a
7 distance of 1000 feet, the following vehicles may exceed the
8 8 feet limitation during the period from a half hour before
9 sunrise to a half hour after sunset:
10 (1) Loads of hay, straw or other similar farm
11 products provided that the load is not more than 12 feet
12 wide.
13 (2) Implements of husbandry being transported on
14 another vehicle and the transporting vehicle while
15 loaded.
16 The following requirements apply to the
17 transportation on another vehicle of an implement of
18 husbandry wider than 8 feet 6 inches on the National
19 System of Interstate and Defense Highways or other
20 highways in the system of State highways:
21 (A) The driver of a vehicle transporting an
22 implement of husbandry that exceeds 8 feet 6 inches
23 in width shall obey all traffic laws and shall check
24 the roadways prior to making a movement in order to
25 ensure that adequate clearance is available for the
26 movement. It is prima facie evidence that the
27 driver of a vehicle transporting an implement of
28 husbandry has failed to check the roadway prior to
29 making a movement if the vehicle is involved in a
30 collision with a bridge, overpass, fixed structure,
31 or properly placed traffic control device or if the
32 vehicle blocks traffic due to its inability to
33 proceed because of a bridge, overpass, fixed
34 structure, or properly placed traffic control

1 device.
2 (B) Flags shall be displayed so as to wave
3 freely at the extremities of overwidth objects and
4 at the extreme ends of all protrusions, projections,
5 and overhangs. All flags shall be clean, bright red
6 flags with no advertising, wording, emblem, or
7 insignia inscribed upon them and at least 18 inches
8 square.
9 (C) "OVERSIZE LOAD" signs are mandatory on the
10 front and rear of all vehicles with loads over 10
11 feet wide. These signs must have 12-inch high black
12 letters with a 2-inch stroke on a yellow sign that
13 is 7 feet wide by 18 inches high.
14 (D) One civilian escort vehicle is required
15 for a load that exceeds 14 feet 6 inches in width
16 and 2 civilian escort vehicles are required for a
17 load that exceeds 16 feet in width on the National
18 System of Interstate and Defense Highways or other
19 highways in the system of State highways.
20 (E) The requirements for a civilian escort
21 vehicle and driver are as follows:
22 (1) The civilian escort vehicle shall be
23 a passenger car or a second division vehicle
24 not exceeding a gross vehicle weight of 8,000
25 pounds that is designed to afford clear and
26 unobstructed vision to both front and rear.
27 (2) The escort vehicle driver must be
28 properly licensed to operate the vehicle.
29 (3) While in use, the escort vehicle must
30 be equipped with illuminated rotating,
31 oscillating, or flashing amber lights or
32 flashing amber strobe lights mounted on top
33 that are of sufficient intensity to be visible
34 at 500 feet in normal sunlight.

1 (4) "OVERSIZE LOAD" signs are mandatory
2 on all escort vehicles. The sign on an escort
3 vehicle shall have 8-inch high black letters on
4 a yellow sign that is 5 feet wide by 12 inches
5 high.
6 (5) When only one escort vehicle is
7 required and it is operating on a two-lane
8 highway, the escort vehicle shall travel
9 approximately 300 feet ahead of the load. The
10 rotating, oscillating, or flashing lights or
11 flashing amber strobe lights and an "OVERSIZE
12 LOAD" sign shall be displayed on the escort
13 vehicle and shall be visible from the front.
14 When only one escort vehicle is required and it
15 is operating on a multilane divided highway,
16 the escort vehicle shall travel approximately
17 300 feet behind the load and the sign and
18 lights shall be visible from the rear.
19 (6) When 2 escort vehicles are required,
20 one escort shall travel approximately 300 feet
21 ahead of the load and the second escort shall
22 travel approximately 300 feet behind the load.
23 The rotating, oscillating, or flashing lights
24 or flashing amber strobe lights and an
25 "OVERSIZE LOAD" sign shall be displayed on the
26 escort vehicles and shall be visible from the
27 front on the lead escort and from the rear on
28 the trailing escort.
29 (7) When traveling within the corporate
30 limits of a municipality, the escort vehicle
31 shall maintain a reasonable and proper distance
32 from the oversize load, consistent with
33 existing traffic conditions.
34 (8) A separate escort shall be provided

1 for each load hauled.
2 (9) The driver of an escort vehicle shall
3 obey all traffic laws.
4 (10) The escort vehicle must be in safe
5 operational condition.
6 (11) The driver of the escort vehicle
7 must be in radio contact with the driver of the
8 vehicle carrying the oversize load.
9 (F) A transport vehicle while under load of
10 more than 8 feet 6 inches in width must be equipped
11 with an illuminated rotating, oscillating, or
12 flashing amber light or lights or a flashing amber
13 strobe light or lights mounted on the top of the cab
14 that are of sufficient intensity to be visible at
15 500 feet in normal sunlight. If the load on the
16 transport vehicle blocks the visibility of the amber
17 lighting from the rear of the vehicle, the vehicle
18 must also be equipped with an illuminated rotating,
19 oscillating, or flashing amber light or lights or a
20 flashing amber strobe light or lights mounted on the
21 rear of the load that are of sufficient intensity to
22 be visible at 500 feet in normal sunlight.
23 (G) When a flashing amber light is required on
24 the transport vehicle under load and it is operating
25 on a two-lane highway, the transport vehicle shall
26 display to the rear at least one rotating,
27 oscillating, or flashing light or a flashing amber
28 strobe light and an "OVERSIZE LOAD" sign. When a
29 flashing amber light is required on the transport
30 vehicle under load and it is operating on a
31 multilane divided highway, the sign and light shall
32 be visible from the rear.
33 (H) Maximum speed shall be 45 miles per hour
34 on all such moves or 5 miles per hour above the

1 posted minimum speed limit, whichever is greater,
2 but the vehicle shall not at any time exceed the
3 posted maximum speed limit.
4 (3) Portable buildings designed and used for
5 agricultural and livestock raising operations that are
6 not more than 14 feet wide and with not more than a 1
7 foot overhang along the left side of the hauling vehicle.
8 However, the buildings shall not be transported more than
9 10 miles and not on any route that is part of the
10 National System of Interstate and Defense Highways.
11 All buildings when being transported shall display at
12 least 2 red cloth flags, not less than 12 inches square,
13 mounted as high as practicable on the left and right side of
14 the building.
15 A State Police escort shall be required if it is
16 necessary for this load to use part of the left lane when
17 crossing any 2 laned State highway bridge.
18 (c) Vehicles propelled by electric power obtained from
19 overhead trolley wires operated wholly within the corporate
20 limits of a municipality are also exempt from the width
21 limitation.
22 (d) Exemptions are also granted to vehicles designed for
23 the carrying of more than 10 persons under the following
24 conditions:
25 (1) (Blank);
26 (2) When operated within any public transportation
27 service with the approval of local authorities or an
28 appropriate public body authorized by law to provide
29 public transportation. Any vehicle so operated may be 8
30 feet 6 inches in width; or
31 (3) When a county engineer or superintendent of
32 highways, after giving due consideration to the mass
33 transportation needs of the area and to the width and
34 condition of the road, has determined that the operation

1 of buses wider than 8 feet will not pose an undue safety
2 hazard on a particular county or township road segment,
3 he or she may authorize buses not to exceed 8 feet 6
4 inches in width on any highway under that engineer's or
5 superintendent's jurisdiction.
6 (e) A vehicle and load traveling upon the National
7 System of Interstate and Defense Highways or any other
8 highway in the system of State highways that has been
9 designated as a Class I or Class II highway by the
10 Department, or any street or highway designated by local
11 authorities or road district commissioners, may have a total
12 outside width of 8 feet 6 inches, provided that certain
13 safety devices that the Department determines as necessary
14 for the safe and efficient operation of motor vehicles shall
15 not be included in the calculation of width.
16 (e-1) A vehicle and load more than 8 feet wide but not
17 exceeding 8 feet 6 inches in width is allowed access
18 according to the following:
19 (1) A vehicle and load not exceeding 73,280 pounds
20 in weight is allowed access from any State designated
21 highway onto any county, township, or municipal highway
22 for a distance of 5 highway miles for the purpose of
23 loading and unloading, provided:
24 (A) The vehicle and load does not exceed 65
25 feet overall length.
26 (B) There is no sign prohibiting that access.
27 (C) The route is not being used as a
28 thoroughfare between State designated highways.
29 (2) A vehicle and load not exceeding 73,280 pounds
30 in weight is allowed access from any State designated
31 highway onto any county or township highway for a
32 distance of 5 highway miles or onto any municipal highway
33 for a distance of one highway mile for the purpose of
34 food, fuel, repairs, and rest, provided:

1 (A) The vehicle and load does not exceed 65
2 feet overall length.
3 (B) There is no sign prohibiting that access.
4 (C) The route is not being used as a
5 thoroughfare between State designated highways.
6 (3) A vehicle and load not exceeding 80,000 pounds
7 in weight is allowed access from a Class I highway onto
8 any street or highway for a distance of one highway mile
9 for the purpose of loading, unloading, food, fuel,
10 repairs, and rest, provided there is no sign prohibiting
11 that access.
12 (4) A vehicle and load not exceeding 80,000 pounds
13 in weight is allowed access from a Class I or Class II
14 highway onto any State highway or any locally designated
15 highway for a distance of 5 highway miles for the purpose
16 of loading, unloading, food, fuel, repairs, and rest.
17 (5) A trailer or semi-trailer not exceeding 28 feet
18 6 inches in length, that was originally in combination
19 with a truck tractor, shall have unlimited access to
20 points of loading and unloading.
21 (6) All household goods carriers shall have
22 unlimited access to points of loading and unloading.
23 Section 5-35 of the Illinois Administrative Procedure Act
24 relating to procedures for rulemaking shall not apply to the
25 designation of highways under this paragraph (e).
26 (f) Mirrors required by Section 12-502 of this Code and
27 other safety devices identified by the Department may project
28 up to 14 inches beyond each side of a bus and up to 6 inches
29 beyond each side of any other vehicle, and that projection
30 shall not be deemed a violation of the width restrictions of
31 this Section.
32 (g) Any person who is convicted of violating this
33 Section is subject to the penalty as provided in paragraph
34 (b) of Section 15-113.

3 Sec. 15-107. Length of vehicles.
4 (a) The maximum length of a single vehicle on any
5 highway of this State may not exceed 42 feet except the
6 following:
7 (1) Semitrailers.
8 (2) Charter or regulated route buses may be up to
9 45 feet in length, not including energy absorbing
10 bumpers.
11 (a-1) A motor home as defined in Section 1-145.01 may be
12 up to 45 feet in length, not including energy absorbing
13 bumpers. The length limitations described in this subsection
14 (a-1) shall be exclusive of energy-absorbing bumpers and rear
15 view mirrors.
16 (b) On all non-State highways, the maximum length of
17 vehicles in combinations is as follows:
18 (1) A truck tractor in combination with a
19 semitrailer may not exceed 55 feet overall dimension.
20 (2) A truck tractor-semitrailer-trailer may not
21 exceed 60 feet overall dimension.
22 (3) Combinations specially designed to transport
23 motor vehicles or boats may not exceed 60 feet overall
24 dimension.
25 Vehicles operating during daylight hours when
26 transporting poles, pipes, machinery, or other objects of a
27 structural nature that cannot readily be dismembered are
28 exempt from length limitations, provided that no object may
29 exceed 80 feet in length and the overall dimension of the
30 vehicle including the load may not exceed 100 feet. This
31 exemption does not apply to operation on a Saturday, Sunday,
32 or legal holiday. Legal holidays referred to in this Section
33 are the days on which the following traditional holidays are

1 celebrated: New Year's Day; Memorial Day; Independence Day;
2 Labor Day; Thanksgiving Day; and Christmas Day.
3 Vehicles and loads operated by a public utility while en
4 route to make emergency repairs to public service facilities
5 or properties are exempt from length limitations, provided
6 that during night operations every vehicle and its load must
7 be equipped with a sufficient number of clearance lamps on
8 both sides and marker lamps on the extreme ends of any
9 projecting load to clearly mark the dimensions of the load.
10 A tow truck in combination with a disabled vehicle or
11 combination of disabled vehicles, as provided in paragraph
12 (6) of subsection (c) of this Section, is exempt from length
13 limitations.
14 All other combinations not listed in this subsection (b)
15 may not exceed 60 feet overall dimension.
16 (c) Combinations of vehicles may not exceed a total of 2
17 vehicles except the following:
18 (1) A truck tractor semitrailer may draw one
19 trailer.
20 (2) A truck tractor semitrailer may draw one
21 converter dolly.
22 (3) A truck tractor semitrailer may draw one
23 vehicle that is defined in Chapter 1 as special mobile
24 equipment, provided the overall dimension does not exceed
25 60 feet.
26 (4) A truck in transit may draw 3 trucks in transit
27 coupled together by the triple saddlemount method.
28 (5) Recreational vehicles consisting of 3 vehicles,
29 provided the following:
30 (A) The total overall dimension does not
31 exceed 60 feet.
32 (B) The towing vehicle is a properly
33 registered vehicle capable of towing another vehicle
34 using a fifth-wheel type assembly.

1 (C) The second vehicle in the combination of
2 vehicles is a recreational vehicle that is towed by
3 a fifth-wheel assembly. This vehicle must be
4 properly registered and must be equipped with
5 brakes, regardless of weight.
6 (D) The third vehicle must be the lightest of
7 the 3 vehicles and be a trailer or semitrailer
8 designed or used for transporting a boat,
9 all-terrain vehicle, personal watercraft, or
10 motorcycle.
11 (E) The towed vehicles may be only for the use
12 of the operator of the towing vehicle.
13 (F) All vehicles must be properly equipped
14 with operating brakes and safety equipment required
15 by this Code, except the additional brake
16 requirement in subdivision (C) of this subparagraph
17 (5).
18 (6) A tow truck in combination with a disabled
19 vehicle or combination of disabled vehicles, provided the
20 towing vehicle:
21 (A) Is specifically designed as a tow truck
22 having a gross vehicle weight rating of at least
23 18,000 pounds and equipped with air brakes, provided
24 that air brakes are required only if the towing
25 vehicle is towing a vehicle, semitrailer, or
26 tractor-trailer combination that is equipped with
27 air brakes. For the purpose of this subsection,
28 gross vehicle weight rating, or GVWR, means the
29 value specified by the manufacturer as the loaded
30 weight of the tow truck.
31 (B) Is equipped with flashing, rotating, or
32 oscillating amber lights, visible for at least 500
33 feet in all directions.
34 (C) Is capable of utilizing the lighting and

1 braking systems of the disabled vehicle or
2 combination of vehicles.
3 (D) Does not engage a tow exceeding 50 highway
4 miles from the initial point of wreck or disablement
5 to a place of repair. Any additional movement of the
6 vehicles may occur only upon issuance of
7 authorization for that movement under the provisions
8 of Sections 15-301 through 15-319 of this Code.
9 The Department may by rule or regulation prescribe
10 additional requirements regarding length limitations for a
11 tow truck towing another vehicle.
12 For purposes of this Section, a tow-dolly that merely
13 serves as substitute wheels for another legally licensed
14 vehicle is considered part of the licensed vehicle and not a
15 separate vehicle.
16 (d) On Class I highways there are no overall length
17 limitations on motor vehicles operating in combinations
18 provided:
19 (1) The length of a semitrailer, unladen or with
20 load, in combination with a truck tractor may not exceed
21 53 feet.
22 (2) The distance between the kingpin and the center
23 of the rear axle of a semitrailer longer than 48 feet, in
24 combination with a truck tractor, may not exceed 45 feet
25 6 inches.
26 (3) The length of a semitrailer or trailer, unladen
27 or with load, operated in a truck
28 tractor-semitrailer-trailer combination, may not exceed
29 28 feet 6 inches.
30 (4) Maxi-cube combinations, as defined in Chapter
31 1, may not exceed 65 feet overall dimension.
32 (5) Combinations of vehicles specifically designed
33 to transport motor vehicles or boats may not exceed 65
34 feet overall dimension. The length limitation is

1 inclusive of front and rear bumpers but exclusive of the
2 overhang of the transported vehicles, as provided in
3 paragraph (i) of this Section.
4 (6) Stinger steered semitrailer vehicles as defined
5 in Chapter 1, specifically designed to transport motor
6 vehicles or boats, may not exceed 75 feet overall
7 dimension. The length limitation is inclusive of front
8 and rear bumpers but exclusive of the overhang of the
9 transported vehicles, as provided in paragraph (i) of
10 this Section.
11 (7) A truck in transit transporting 3 trucks
12 coupled together by the triple saddlemount method may not
13 exceed 75 feet overall dimension.
14 Vehicles operating during daylight hours when
15 transporting poles, pipes, machinery, or other objects of a
16 structural nature that cannot readily be dismembered are
17 exempt from length limitations, provided that no object may
18 exceed 80 feet in length and the overall dimension of the
19 vehicle including the load may not exceed 100 feet. This
20 exemption does not apply to operation on a Saturday, Sunday,
21 or legal holiday. Legal holidays referred to in this Section
22 are the days on which the following traditional holidays are
23 celebrated: New Year's Day; Memorial Day; Independence Day;
24 Labor Day; Thanksgiving Day; and Christmas Day.
25 Vehicles and loads operated by a public utility while en
26 route to make emergency repairs to public service facilities
27 or properties are exempt from length limitations, provided
28 that during night operations every vehicle and its load must
29 be equipped with a sufficient number of clearance lamps on
30 both sides and marker lamps on the extreme ends of any
31 projecting load to clearly mark the dimensions of the load.
32 A tow truck in combination with a disabled vehicle or
33 combination of disabled vehicles, as provided in paragraph
34 (6) of subsection (c) of this Section, is exempt from length

1 limitations.
2 The length limitations described in this paragraph (d)
3 shall be exclusive of safety and energy conservation devices,
4 such as bumpers, refrigeration units or air compressors and
5 other devices, that the Department may interpret as necessary
6 for safe and efficient operation; except that no device
7 excluded under this paragraph shall have by its design or use
8 the capability to carry cargo.
9 Section 5-35 of the Illinois Administrative Procedure Act
10 relating to procedures for rulemaking shall not apply to the
11 designation of highways under this paragraph (d).
12 (e) On Class II highways there are no overall length
13 limitations on motor vehicles operating in combinations,
14 provided:
15 (1) The length of a semitrailer, unladen or with
16 load, in combination with a truck tractor, may not exceed
17 53 feet overall dimension.
18 (2) The distance between the kingpin and the center
19 of the rear axle of a semitrailer longer than 48 feet, in
20 combination with a truck tractor, may not exceed 45 feet
21 6 inches.
22 (3) A truck tractor-semitrailer-trailer combination
23 may not exceed 65 feet in dimension from front axle to
24 rear axle.
25 (4) The length of a semitrailer or trailer, unladen
26 or with load, operated in a truck
27 tractor-semitrailer-trailer combination, may not exceed
28 28 feet 6 inches.
29 (5) Maxi-cube combinations, as defined in Chapter
30 1, may not exceed 65 feet overall dimension.
31 (6) A combination of vehicles, specifically
32 designed to transport motor vehicles or boats, may not
33 exceed 65 feet overall dimension. The length limitation
34 is inclusive of front and rear bumpers but exclusive of

1 the overhang of the transported vehicles, as provided in
2 paragraph (i) of this Section.
3 (7) Stinger steered semitrailer vehicles, as
4 defined in Chapter 1, specifically designed to transport
5 motor vehicles or boats, may not exceed 75 feet overall
6 dimension. The length limitation is inclusive of front
7 and rear bumpers but exclusive of the overhang of the
8 transported vehicles, as provided in paragraph (i) of
9 this Section.
10 (8) A truck in transit transporting 3 trucks
11 coupled together by the triple saddlemount method may not
12 exceed 75 feet overall dimension.
13 Vehicles operating during daylight hours when
14 transporting poles, pipes, machinery, or other objects of a
15 structural nature that cannot readily be dismembered are
16 exempt from length limitations, provided that no object may
17 exceed 80 feet in length and the overall dimension of the
18 vehicle including the load may not exceed 100 feet. This
19 exemption does not apply to operation on a Saturday, Sunday,

1 Local authorities and road district commissioners, with
2 respect to streets and highways under their jurisdiction, may
3 also by ordinance or resolution allow length limitations of
4 this subsection (e).
5 The length limitations described in this paragraph (e)
6 shall be exclusive of safety and energy conservation devices,
7 such as bumpers, refrigeration units or air compressors and
8 other devices, that the Department may interpret as necessary
9 for safe and efficient operation; except that no device
10 excluded under this paragraph shall have by its design or use
11 the capability to carry cargo.
12 (e-1) Combinations of vehicles not exceeding 65 feet
13 overall length are allowed access as follows:
14 (1) From any State designated highway onto any
15 county, township, or municipal highway for a distance of
16 5 highway miles for the purpose of loading and unloading,
17 provided:
18 (A) The vehicle does not exceed 73,280 pounds
19 in gross weight and 8 feet 6 inches in width.
20 (B) There is no sign prohibiting that access.
21 (C) The route is not being used as a
22 thoroughfare between State designated highways.
23 (2) From any State designated highway onto any
24 county or township highway for a distance of 5 highway
25 miles or onto any municipal highway for a distance of one
26 highway mile for the purpose of food, fuel, repairs, and
27 rest, provided:
28 (A) The vehicle does not exceed 73,280 pounds
29 in gross weight and 8 feet 6 inches in width.
30 (B) There is no sign prohibiting that access.
31 (C) The route is not being used as a
32 thoroughfare between State designated highways.
33 (e-2) Except as provided in subsection (e-3),
34 combinations of vehicles over 65 feet in length, with no

1 overall length limitation except as provided in subsections
2 (d) and (e) of this Section, are allowed access as follows:
3 (1) From a Class I highway onto any street or
4 highway for a distance of one highway mile for the
5 purpose of loading, unloading, food, fuel, repairs, and
6 rest, provided there is no sign prohibiting that access.
7 (2) From a Class I or Class II highway onto any
8 State highway or any locally designated highway for a
9 distance of 5 highway miles for the purpose of loading,
10 unloading, food, fuel, repairs, and rest.
11 (e-3) Combinations of vehicles over 65 feet in length
12 operated by household goods carriers, with no overall length
13 limitations except as provided in subsections (d) and (e) of
14 this Section, have unlimited access to points of loading and
15 unloading.
16 Section 5-35 of the Illinois Administrative Procedure Act
17 relating to procedures for rulemaking shall not apply to the
18 designation of highways under this paragraph (e).
19 (f) On Class III and other non-designated State
20 highways, the length limitations for vehicles in combination
21 are as follows:
22 (1) Truck tractor-semitrailer combinations, must
23 comply with either a maximum 55 feet overall wheel base
24 or a maximum 65 feet extreme overall dimension.
25 (2) Semitrailers, unladen or with load, may not
26 exceed 53 feet overall dimension.
27 (3) No truck tractor-semitrailer-trailer
28 combination may exceed 60 feet extreme overall dimension.
29 (4) The distance between the kingpin and the center
30 axle of a semitrailer longer than 48 feet, in combination
31 with a truck tractor, may not exceed 42 feet 6 inches.
32 (g) Length limitations in the preceding subsections of
33 this Section 15-107 do not apply to the following:
34 (1) Vehicles operated in the daytime, except on

1 Saturdays, Sundays, or legal holidays, when transporting
2 poles, pipe, machinery, or other objects of a structural
3 nature that cannot readily be dismembered, provided the
4 overall length of vehicle and load may not exceed 100
5 feet and no object exceeding 80 feet in length may be
6 transported unless a permit has been obtained as
7 authorized in Section 15-301.
8 (2) Vehicles and loads operated by a public utility
9 while en route to make emergency repairs to public
10 service facilities or properties, but during night
11 operation every vehicle and its load must be equipped
12 with a sufficient number of clearance lamps on both sides
13 and marker lamps upon the extreme ends of any projecting
14 load to clearly mark the dimensions of the load.
15 (3) A tow truck in combination with a disabled
16 vehicle or combination of disabled vehicles, provided the
17 towing vehicle meets the following conditions:
18 (A) It is specifically designed as a tow truck
19 having a gross vehicle weight rating of at least
20 18,000 pounds and equipped with air brakes, provided
21 that air brakes are required only if the towing
22 vehicle is towing a vehicle, semitrailer, or
23 tractor-trailer combination that is equipped with
24 air brakes.
25 (B) It is equipped with flashing, rotating, or
26 oscillating amber lights, visible for at least 500
27 feet in all directions.
28 (C) It is capable of utilizing the lighting
29 and braking systems of the disabled vehicle or
30 combination of vehicles.
31 (D) It does not engage in a tow exceeding 50
32 miles from the initial point of wreck or
33 disablement.
34 The Department may by rule or regulation prescribe

1 additional requirements regarding length limitations for a
2 tow truck towing another vehicle.
3 For the purpose of this subsection, gross vehicle weight
4 rating, or GVWR, shall mean the value specified by the
5 manufacturer as the loaded weight of the tow truck. Legal
6 holidays referred to in this Section shall be specified as
7 the day on which the following traditional holidays are
8 celebrated:
9 New Year's Day;
10 Memorial Day;
11 Independence Day;
12 Labor Day;
13 Thanksgiving Day; and
14 Christmas Day.
15 (h) The load upon any vehicle operated alone, or the
16 load upon the front vehicle of a combination of vehicles,
17 shall not extend more than 3 feet beyond the front wheels of
18 the vehicle or the front bumper of the vehicle if it is
19 equipped with a front bumper. The provisions of this
20 subsection (h) shall not apply to any vehicle or combination
21 of vehicles specifically designed for the collection and
22 transportation of waste, garbage, or recyclable materials
23 during the vehicle's operation in the course of collecting
24 garbage, waste, or recyclable materials if the vehicle is
25 traveling at a speed not in excess of 15 miles per hour
26 during the vehicle's operation and in the course of
27 collecting garbage, waste, or recyclable materials. However,
28 in no instance shall the load extend more than 7 feet beyond
29 the front wheels of the vehicle or the front bumper of the
30 vehicle if it is equipped with a front bumper.
31 (i) The load upon the front vehicle of a combination of
32 vehicles specifically designed to transport motor vehicles
33 shall not extend more than 3 feet beyond the foremost part of
34 the transporting vehicle and the load upon the rear

1 transporting vehicle shall not extend more than 4 feet beyond
2 the rear of the bed or body of the vehicle. This paragraph
3 shall only be applicable upon highways designated in
4 paragraphs (d) and (e) of this Section.
5 (j) Articulated vehicles comprised of 2 sections,
6 neither of which exceeds a length of 42 feet, designed for
7 the carrying of more than 10 persons, may be up to 60 feet in
8 length, not including energy absorbing bumpers, provided that
9 the vehicles are:
10 1. operated by or for any public body or motor
11 carrier authorized by law to provide public
12 transportation services; or
13 2. operated in local public transportation service
14 by any other person and the municipality in which the
15 service is to be provided approved the operation of the
16 vehicle.

20 (b) of Section 15-113.

26 (a) On non-designated highways, no vehicle or
27 combination of vehicles equipped with pneumatic tires may be
28 operated, unladen or with load, when the total weight
29 transmitted to the road surface exceeds 18,000 pounds on a
30 single axle or 32,000 pounds on a tandem axle with no axle
31 within the tandem exceeding 18,000 pounds except:
32 (1) when a different limit is established and
33 posted in accordance with Section 15-316 of this Code;

1 (2) vehicles for which the Department of
2 Transportation and local authorities issue overweight
3 permits under authority of Section 15-301 of this Code;
4 (3) tow trucks subject to the conditions provided
5 in subsection (d) may not exceed 24,000 pounds on a
6 single rear axle or 44,000 pounds on a tandem rear axle;
7 (4) any single axle of a 2-axle truck weighing
8 36,000 pounds or less and not a part of a combination of
9 vehicles, shall not exceed 20,000 pounds;
10 (5) any single axle of a 2-axle truck equipped with
11 a personnel lift or digger derrick, weighing 36,000
12 pounds or less, owned and operated by a public utility,
13 shall not exceed 20,000 pounds;
14 (6) any single axle of a 2-axle truck specially
15 equipped with a front loading compactor used exclusively
16 for garbage, refuse, or recycling may not exceed 20,000
17 pounds per axle, provided that the gross weight of the
18 vehicle does not exceed 40,000 pounds;
19 (7) a truck, not in combination and specially
20 equipped with a selfcompactor or an industrial roll-off
21 hoist and roll-off container, used exclusively for
22 garbage or refuse operations may, when laden, transmit
23 upon the road surface the following maximum weights:
24 22,000 pounds on a single axle; 40,000 pounds on a tandem
25 axle;
26 (8) a truck, not in combination and used
27 exclusively for the collection of rendering materials,
28 may, when laden, transmit upon the road surface the
29 following maximum weights: 22,000 pounds on a single
30 axle; 40,000 pounds on a tandem axle;
31 (9) tandem axles on a 3-axle truck registered as a
32 Special Hauling Vehicle, manufactured prior to or in the
33 model year of 2004 and first registered in Illinois prior
34 to January 1, 2005, with a distance greater than 72

1 inches but not more than 96 inches between any series of
2 2 axles, is allowed a combined weight on the series not
3 to exceed 36,000 pounds and neither axle of the series
4 may exceed 18,000 pounds. Any vehicle of this type
5 manufactured after the model year of 2004 or first
6 registered in Illinois after December 31, 2004 may not
7 exceed a combined weight of 32,000 pounds through the
8 series of 2 axles and neither axle of the series may
9 exceed 18,000 pounds;
10 (10) tandem axles on a 4-axle truck mixer, whose
11 fourth axle is a road surface engaging mixer trailing
12 axle, registered as a Special Hauling Vehicle, used
13 exclusively for the mixing and transportation of concrete
14 and manufactured prior to or in the model year of 2004
15 and first registered in Illinois prior to January 1,
16 2005, with a distance greater than 72 inches but not more
17 than 96 inches between any series of 2 axles, is allowed
18 a combined weight on the series not to exceed 36,000
19 pounds and neither axle of the series may exceed 18,000
20 pounds. Any vehicle of this type manufactured after the
21 model year of 2004 or first registered in Illinois after
22 December 31, 2004 may not exceed a combined weight of
23 32,000 pounds through the series of 2 axles and neither
24 axle of the series may exceed 18,000 pounds;
25 (11) 4-axle vehicles or a 5 or more axle
26 combination of vehicles: The weight transmitted upon the
27 road surface through any series of 3 axles whose centers
28 are more than 96 inches apart, measured between extreme
29 axles in the series, may not exceed those allowed in the
30 table contained in subsection (f) of this Section. No
31 axle or tandem axle of the series may exceed the maximum
32 weight permitted under this Section for a single or
33 tandem axle.
34 No vehicle or combination of vehicles equipped with other

1 than pneumatic tires may be operated, unladen or with load,
2 upon the highways of this State when the gross weight on the
3 road surface through any wheel exceeds 800 pounds per inch
4 width of tire tread or when the gross weight on the road

6 (b) On non-designated highways, the gross weight of
7 vehicles and combination of vehicles including the weight of
8 the vehicle or combination and its maximum load shall be
9 subject to the foregoing limitations and further shall not
10 exceed the following gross weights dependent upon the number
11 of axles and distance between extreme axles of the vehicle or
12 combination measured longitudinally to the nearest foot.

6 (c) Cities having a population of more than 50,000 may
7 permit by ordinance axle loads on 2 axle motor vehicles 33
8 1/2% above those provided for herein, but the increase shall
9 not become effective until the city has officially notified
10 the Department of the passage of the ordinance and shall not
11 apply to those vehicles when outside of the limits of the
12 city, nor shall the gross weight of any 2 axle motor vehicle
13 operating over any street of the city exceed 40,000 pounds.
14 (d) Weight limitations shall not apply to vehicles
15 (including loads) operated by a public utility when
16 transporting equipment required for emergency repair of
17 public utility facilities or properties or water wells.
18 A combination of vehicles, including a tow truck and a
19 disabled vehicle or disabled combination of vehicles, that
20 exceeds the weight restriction imposed by this Code, may be
21 operated on a public highway in this State provided that
22 neither the disabled vehicle nor any vehicle being towed nor
23 the tow truck itself shall exceed the weight limitations
24 permitted under this Chapter. During the towing operation,
25 neither the tow truck nor the vehicle combination shall
26 exceed 24,000 pounds on a single rear axle and 44,000 pounds
27 on a tandem rear axle, provided the towing vehicle:
28 (1) is specifically designed as a tow truck having
29 a gross vehicle weight rating of at least 18,000 pounds
30 and is equipped with air brakes, provided that air brakes
31 are required only if the towing vehicle is towing a
32 vehicle, semitrailer, or tractor-trailer combination that
33 is equipped with air brakes;

1 (2) is equipped with flashing, rotating, or
2 oscillating amber lights, visible for at least 500 feet
3 in all directions;
4 (3) is capable of utilizing the lighting and
5 braking systems of the disabled vehicle or combination of

7 (4) does not engage in a tow exceeding 20 miles
8 from the initial point of wreck or disablement. Any
9 additional movement of the vehicles may occur only upon
10 issuance of authorization for that movement under the
11 provisions of Sections 15-301 through 15-319 of this
12 Code.
13 Gross weight limits shall not apply to the combination of
14 the tow truck and vehicles being towed. The tow truck
15 license plate must cover the operating empty weight of the
16 tow truck only. The weight of each vehicle being towed shall
17 be covered by a valid license plate issued to the owner or
18 operator of the vehicle being towed and displayed on that
19 vehicle. If no valid plate issued to the owner or operator of
20 that vehicle is displayed on that vehicle, or the plate
21 displayed on that vehicle does not cover the weight of the
22 vehicle, the weight of the vehicle shall be covered by the
23 third tow truck plate issued to the owner or operator of the
24 tow truck and temporarily affixed to the vehicle being towed.
25 The Department may by rule or regulation prescribe
26 additional requirements. However, nothing in this Code shall
27 prohibit a tow truck under instructions of a police officer
28 from legally clearing a disabled vehicle, that may be in
29 violation of weight limitations of this Chapter, from the
30 roadway to the berm or shoulder of the highway. If in the
31 opinion of the police officer that location is unsafe, the
32 officer is authorized to have the disabled vehicle towed to
33 the nearest place of safety.
34 For the purpose of this subsection, gross vehicle weight

1 rating, or GVWR, shall mean the value specified by the
2 manufacturer as the loaded weight of the tow truck.
3 (e) No vehicle or combination of vehicles equipped with
4 pneumatic tires shall be operated, unladen or with load, upon
5 the highways of this State in violation of the provisions of
6 any permit issued under the provisions of Sections 15-301
7 through 15-319 of this Chapter.
8 (f) On designated Class I, II, or III highways and the
9 National System of Interstate and Defense Highways, no
10 vehicle or combination of vehicles with pneumatic tires may
11 be operated, unladen or with load, when the total weight on
12 the road surface exceeds the following: 20,000 pounds on a
13 single axle; 34,000 pounds on a tandem axle with no axle
14 within the tandem exceeding 20,000 pounds; 80,000 pounds
15 gross weight for vehicle combinations of 5 or more axles; or
16 a total weight on a group of 2 or more consecutive axles in
17 excess of that weight produced by the application of the
18 following formula: W = 500 times the sum of (LN divided by
19 N-1) + 12N + 36, where "W" equals overall total weight on any
20 group of 2 or more consecutive axles to the nearest 500
21 pounds, "L" equals the distance measured to the nearest foot
22 between extremes of any group of 2 or more consecutive axles,
23 and "N" equals the number of axles in the group under
24 consideration.

21 *If the distance between 2 axles is 96 inches or less, the 2
22 axles are tandem axles and the maximum total weight may not
23 exceed 34,000 pounds, notwithstanding the higher limit
24 resulting from the application of the formula.
25 Vehicles not in a combination having more than 4 axles
26 may not exceed the weight in the table in this subsection (f)
27 for 4 axles measured between the extreme axles of the
28 vehicle.
29 Vehicles in a combination having more than 6 axles may
30 not exceed the weight in the table in this subsection (f) for
31 6 axles measured between the extreme axles of the
32 combination.
33 Local authorities and road district highway
34 commissioners, with respect to streets and highways under

1 their jurisdiction, without additional fees, may also by
2 ordinance or resolution allow the weight limitations of this
3 subsection, provided the maximum gross weight on any one axle
4 shall not exceed 20,000 pounds and the maximum total weight
5 on any tandem axle shall not exceed 34,000 pounds, on
6 designated highways when appropriate regulatory signs giving
7 notice are erected upon the street or highway or portion of
8 any street or highway affected by the ordinance or
9 resolution.
10 The following are exceptions to the above formula:
11 (1) Two consecutive sets of tandem axles may carry
12 a total weight of 34,000 pounds each if the overall
13 distance between the first and last axles of the
14 consecutive sets of tandem axles is 36 feet or more.
15 (2) Vehicles for which a different limit is
16 established and posted in accordance with Section 15-316
17 of this Code.
18 (3) Vehicles for which the Department of
19 Transportation and local authorities issue overweight
20 permits under authority of Section 15-301 of this Code.
21 These vehicles are not subject to the bridge formula.
22 (4) Tow trucks subject to the conditions provided
23 in subsection (d) may not exceed 24,000 pounds on a
24 single rear axle or 44,000 pounds on a tandem rear axle.
25 (5) A tandem axle on a 3-axle truck registered as a
26 Special Hauling Vehicle, manufactured prior to or in the
27 model year of 2004, and registered in Illinois prior to
28 January 1, 2005, with a distance between 2 axles in a
29 series greater than 72 inches but not more than 96 inches
30 may not exceed a total weight of 36,000 pounds and
31 neither axle of the series may exceed 18,000 pounds.
32 (6) A truck not in combination, equipped with a
33 self compactor or an industrial roll-off hoist and
34 roll-off container, used exclusively for garbage or

1 refuse operations, may, when laden, transmit upon the
2 road surface, except when on part of the National System
3 of Interstate and Defense Highways, the following maximum
4 weights: 22,000 pounds on a single axle; 40,000 pounds on
5 a tandem axle; 36,000 pounds gross weight on a 2-axle
6 vehicle; 54,000 pounds gross weight on a 3-axle vehicle.
7 This vehicle is not subject to the bridge formula.
8 (7) Combinations of vehicles, registered as Special
9 Hauling Vehicles that include a semitrailer manufactured
10 prior to or in the model year of 2004, and registered in
11 Illinois prior to January 1, 2005, having 5 axles with a
12 distance of 42 feet or less between extreme axles, may
13 not exceed the following maximum weights: 18,000 pounds
14 on a single axle; 32,000 pounds on a tandem axle; and
15 72,000 pounds gross weight. This combination of vehicles
16 is not subject to the bridge formula. For all those
17 combinations of vehicles that include a semitrailer
18 manufactured after the effective date of this amendatory
19 Act of the 92nd General Assembly, the overall distance
20 between the first and last axles of the 2 sets of tandems
21 must be 18 feet 6 inches or more. Any combination of
22 vehicles that has had its cargo container replaced in its
23 entirety after December 31, 2004 may not exceed the
24 weights allowed by the bridge formula.
25 No vehicle or combination of vehicles equipped with other
26 than pneumatic tires may be operated, unladen or with load,
27 upon the highways of this State when the gross weight on the
28 road surface through any wheel exceeds 800 pounds per inch
29 width of tire tread or when the gross weight on the road
30 surface through any axle exceeds 16,000 pounds.
31 (f-1) A vehicle and load not exceeding 73,280 pounds is
32 allowed access as follows:
33 (1) From any State designated highway onto any
34 county, township, or municipal highway for a distance of

1 5 highway miles for the purpose of loading and unloading,
2 provided:
3 (A) The vehicle and load does not exceed 8
4 feet 6 inches in width and 65 feet overall length.
5 (B) There is no sign prohibiting that access.
6 (C) The route is not being used as a
7 thoroughfare between State designated highways.
8 (2) From any State designated highway onto any
9 county or township highway for a distance of 5 highway
10 miles, or any municipal highway for a distance of one
11 highway mile for the purpose of food, fuel, repairs, and
12 rest, provided:
13 (A) The vehicle and load does not exceed 8
14 feet 6 inches in width and 65 feet overall length.
15 (B) There is no sign prohibiting that access.
16 (C) The route is not being used as a
17 thoroughfare between State designated highways.
18 (f-2) A vehicle and load greater than 73,280 pounds in
19 weight but not exceeding 80,000 pounds is allowed access as
20 follows:
21 (1) From a Class I highway onto any street or
22 highway for a distance of one highway mile for the
23 purpose of loading, unloading, food, fuel, repairs, and
24 rest, provided there is no sign prohibiting that access.
25 (2) From a Class I, II, or III highway onto any
26 State highway or any local designated highway for a
27 distance of 5 highway miles for the purpose of loading,
28 unloading, food, fuel, repairs, and rest.
29 Section 5-35 of the Illinois Administrative Procedure Act
30 relating to procedures for rulemaking shall not apply to the
31 designation of highways under this subsection.
32 (g) No person shall operate a vehicle or combination of
33 vehicles over a bridge or other elevated structure
34 constituting part of a highway with a gross weight that is

1 greater than the maximum weight permitted by the Department,
2 when the structure is sign posted as provided in this
3 Section.
4 (h) The Department upon request from any local authority
5 shall, or upon its own initiative may, conduct an
6 investigation of any bridge or other elevated structure
7 constituting a part of a highway, and if it finds that the
8 structure cannot with safety to itself withstand the weight
9 of vehicles otherwise permissible under this Code the
10 Department shall determine and declare the maximum weight of
11 vehicles that the structures can withstand, and shall cause
12 or permit suitable signs stating maximum weight to be erected
13 and maintained before each end of the structure. No person
14 shall operate a vehicle or combination of vehicles over any
15 structure with a gross weight that is greater than the posted
16 maximum weight.
17 (i) Upon the trial of any person charged with a
18 violation of subsections (g) or (h) of this Section, proof of
19 the determination of the maximum allowable weight by the
20 Department and the existence of the signs, constitutes
21 conclusive evidence of the maximum weight that can be
22 maintained with safety to the bridge or structure.

25 Sec. 15-316. When the Department,or local authority or
26 road district highway commissioner may restrict right to use
27 highways.
28 (a) Local authorities and road district highway
29 commissioners with respect to highways under their
30 jurisdiction may by ordinance or resolution prohibit the
31 operation of vehicles upon any such highway or impose
32 restrictions as to the weight of vehicles to be operated upon
33 any such highway, for a total period of not to exceed 90 days

1 in any one calendar year, whenever any said highway by reason
2 of deterioration, rain, snow, or other climate conditions
3 will be seriously damaged or destroyed unless the use of
4 vehicles thereon is prohibited or the permissible weights
5 thereof reduced.
6 (b) The local authority or road district highway
7 commissioner enacting any such ordinance or resolution shall
8 erect or cause to be erected and maintained signs designating
9 the provision of the ordinance or resolution at each end of
10 that portion of any highway affected thereby, and the
11 ordinance or resolution shall not be effective unless and
12 until such signs are erected and maintained.
13 (c) Local authorities and road district highway
14 commissioners with respect to highways under their
15 jurisdiction may also, by ordinance or resolution, prohibit
16 the operation of trucks or other commercial vehicles, or may
17 impose limitations as the weight thereof, on designated
18 highways, which prohibitions and limitations shall be
19 designated by appropriate signs placed on such highways.
20 (c-1) (Blank).
21 (d) The Department shall likewise have authority as
22 hereinbefore granted to local authorities and road district
23 highway commissioners to determine by resolution and to
24 impose restrictions as to the weight of vehicles operated
25 upon any highway under the jurisdiction of said department,
26 and such restrictions shall be effective when signs giving
27 notice thereof are erected upon the highway or portion of any
28 highway affected by such resolution.

31 (e) When any vehicle is operated in violation of this
32 Section, the owner or driver of the vehicle shall be deemed
33 guilty of a violation and either the owner or the driver of
34 the vehicle may be prosecuted for the violation. Any person,

1 firm, or corporation convicted of violating this Section
2 shall be fined $50 for any weight exceeding the posted limit
3 up to the axle or gross weight limit allowed a vehicle as
4 provided for in subsections (a) or (b) of Section 15-111 and
5 $75 per every 500 pounds or fraction thereof for any weight
6 exceeding that which is provided for in subsections (a) or
7 (b) of Section 15-111.
8 (f) A municipality is authorized to enforce a county
9 weight limit ordinance applying to county highways within its
10 corporate limits and is entitled to the proceeds of any fines
11 collected from the enforcement.

13 Section 99. Effective date. This Act takes effect upon
