Short description: 
DRYCLEANER ENVIRONMENTAL-FEES                                              

Synopsis of Bill as introduced:
        Amends the Drycleaner Environmental  Response  Trust  Fund  Act.       
   Provides   capacity   requirements  for  containment  dikes  or  other      
   containment structures. Requires that the site investigation  must  be      
   completed  prior  to  the  issuance of insurance for those drycleaning      
   facilities that apply for insurance  coverage  after  June  30,  2004.      
   Provides  a  90  day  grace period within which to pay overdue license      
   fees, unpaid floor taxes, and penalties in order  to  become  licensed      
   without  penalty.   Refunds penalties in excess of $450 that were paid      
   on or before the last day of the grace period.  Allows for (instead of      
   requires) a $5 per day penalty for failure to  pay  the  license  fee.      
   Provides that the Department of Revenue shall no longer collect the $5      
   per  day late penalties incurred between the effective date of the Act      
   and January 1,  2001.    Provides  that  the  late  penalties  already      
   collected shall not be refunded.  Effective immediately.
