Urges (i) that the United States military involvement in Iraq not be escalated, (ii) that the President not deploy additional military personnel to Iraq without congressional approval, and (iii) that Congress enact legislation prohibiting the President from spending additional taxpayer moneys to escalate troop levels in Iraq without congressional approval.
