    AN ACT concerning State government.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The State Finance Act is amended by changing
Sections 6z-51 and 6z-81 as follows:
 
    (30 ILCS 105/6z-51)
    Sec. 6z-51. Budget Stabilization Fund.
    (a) The Budget Stabilization Fund, a special fund in the
State Treasury, shall consist of moneys appropriated or
transferred to that Fund, as provided in Section 6z-43 and as
otherwise provided by law. All earnings on Budget Stabilization
Fund investments shall be deposited into that Fund.
    (b) The State Comptroller may direct the State Treasurer to
transfer moneys from the Budget Stabilization Fund to the
General Revenue Fund in order to meet cash flow deficits
resulting from timing variations between disbursements and the
receipt of funds within a fiscal year. Any moneys so borrowed
in any fiscal year other than Fiscal Year 2011 shall be repaid
by June 30 of the fiscal year in which they were borrowed. Any
moneys so borrowed in Fiscal Year 2011 shall be repaid no later
than July 15, 2011.

    (30 ILCS 105/6z-81)
    Sec. 6z-81. Healthcare Provider Relief Fund.
    (a) There is created in the State treasury a special fund
to be known as the Healthcare Provider Relief Fund.
    (b) The Fund is created for the purpose of receiving and
disbursing moneys in accordance with this Section.
Disbursements from the Fund shall be made only as follows:
        (1) Subject to appropriation, for payment by the
    Department of Healthcare and Family Services or by the
    Department of Human Services of medical bills and related
    expenses, including administrative expenses, for which the
    State is responsible under Titles XIX and XXI of the Social
    Security Act, the Illinois Public Aid Code, the Children's
    Health Insurance Program Act, the Covering ALL KIDS Health
    Insurance Act, and the Senior Citizens and Disabled Persons
    Property Tax Relief and Pharmaceutical Assistance Act.
        (2) For repayment of funds borrowed from other State
    funds or from outside sources, including interest thereon.
    (c) The Fund shall consist of the following:
        (1) Moneys received by the State from short-term
    borrowing pursuant to the Short Term Borrowing Act on or
    after the effective date of this amendatory Act of the 96th
    General Assembly.
        (2) All federal matching funds received by the Illinois
    Department of Healthcare and Family Services as a result of
    expenditures made by the Department that are attributable
    to moneys deposited in the Fund.
        (3) All federal matching funds received by the Illinois
    Department of Healthcare and Family Services as a result of
    federal approval of Title XIX State plan amendment
    transmittal number 07-09.
        (4) All other moneys received for the Fund from any
    other source, including interest earned thereon.
    (d) In addition to any other transfers that may be provided
for by law, on the effective date of this amendatory Act of the
97th General Assembly, or as soon thereafter as practical, the
State Comptroller shall direct and the State Treasurer shall
transfer the sum of $365,000,000 from the General Revenue Fund
into the Healthcare Provider Relief Fund.

    Section 99. Effective date. This Act takes effect upon
becoming law.
