Requires a second division vehicle with a gross weight of 8,000 pounds or more that is loaded with dirt, aggregate, garbage, refuse, or other similar materials to have its cargo area enclosed or secured with a tarpaulin or other cover sufficient to prevent spillage of the material. Effective immediately. SENATE AMENDMENT NO. 1. Provides that the cargo area must be enclosed or secured with a tarpaulin or other covering only while the vehicle is carrying a load of the type described. Provides that the entire provision does not apply to any implements of husbandry or other farm vehicles (as well as not applying to those vehicles while they are transporting agricultural products to or from the original place of production).
