VEH CD-WINDSHIELD TINT                                                     

Synopsis of Bill as introduced:
        Amends provisions of the Illinois Vehicle Code allowing  a  motor      
   vehicle  to  have  a  window  application, reflective or nonreflective      
   material, or tinted film that was applied to the motor vehicle  before      
   1998  and  is owned and operated by, or used in transporting, a person      
   who has a condition requiring shielding from the direct  rays  of  the      
   sun  if  a physician certifies the existence of the condition. Deletes      
   language providing that the above provisions are not valid on or after      
   January  1,  2008.  Deletes  language  requiring   that   the   window      
   application, reflective or nonreflective material, or tinted film must      
   have been applied before 1998.                                              
        SENATE AMENDMENT NO. 1.                                                
        Deletes everything.  Amends the Illinois Vehicle Code.   Provides      
   that  the  Secretary  of  State  shall  (rather  than  may) forward to      
   appropriate law enforcement agencies notice of certification that  the      
   person  is  authorized  to  have his or her windows treated.  Provides      
   that the prohibition against window treatment  does  not  apply  to  a      
   vehicle operated by or transporting a person with lupus erythematosus.      
   States   requirements  for  certification  by  a  physician  that  the      
   condition exists.  Provides that the Secretary of State shall  forward      
   notice  of  certification  to  appropriate  law  enforcement agencies.      
   Effective immediately.                                                      
        HOUSE AMENDMENT NO. 1.                                                 
        Provides that the person shall submit a copy of  the  physician's      
   certification  to  the Secretary of State, and shall receive a receipt      
   for the submission, which shall be carried in the affected vehicle  at      
   all  times.  Provides  that  the  Secretary shall make the information      
   regarding the physician's certification available by electronic  means      
   to  any  police  officer  enforcing  the prohibition against driving a      
   vehicle with a window application.
