 1        AN ACT concerning property.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5. The Counties Code is amended by adding Section
 5    1121.1 as follows:

 6        (55 ILCS 5/5-1121.1 new)
 7        Sec.  5-1121.1.  Permit   system   for   unoccupied   and
 8    unimproved  buildings. The county board of any county may (i)
 9    develop a permit system, including reasonable fees,  for  the
10    purpose  of  tracking  and  limiting  the  amount  of  time a
11    building remains unoccupied and unimproved and (ii) impose an
12    appropriate remedy if the  property  remains  unoccupied  and
13    unimproved  for an unreasonable amount of time, as determined
14    in advance by the county board, and poses  a  threat  to  the
15    public health, safety, or welfare.
