Provides that fees collected for electronic monitoring, drug or alcohol testing and screening, probation, and supervision fees are exempt from the disbursement provisions relating to other fees, fines, costs, additional penalties, bail balances assessed or forfeited, and any other amounts paid to the circuit clerk. Effective immediately.
