    AN ACT concerning transportation.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Illinois Vehicle Code is amended by changing
Section 6-103.1 as follows:
 
    (625 ILCS 5/6-103.1)
    Sec. 6-103.1. New residents; out-of-state revocation.
    (a) The Secretary of State may not issue a driver's license
to a nonresident who becomes a resident of this State while the
new resident's driving privileges are revoked, under terms
similar to those provided in Section 1-176 of this Code, in
another state; however, if the person has resided in this State
for 10 or more consecutive years prior to submitting an
application, that person may apply for licensure under Section
6-208 of this Code if:
        (1) the laws of the revoking state would allow the
    person to apply for licensure in that state;
        (2) the person qualifies to apply for licensure under
    Section 6-208;
        (3) the out-of-state revocation is the only revocation
    of driving privileges for the person;
        (4) the person has not had any driving offenses since
    the revocation, and the revocation is the only loss of the
    person's driving privileges in any jurisdiction; and
        (5) the person complies with the requirements of Title
    92, Sections 1001.430 and 1001.440 of the Illinois
    Administrative Code concerning the General Provisions for
    Reinstatement of Driving Privileges After Revocation and
    the Provisions for Alcohol and Drug Related Revocations,
    Suspensions, and Cancellations.
    (b) The Secretary may issue restricted driving permits to
new residents whose driving privileges are revoked in another
state. These permits must be issued according to the
restrictions, and for the purposes, stated in Sections 6-205
and 6-206 of this Code. The Secretary shall adopt rules for the
issuance of these permits.
    (c) A restricted driving permit issued under this Section
is subject to cancellation, revocation, and suspension by the
Secretary of State in the same manner and for the same causes
as a driver's license issued under this Code may be cancelled,
revoked, or suspended, except that a conviction of one or more
offenses against laws or ordinances regulating the movement of
traffic is sufficient cause for the revocation, suspension, or
cancellation of a restricted driving permit.
