    AN ACT in relation to certain land.

    Be it enacted by the People of  the  State  of  Illinois,
represented in the General Assembly:

    Section  2.  For  and  in consideration of the sum of $1,
the Board of Trustees  of  Southern  Illinois  University  is
authorized  to  convey,  by  quitclaim  deed  executed by the
chairperson and attested by the secretary  of  the  Board  of
Trustees  of  Southern  Illinois  University, to the Board of
Trustees of Lewis and Clark Community  College  District  No.
536  all rights, title, and interest of the Board of Trustees
of Southern Illinois  University  in  and  to  the  following
described real estate:
    Parcel 1:
         A  parcel of land, known as Lot 8 of the Subdivision
    of Block 1, Leclaire, as the same appears in Plat Book  6
    Page 19; (Except coal and other minerals underlying, with
    right  to  mine  and  remove  same  from  thereunder), in
    Madison County, Illinois.
    Parcel 2:
         A tract of land situated in the Southeast Quarter of
    Section 11, Township 4 North, Range 8 West of  the  Third
    Principal  Meridian,  within  the corporate limits of the
    City of Edwardsville,  Madison  County,  Illinois;  being
    more particularly Lots 12, 13, 14, 15, 17, 18, 19 and the
    Northerly  portion  of Lot 20 of the Subdivision of Block
    1,  Leclaire,  a  Subdivision   of   said   Edwardsville,
    Illinois,  and of record in Plat Book 6, Page 19 and Lots
    9, 10, 11 and 16 of the Revised Plat of Lots  9,  10,  11
    and  16 of Block 1, Leclaire, as the same appears in Plat
    Book 7, Page 15 and all abutting  or  contiguous  streets
    and  alleys  as vacated by Ordinance Number 628 a copy of
    which was recorded March 3, 1948 as Document 114-618,  in
    Book  1007  Page  388  and Ordinance Number 851 a copy of
    which was recorded as Document 124-4123  all  being  more
    fully described as follows:
    From  a  point at the Northeast corner of Lot 1, Block 1,
    of the Subdivision of Block 1 Leclaire, a Subdivision  of
    the  City  of  Edwardsville, Madison County, Illinois, as
    the same appears in Plat Book Number 6 Page 19 and  which
    said  point being at the Southwest corner of Brown Street
    and Wolf Street, in said Edwardsville, Illinois,  measure
    200.0 feet South 0 degrees 42 minutes East along the said
    West  line  of  Brown  Street to a point at the Northeast
    corner of Lot 9 Block 1,  said  Subdivision  of  Block  1
    Leclaire,  and which said point is the point of beginning
    of the tract hereinafter described and  conveyed;  thence
    continuing  South  0  degrees  42 minutes East, from said
    beginning point, and along the said West  line  of  Brown
    Street,  and its Southerly extension across the 16.0 foot
    alley situated between Lot 9 and Lots  10  and  11,  said
    Block 1, Subdivision of Block 1 Leclaire, for 105.71 feet
    to  a  point at the Northeasterly corner of Lot 10 of the
    Revised Plat of Lots 9-10-11 and 16 of Block 1  Leclaire,
    as the same appears in Plat Book Number 7 Page 15: thence
    South   69   degrees   04   minutes  East,  and  along  a
    Southeasterly extension of the said Northeasterly line of
    said Lot Number 10 of  the  said  Revised  Plat  of  Lots
    9-10-11  and  16,  Block  1 Leclaire, for 13.55 feet to a
    point 7.5 feet West of, measured at right angles, to  the
    West  line  of  a  15.0 foot alley along the West side of
    Block 1 of Metcalfe Place, an addition to the  said  City
    of  Edwardsville,  Illinois,  and  of record in Plat Book
    Number 6, Page 1; thence South 0 degrees 50 minutes East,
    7.5 feet West of, measured at right angles, and  parallel
    with  the said West line of the 15.0 foot alley along the
    West side of Block 1 of said  Metcalfe  Place,  for  67.0
    feet;  thence  North  69 degrees 04 minutes West for 0.54
    feet to a point 8.0  feet  West  of,  measured  at  right
    angles, to the said West line of the alley along the West
    side of Block 1 Metcalfe Place; thence South 0 degrees 50
    minutes East, 8.0 feet West of, measured at right angles,
    and  parallel  with the said West line of the alley along
    the West side of Block 1, Metcalfe Place, for 299.87 feet
    to a point of curve; thence Southerly  and  Southwesterly
    along  a  curve to the right, having a radius of 25 feet,
    and a central angle of 81 degrees 05 minutes,  for  35.38
    feet, to a point of tangent, and which said tangent point
    is  37.0 feet Northwesterly of, measured at right angles,
    to the Northwesterly line of Lot 21 of the Subdivision of
    Block 1 Leclaire; thence  South  80  degrees  15  minutes
    West,  37.0  feet  Northwesterly  of,  measured  at right
    angles to, and parallel with the said Northwesterly  line

    and along the Northwesterly line of a fifty foot  street,
    without   name,  for  274.35  feet  to  a  point  on  the
    Northeasterly extension  of  the  Westerly  line  of  the
    continuation  of  Hale  Avenue  and Holyoake Road in said
    Leclaire; thence South 21 degrees  11  minutes  West  and
    along   the   said   Northeasterly   extension   of   the
    continuation  of  Hale  Avenue and Holyoake Road, in said
    Leclaire, for 58.01 feet;  thence  South  80  degrees  33
    minutes  West for 243.90 feet; thence South 35 degrees 01
    minutes West for 201.92 feet to a point on  the  Easterly
    line  of  Troy  Road,  in  said Leclaire; thence North 11
    degrees 29 minutes West along the Easterly line  of  Troy
    Road  for 39.3 feet to a point on the Southeasterly right
    of way line  of  the  New  York  Chicago  and  St.  Louis
    Railroad  (Nickel Plate Railroad), which said point being
    50.0 feet Southeasterly of, measured at right angles  to,
    the  center  line  of the main track of the said New York
    Chicago and St. Louis Railroad; thence North  20  degrees
    35  minutes  East 50.0 feet Southeasterly of, measured at
    right angles to, and parallel with the center line of the
    said main track of the New York  Chicago  and  St.  Louis
    Railroad and also following along the Southeasterly right

    degrees  04 minutes East and along the Northeasterly line
    of said Lot 11, Subdivision of  Block  1,  Leclaire,  for
    115.84  feet; thence North 21 degrees 47 minutes East and
    along  a  Southwesterly  extension  of,  and  along   the
    Northwesterly line of Lot 9 of the Subdivision of Block 1
    Leclaire,  for  20.5  feet  to  a  point at the Northwest
    corner of said Lot 9,  of  the  Subdivision  of  Block  1
    Leclaire;  thence  North  89  degrees 17 minutes East and
    along the North line of said Lot 9, of the Subdivision of

    beginning.
    (Except  coal  and  other  minerals and right to mine and
    remove same), in Madison County, Illinois.

    Section 3.  The secretary of the  Board  of  Trustees  of
Southern Illinois University shall obtain a certified copy of
this  Act  within  60 days after its effective date and, upon
receipt of payment of the consideration of $1,  shall  record
the  certified  document  in the Recorder's Office of Madison
County, Illinois.

    Section 5.  Upon the payment of the sum of $30,000.00  to
the  State  of  Illinois,  the  easement for highway purposes
acquired by the People of the State of Illinois  is  released
over  and  through  the  following  described  land in DeWitt
County, Illinois:

    Parcel No. 5X10303 (A-E)

    5X10303A

    A parcel of land being a part of Lots 3 and 4 of Block  7
    of  Parkview  Subdivision  in the City of Clinton, Dewitt
    County, Illinois (also being  part  of  a  Dedication  of
    Right  of  Way  recorded  in Plat Book C, Page 256 in the
    Dewitt County Recorder's Office), described as follows:

    Beginning at a point on the west  line  of  said  Lot  3,
    being 5.00 feet south of the northwest corner of said Lot
    3;  thence  southeasterly  108.93 feet along the existing
    right of way line of F.A. Route 717 (Illinois Route  10),
    being  a curve to the left having a radius of 8475.5 feet
    to a point on the east line of said  Lot  4,  said  point
    being 6.00 feet northerly of the southeast corner of said
    Lot  4; thence South 0 degrees 18 minutes 31 seconds East
    6.00 feet along the  said  east  line  to  the  southeast
    corner  of said Lot 4; thence South 88 degrees 23 minutes

    of Parkview Subdivision in the City  of  Clinton,  Dewitt
    County,  Illinois  (also  being  part  of a Dedication of
    Right of Way recorded in Plat Book C,  Page  260  in  the
    Dewitt County Recorder's Office), described as follows:

    Beginning  at  the northeast corner of said Lot 5; thence
    South 0 degrees 18 minutes 31  seconds  East  63.60  feet
    along  the east line of said Lots 5 and 6 to the proposed
    right of way line of F.A. Route 717 (Illinois Route  10);
    thence  North 46 degrees 21 minutes 19 seconds West 52.71
    feet along the said proposed right of  way  line;  thence
    northwesterly 38.12 feet along said proposed right of way
    line,  being  a  curve to the left having a radius of 563
    feet and being concentric with and 45 feet  northeasterly

    Beginning  at  the southwest corner of said Lot 9; thence
    North 0 degrees 18 minutes 31  seconds  West  42.52  feet
    along  the  west line of said Lot 9; thence southeasterly
    102.0 feet along the existing right of way line  of  F.A.
    Route  717 (Illinois Route 10), being a curve to the left
    having a radius of 8475.5 feet to a  point  on  the  east
    line  of  said Lot 8, said point being 7.0 feet northerly
    of the southeast corner of said Lot 8; thence  south  7.0
    feet  along  the east line of said Lot 8 to the southeast
    corner of said Lot 8; thence westerly 96 feet  along  the

    Illinois (also being part of a Dedication of Right of Way
    recorded in Plat Book C, Page 364 in  the  Dewitt  County
    Recorder's Office), described as follows:

    Beginning  at  the southwest corner of said Lot 7; thence
    north 7.0 feet along the west line of said Lot 7;  thence
    southeasterly  21.24 feet along the existing right of way
    line of F.A. Route 717 (Illinois Route 10), to a point on
    the south line of said Lot 7, being 20.0 feet east of the
    southwest corner of said Lot 7;  thence  west  20.0  feet
    along  the  south  line  of  said  Lot  7 to the Point of
    Beginning, containing 70 square feet, more or less.

    A parcel of land being a part of Lots 10, 11, 12  and  13
    of  Block  6  of  Phares Addition in the City of Clinton,
    Dewitt County, Illinois (also being part of a  Dedication
    of  Right of Way recorded in Plat Book C, Page 254 in the
    Dewitt County Recorder's Office), described as follows:

    Beginning at a point on the existing right of way line of
    F.A. Route 717 (Illinois Route  10)  and  F.A.  Route  71
    (Illinois  Route  54),  6.0  feet  east of and 56.64 feet
    south of the northeast corner  of  said  Lot  12;  thence
    South  0  degrees  East  53.65 feet along a line parallel
    with and 6.0 feet east of the east line of said Lot 12 to
    the proposed right of way line of said F.A. Route 717 and
    71; thence South 87 degrees 51 minutes  19  seconds  West
    6.0 feet along the said proposed right of way line to the
    south  line  of  said  Lot 12; thence North 71 degrees 59
    minutes 03 seconds West 327.98 feet along the south  line
    of  said  Lots  12, 11, and 10 to the northwest corner of

    Section 10.  In  consideration  of  an  intergovernmental
agreement  between  the Illinois Department of Transportation
and the Greater Peoria Airport Authority signed and  executed
on  July  15,  1998,  the  Secretary  of  the  Department  of
Transportation  is  hereby  authorized to convey by quitclaim
deed to the Greater Peoria Airport Authority all right, title
and interest in and to the following described land in Peoria
County, Illinois.

    Parcel No. 42071VA

    A part of the West  Half  of  the  Northwest  Quarter  of
    Section  26  in  Township  8  North,  Range 7 East of the
    Fourth  Principal  Meridian,  Peoria   County,   Illinois
    described in detail as follows:

    Commencing  at  the  Northwest  corner  of  the Northwest
    Quarter of Section 26  and  running  easterly  65.0  feet
    along  the  North  line  of the Northwest Quarter of said
    Section  26  to  a  point  65.00  feet  normally  distant
    easterly from the centerline of Airport Road, said  point
    being the Point of Beginning.
    From  the  Point  of  Beginning,  running thence easterly
    550.0 feet along the North line of the Northwest  Quarter
    of  said Section 26; thence southerly 700.0 feet parallel
    to the centerline of Airport Road to an iron pipe; thence
    Westerly 515.0 feet parallel to the  North  line  of  the
    Northwest  Quarter  of  said  Section 26 to a point 100.0
    feet normally distant easterly  from  the  centerline  of
    Airport  Road; thence northerly 200.24 feet parallel with
    the centerline of Airport  road;  thence  westerly  35.00
    feet to a point 65.00 feet normally distant easterly from
    the  centerline  of Airport Road; thence northerly 499.67
    feet parallel with the centerline of Airport Road to  the
    Point  of  Beginning, said tract of land containing 8.677
    acres, more or less.

    Section 15.  Upon the payment of the sum of $1,125.00  to
the  State  of  Illinois,  the  easement for highway purposes
acquired by the People of the State of Illinois  is  released
over  and  through  the  following  described  land in Peoria
County, Illinois:

    Parcel No. 409522V

    A part of the Southeast Quarter of Section 8 and  a  part
    of the Southwest Quarter of Section 9, Township 11 North,
    Range  9  East  of  the Fourth Principal Meridian, Peoria
    County,  State  of  Illinois,  described  in  detail   as
    follows:

    Commencing  at the west quarter corner of said Section 9;
    thence South  0  degrees  07  minutes  14  seconds  East,
    1,318.49  feet  along  the  west  line  of  the southwest
    quarter of said Section 9 to a point 255.42 feet radially
    distant northwesterly from the  centerline  of  F.A.  318
    (Illinois Marked Route 29) and the Point of Beginning.
    From  the  Point  of Beginning thence North 89 degrees 51
    minutes 02 seconds East, 43.87 feet  to  a  point  214.29
    feet   radially   distant  northwesterly  from  the  said
    centerline; thence South 0 degrees 01 minute  00  seconds
    East,  499.90 feet to a point 69.17 feet radially distant
    northwesterly from the said centerline; thence  North  76
    degrees  37 minutes 58 seconds West, 1.83 feet to a point
    71.00 feet radially distant northwesterly from  the  said
    centerline;  thence  southwesterly  252.27  feet  along a
    curve to the left having a radius of  3,893.94  feet  and
    being  concentric  with the said centerline, the chord of

    Section 20.  Upon the payment of the sum  of  $100.00  to
the  State  of  Illinois,  the  easement for highway purposes
acquired by the People of the State of Illinois  is  released
over  and  through the following described land in Montgomery
County, Illinois:

    Parcel No. 675X185

    Part of the Southeast Quarter (SE  1/4)  of  Section  29,
    Township  9  North,  Range  5 West of the Third Principal
    Meridian,  Montgomery  County,   Illinois,   being   more
    particularly described as follows:

    Commencing  at  the  Southeast  Corner  of  the Southeast
    Quarter (SE 1/4) of said Section  29:   thence  North  00
    degrees 21 minutes 04 seconds West along the East Line of
    said  Southeast  Quarter  (SE  1/4) a distance of 1350.52
    feet to the Northeast Corner of the Southeast Quarter (SE
    1/4) of the Southeast Quarter (SE 1/4)  of  said  Section
    29;  thence North 88 degrees 49 minutes 51 seconds West a
    distance of 97.46 feet to a point, said point  being  the
    True Point of Beginning:

    Thence  South  00  degrees  20  minutes 20 seconds West a
    distance of 135.56  feet;  thence  South  89  degrees  59
    minutes  30  seconds  West  a distance of 13.81 feet to a
    point on the Northwesterly Right-of way  Line  of  S.B.I.
    Route 126, said point also being on the South Line of Lot
    3  in  Belverne Terrace Subdivision; thence Northeasterly
    along said right-of-way line on a curve  to  the  left  a
    distance  of  162.70  feet, said curve having a radius of
    945.50 feet and a  chord  bearing  North  05  degrees  12
    minutes  36  seconds  East,  162.50 feet; thence South 00

    Said  Parcel containing 748 square feet, more or less, or
    0.017 Acres, more or less.

    Section 25.  Upon the payment of the sum  of  $750.00  to
the  State  of  Illinois,  the rights or easements of access,
crossing, light, air and view from, to and over the following
described line and FA Route 12 are restored subject to permit
requirements  of  the  State  of  Illinois,   Department   of
Transportation.

    Parcel No. 5X14302

    Direct  access  to F.A. Route 12 (U.S. Route 40) shall be
    restored to 1204 feet of a tract  of  land  abutting  the
    northerly  right of way line of said highway from a point
    100.00  feet  northwesterly  of  Station  850+95  of  the
    surveyed  centerline  of  said  F.A.  Route  12;   thence
    northeasterly 1204 feet along said northerly right of way
    line  to  a  point  90.00  feet  northwesterly of Station
    2040+55 of said surveyed centerline, all lying in Section
    1, Township 9 North, Range 9 East of the Third  Principal
    Meridian, Cumberland County, Illinois.

    Total length of access release is 1204 lineal feet.

    Section  30.  Upon the payment of the sum of $1,600.00 to
the State of Illinois,  the  easement  for  highway  purposes
acquired  by  the People of the State of Illinois is released
over and through the following described  land  in  Vermilion
County, Illinois:

    Parcel No. 5X09903

    A  parcel  of land being a part of Lot 38 of J. W. Dale's
    Third Addition to  Vermilion  Heights  in  the  Northwest
    Quarter of Section 7, Township 19 North, Range 11 West of
    the Second Principal Meridian, Vermilion County, Illinois
    (also  being  part  of a Dedication of Right of Way for a
    Freeway recorded in Book 519, Page 187 in  the  Vermilion
    County Recorder's Office), described as follows:

    Beginning  at the northeast corner of said Lot 38; thence
    South 0 degrees 53 minutes 37  seconds  East  68.53  feet
    along  the  said  east lot line, also being the northerly
    right of way line of F.A.  Route  11  (U.S.  Route  150);
    thence  North 76 degrees 22 minutes 27 seconds West 50.07
    feet along the proposed right of way line  of  said  F.A.
    Route  11 to the west line of said Lot 38; thence North 0
    degrees 41 minutes 06 seconds West 56.53 feet along  said
    west  lot  line  to  the northwest corner of said Lot 38;
    thence North 89 degrees 46 minutes 00 seconds East  48.27
    feet  along the north line of said Lot 38 to the Point of
    Beginning, containing 3025 square feet, more or less.

    Subject to  access  control  restrictions  shown  on  the
    aforementioned  Dedication  of Right of Way for a Freeway
    which does not allow access to F.A. Route 11 (U.S.  Route
    150).

    Section  35.  Upon the payment of the sum of $2,150.00 to
the State of Illinois, the easement for highway  purposes  is
released  over  and  through the following described land and
the rights or easements of access, crossing, light,  air  and
view  from,  to  and over the following described land and FA
Route 12 are restored subject to permit requirements  of  the
State of Illinois, Department of Transportation:

    Parcel No. 5X37112

    A  PART OF LOTS 1, 2, AND 3 OF BLOCK 12 AND PART OF LOT 1
    OF BLOCK 11 IN THE TOWN OF LIVINGSTON AND  ALSO  PART  OF
    THE SOUTHWEST QUARTER OF THE SOUTHWEST QUARTER OF SECTION
    9,  TOWNSHIP  11  NORTH,  RANGE  11  WEST  OF  THE SECOND
    PRINCIPAL MERIDIAN, CLARK COUNTY,  ILLINOIS,  ALSO  BEING
    PART  OF  DEDICATION  OF  RIGHT OF WAY RECORDED IN R.O.W.
    BOOK 4, PAGE 97 AND CONDEMNATION OF CASE NUMBER  L-32  IN

the State of Illinois,  the  easement  for  highway  purposes
acquired  by  the People of the State of Illinois is released

    Two  tracts of land being a part of the Southeast Quarter
    of Section 24, Township 21 North, Range 12  West  of  the
    Second  Principal  Meridian,  Vermilion County, Illinois,
    also being a part of  the  original  Chicago  Wagon  Road
    right  of  way and part of S.B.I. Route 1 dedicated right
    of way as shown recorded in Book 411, page 206  and  Book
    424,  page  54 in the Vermilion County Recorder's Office,
    said tracts are described as follows:

    Commencing at  the  southeast  corner  of  the  Southeast
    Quarter  of  said  Section 24; thence South 89 degrees 16

    Section 105. Upon the payment of the sum of $1.00 to  the
State of Illinois, and subject to the conditions set forth in
Section  900  of this Act, the Secretary of the Department of
Transportation is authorized to convey by quit claim deed all
right, title and interest in and to the  following  described
land   in   Sangamon  County,  Illinois  to  the  village  of
Rochester.
    Parcel No. 675X198:
    A part of the Northeast Quarter of the Southeast  Quarter
    and  a  part  of  the  Southeast Quarter of the Northeast
    Quarter of Section 16, Township 15 North, Range 4 West of
    the Third Principal Meridian, Sangamon County,  Illinois,
    described as follows:
    Commencing  at  the  northeast  corner  of  the Southeast
    Quarter of said Section 16; thence along the  north  line
    of  the  Southeast  Quarter  of said Section 16, North 89
    degrees 18 minutes 47 seconds  West,  749.65  feet  to  a
    point  on the southerly existing right of way line of the
    former B & O Railroad, said  point  being  the  Point  of
    Beginning;  thence  along  said southerly former Railroad
    right of way, South 54  degrees  03  minutes  29  seconds
    East,  103.08 feet to a curve; thence southwesterly along
    a curve to the right having a radius of  135.00  feet  an
    arc  length  of  59.24  feet;  thence South 80 degrees 27
    minutes 25 seconds West, 52.45 feet to the north existing
    right of way  line  of  County  Highway  56  (South  Main
    Street); thence along said north right of way line, North
    82 degrees 00 minutes 37 seconds West, 53.68 feet; thence

    to the aforesaid southerly former railroad right of  way;

    Provided  that if, at any time, the property ceases to be
used for public purposes by the  village  of  Rochester,  all
title  and interest will revert to the Illinois Department of
Transportation.

    Section 110. The easement for highway  purposes  acquired
by the People of the State of Illinois, through a donation in
1932 by the city of Springfield, is released over and through
the  following  described  land in Sangamon County, Illinois,
except those rights reserved in the Section
    Parcel No. 675X213:
    The land is described in general as  being  in  the  West
    half of Section 3, Township 14 North, Range 5 West of the
    Third Principal Meridian, Sangamon County, Illinois. Said
    land  is referenced to the centerline of median and plans
    for  Federal  Aid  Interstate  Route  55,  Section  84-4,
    between Springfield and Litchfield, Illinois.  Said plans
    are  on  file  in  the  Office  of  the   Department   of
    Transportation  of the State of Illinois, in Springfield,
    Illinois.
    The land is more particularly described as follows:
    Beginning at an iron pin at the Southeast corner  of  the
    Northeast   Quarter  of  the  Southwest  Quarter  of  the
    aforementioned Section 3;  thence  South  86  degrees  08
    minutes  07  seconds  West, 1305.68 feet along the East -
    West sixteenth Section line of  said  Section  3;  thence
    North  50 degrees 52 minutes 25 seconds West, 230.56 feet
    to the True Point of Beginning; thence South  39  degrees
    07 minutes 35 seconds West, 790.81 feet to a 1797.00 foot
    radius  tangent curve whose center bears South 50 degrees

    said  curve  through  a  central  angle  of 11 degrees 34

    West  access control line of the aforesaid FAI 55; thence

    more or less, to the True Point of Beginning,  containing
    8.716 acres, more or less.
    Reserving  the  right  to  prohibit  on  the  land  above
described  any junkyard or any outdoor advertising other than
signs that advertise activities conducted on the premises.
    The State further reserves access to, from, or  over  the
premises  described  above  to  and  from  the public highway
adjacent  to  such  premises  and  known  as  FAI  Route   55
previously  declared a Freeway.  No access shall be permitted
in the future to, from, or over such premises to and from the
public highway.
    Section  900.  The  Secretary  of  Transportation   shall
obtain   a  certified  copy  of  the  portions  of  this  Act
containing the title, enacting clause,  the  effective  date,
the  appropriate  Section  or  Sections  containing  the land
descriptions of the property to be transferred  or  otherwise
affected, and this Section within 60 days after its effective
date  and, upon receipt of payment required by the Section or
Sections, if  any  payment  is  required,  shall  record  the
certified  document  in  the  Recorder's Office in the county
which the land is located.

    Section 999.  Effective date.  This Act takes effect upon
becoming law.
