SYNOPSIS AS INTRODUCED:
 
105 ILCS 25/1  from Ch. 122, par. 1821

    Amends the Interscholastic Athletic Organization Act. Provides that an association or other entity that has as one of its purposes promoting, sponsoring, regulating or in any manner providing for interscholastic athletics, or any form of athletic competition among schools and students within this State shall require that a majority of the seats on the governing body of the association or other entity to be filled by school superintendents who are currently employed by a public school district. Provides that an individual appointed to the governing body shall be appointed by the board of directors of an Illinois association representing school district administrators that is affiliated with the American Association of School Administrators.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Interscholastic Athletic Organization Act
5is amended by changing Section 1 as follows:
 
6    (105 ILCS 25/1)  (from Ch. 122, par. 1821)
7    Sec. 1. Membership.
8    (a) No membership or other dues or fees shall be paid by
9the governing body of any public elementary or public
10secondary school in this State to any association or other
11entity which has as one of its purposes promoting, sponsoring,
12regulating or in any manner providing for interscholastic
13athletics or any form of athletic competition among schools
14and students within this State if such association or other
15entity adopts or maintains in effect any bylaw, rule,
16regulation or policy which designates or requires a member to
17designate its school principal or any other school
18administrator as the representative of the member who alone is
19entitled to cast the vote of the member on any matter coming
20before such association or entity which is to be determined by
21a vote of its general membership; provided, that the
22provisions of this Section shall not apply if the bylaws,
23rules, regulations or policies of such association or entity,

1as adopted and applied: (i) authorize the governing board of
2each secondary school which is a member of the association or
3entity to appoint, as the allotted representative of such
4secondary school entitled to cast its vote on any matter
5coming before the association or entity which is to be
6determined by a vote of its general membership, any coach,
7athletic director, teacher, principal or other school
8administrator employed at the secondary school which the
9governing body chooses to appoint as such representative, and
10(ii) provide that if no representative of a member is so
11appointed by its governing body, that the school principal of
12the member shall be its representative authorized to cast its
13vote unless and until the governing body shall otherwise
14appoint.
15    (b) An association or other entity that has as one of its
16purposes promoting, sponsoring, regulating or in any manner
17providing for interscholastic athletics, or any form of
18athletic competition among schools and students within this
19State shall require that a majority of the seats on the
20governing body of the association or other entity to be filled
21by school superintendents who are currently employed by a
22public school district. An individual appointed to the
23governing body shall be appointed by the board of directors of
24an Illinois association representing school district
25administrators that is affiliated with the American
